SMHI 2017-2020: WACCA-Ethiopia:WATER AND CLIMATE CHANGE SERVICES FOR AFRICA

Water and Climate Change information services for Ethiopia (WACCA-Ethiopia) is a country driven initiative to strengthen and accelerate efforts at national and regional levels across Ethiopia in the development of climate and water information and early warning services. Reliable climate information is crucial to meeting key targets in the growth and transformation plans (GTP), nationally determined contributions, as well as the climate resilient green economy (CRGE) strategy. The National Meteorological Agency, the hydrological services under the Ministry of Water, Irrigation and Electricity and the Ministry of the Environment, Forests and Climate Change are charged with the provision of these information and are the local implementing partners in the WACCA-Ethiopia initiative. The common aim is to develop technical capacity and institutional sustainability for the provision of these key services and this initiative is a direct response to this need. It shall also provide tailored information designed to fit end-under needs with the best available knowledge about the future climate, and develop region specific best-practice solutions for adaptation.

Results

Highlights from year 1 of project activities:- Partnerships have been established and anchored- Problems, gaps and way forward have been identified- A functioning mode of cooperation has been established and implementation is ongoing. A total of eleven outputs are specified in the Implementation Plan. None of them were completed during 2018, but progress was made on seven of these outputs. Implementation work during 2018 made progress on the following project outputs:Output 1.1 – Strengthened capacity for meteorological forecasting and early warning services within NMA.Output 1.2 – Strengthened capacity for climate information services within NMA.Output 1.3 – Strengthened capacity for data management and ICT within NMA.Output 2.1 – Strengthened capacity for data management and ICT within MoWIE and the RBAs toward operational hydrology services.Output 2.2 – Strengthened capacity for hydrological monitoring within MoWIE and the RBAs.Output 2.3 – Strengthened capacity for hydrological modelling, hydrological forecasting and early warning services within MoWIE and the RBAs.Output 3.3 – Improved dialogue and cooperation activities between NMA, MoWIE, the RBAs and EFCCC. The main objectives of the Inception Phase (carried out during the first half of 2018) were to:- Describe the baseline situation at NMA and MoWIE (HWQD and the three RBAs), including a fit-gap analysis with regard to users’ needs and requirements;- Propose appropriate programme design for the implementation of operational water and climate information services in Ethiopia. During the Inception Phase, 10 personnel missions from SMHI to Ethiopia were carried. This included 5 workshops and numerous meetings with partners and other agencies in Ethiopia. Aside from Addis Ababa, site visits were made to Adama, Hawassa and Bahir Dar. During the Implementation Phase, 16 personnel missions from SMHI to Ethiopia and 6 personnel missions to Sweden from Ethiopia were carried out. This included 2 workshops and numerous meetings with partners in Ethiopia and 2 workshops with Ethiopian partners in Sweden. Aside from Addis Ababa, site visits were made to Adama, Hawassa and Bahir Dar, which included field activities for hydrological monitoring.
