The programme is structured in two main components: (i) Land governance promoting an integrated vision of land administration and management, and (ii) Land administration services and building national land cadastre.”

Expected results

The Land Administration Programme (GESTERRA) is capacity building programme aiming to improve the national capacity to deliver quality land administration and land use/management services that responds to the needs of all land users, providing secure and clear rights which can then facilitate new investment choices and decisions and enhance food security. Through National Directorate of Land (DINAT), the Government of Mozambique will be able to lead the land management process and play a critical and constructive role in land governance, with improved communication and enforcement of technical norms and standards for land administration, as well as monitoring and quality control.

Results

Nevertheless difficulties imposed by government shifts on structures and government policies and priorities in a short period of time and before the program had properly established, and abrupt cease of contract with the public financial management technical assistance provider, the programme has satisfactory performance. Some key and promising results are (i) the operationalisation of the Land Information Management System (SIGIT), including the establishment of basic human resource development capacities in Maputo and at provincial level; (ii) the shift from paper to digital systems and the harmonisation of a variety of provincial procedures and interpretations of rules; and (iii) the support provided to the Land Consultative Forum (LCF) which is growing into providing a major role in ensuring relevance by contributing ideas and providing a forum where a range of stakeholders can participate in a national dialogue. The programme has also contributed to mitigating the negative impacts of this institutional restructuring (e.g., through TA support) and has been the key success factor in the implementation of government programme so-called "Terra Segura" aiming land occupation registry and regularization by allowing faster and better quality issuance of land utilization titles through digital system.
