The purpose of this contribution is to finance the costs for procuring consultants to conduct efficiency audit of ACCORD. The efficiency audit is aimed at assessing/ analyzing whether the African Centre for Constructive Resolution of Disputes (ACCORD’s) internal management and control systems are adequate to ensure quality and accuracy of narrative and financial reports. At an overall level, the aim is to assess whether ACCORD has appropriate systems and routines for managing the organization’s activities to achieve the operational goals. The efficiency audit is expected to find eventual weaknesses and to suggest actions to address these. Sida has an existing core support agreement with ACCORD since 2012. Sida has been among the major contributors to the programme and operational budget (core budget) of the organization. The collaboration has also contributed to the developments of ACCORD’s organizational capacities. It is to be recalled that ACCORD was covered by the review of the five South Africa based Think Tanks conducted in 2015. The review formed sound basis for assessing the performance of Sida's core support to the organization which eventually led to the decision to phase out the core support in favor of a possible programme specific support from 2018 onwards. Thus, in order to allow for an in-depth dialogue on how continued Swedish support to ACCORD could be structured in view of Sweden's new regional strategy 2016-2021 and a more detailed understanding on the organization's programme effectiveness and comparative advantages on mediation, Sida approved a cost extension of the existing agreement by one year with additional fund of 10 million SEK until 31 December 2017. During this bridging period, the Embassy seeks to initiate an audit of ACCORD's systems, procedures, practices and resources for managing the organization’s activities to achieve the operational goals.

The goal of Sweden's global development policy is a fair and sustainable global development and to create conditions for better living conditions for people living in poverty and oppression. Health is both a prerequisite for and a result of development. Although health in the world has improved, successes are uneven where the poorest countries, and most vulnerable groups, lag behind. The questions have strong, often direct links to conflict threats, human rights, equality, the environment and climate change, as well as the degree of democratic social structure. Poor people generally have fewer opportunities to act or defend themselves when disasters are a fact. In order to meet these challenges, Sida has worked actively with various support functions in various forms, including: MR, environment, gender, education, etc. Global health and SRHR helpdesk is such a support structure. The Swedish Government's direct governance of Sida among other things Through regulatory letters, assignments and strategies, over time, changed priorities for Sida's work overall. The counseling function requires a broad and profound expertise in health and SRHR, across a large number of countries and sectors, as well as a good understanding of how cross-related issues such as gender, conflict, DEMO / MR, environment and climate relate to these. The function also requires good knowledge of Swedish development cooperation, governing documents, aid instruments and operational work, and how support for health programs and dialogue works. The effort is relevant to all the objectives of the Global Strategy for Global Sustainability Development Strategy 2014-2017, as well as about ten other bilateral and regional cooperation strategies.

It is difficult to estimate the total number of assignments to be undertaken annually under this Framework Agreement, but it is expected that it will be approximately 10 per year. Assignments could vary in length and complexity, and may often involve travel within Liberia. The work to be performed by the auditing firm will include different kind of audits and reviews e.g. procurement audit, management audit, performance audit, forensic audits, special investigations, capacity and efficiency audit, financial audits on the job training for institutions etc. The assignments under this framework agreement are divided in Short and Long-Term. A) Short-Term assignments of 1-5 working days or of maximum contract value SEK 30 000. B) Long-Term assignments of 6 working days up to 6 months, or of contract value above SEK 30 000: The Embassy will send a call-off request to all Consultants under the framework agreement. The request is stating background of assignment, its objective, content, consultant qualifications sought, time-table, form of reporting etc. The Consultant undertakes to answer the request within the time limits specified in the request. The Consultant should inform the Embassy should there be a possible conflict of interest with other assignments. The Embassy shall award the assignment to the Consultant with the most suited combination of team, method, availability, price and time-plan, in accordance with assignment-specific evaluation criteria. The Consultant will be awarded the assignment provided there is no conflict of interest Users at the Embassy must inform the Embassy controller prior to sending the requests.

Health is both a prerequisite for and a result of development. Although health in the world has improved, successes are uneven where the poorest countries, and most vulnerable groups, lag behind. The questions have strong, often direct links to conflict threats, human rights, equality, the environment and climate change, as well as the degree of democratic social structure. Poor people generally have fewer opportunities to act or defend themselves when disasters are a fact. In order to meet these challenges, Sida has worked actively with various support functions in various forms, including: MR, environment, gender, education, etc. Global health and SRHR helpdesk is such a support structure. The Swedish Government's direct governance of Sida among other things Through regulatory letters, assignments and strategies, over time, changed priorities for Sida's work overall. The counseling function requires a broad and profound expertise in health and SRHR, across a large number of countries and sectors, as well as a good understanding of how cross-related issues such as gender, conflict, DEMO / MR, environment and climate relate to these. The function also requires good knowledge of Swedish development cooperation, governing documents, aid instruments and operational work, and how support for health programs and dialogue works. The effort is relevant to all the objectives of the Global Strategy for Global Sustainability Development Strategy 2014-2017, as well as about ten other bilateral and regional cooperation strategies.

The aim is to train the persons who are sent to developing countries to maximize the effect they have in the developing countries. FUF-com, MFS, Summer Academy, Support for Ung-FN: The initiative aims at increasing awareness of issues related to international development in order to enhance support for development cooperation activities. Sida Partnership Forum organizes training for young persons with the purpose of increasing their awareness of issues related to development cooperation. By increasing their awareness Sida hopes to increase public support for development cooperation activities. Internship related to FUF: Capacity building and training for interns working with international development cooperation in Sida and other international NGOs. The skills gained from this support them with the tasks related to development cooperation activities.

Description

The current strategy is in place since 2004 ("Strategy for Swedish development cooperation, West Africa, Burkina Faso, Mali January 2004 - December 2006", extended to 2010). The cooperation strategies for Burkina Faso and Mali were at that time parts of the regional strategy for West Africa. During 2016-2017, Sida will prepare a cooperation strategy proposal. The strategy preparation process starts with a results analysis of Sida's development cooperation with Burkina Faso 2004-2009. It should cover the results at contribution level and identify how well Sida has succeded in implementing the objectives of the strategy and other Swedish government directives regarding development cooperation during the period. The results analysis of the current strategy period is one of the main foundations for elaborating a new cooperation strategy. This contribution aims to carry out evaluations and assessment which can serve as a valuable input into the strategy work.
