The work to be performed by the auditing firm will include different kind of audits and reviews e.g. procurement audit, management audit, performance audit, forensic audits, special investigations, capacity and efficiency audit, financial audits on the job training for institutions etc. The assignments under this framework agreement are divided in Short and Long-Term. A) Short-Term assignments of 1-5 working days or of maximum contract value SEK 30 000. B) Long-Term assignments of 6 working days up to 6 months, or of contract value above SEK 30 000: The Embassy will send a call-off request to all Consultants under the framework agreement. The request is stating background of assignment, its objective, content, consultant qualifications sought, time-table, form of reporting etc. The Consultant undertakes to answer the request within the time limits specified in the request. The Consultant should inform the Embassy should there be a possible conflict of interest with other assignments. The goal of Sweden's global development policy is a fair and sustainable global development and to create conditions for better living conditions for people living in poverty and oppression. Health is both a prerequisite for and a result of development. Although health in the world has improved, successes are uneven where the poorest countries, and most vulnerable groups, lag behind. The questions have strong, often direct links to conflict threats, human rights, equality, the environment and climate change, as well as the degree of democratic social structure. Poor people generally have fewer opportunities to act or defend themselves when disasters are a fact. In order to meet these challenges, Sida has worked actively with various support functions in various forms, including: MR, environment, gender, education, etc. Global health and SRHR helpdesk is such a support structure. The Swedish Government's direct governance of Sida among other things Through regulatory letters, assignments and strategies, over time, changed priorities for Sida's work overall. The counseling function requires a broad and profound expertise in health and SRHR, across a large number of countries and sectors, as well as a good understanding of how cross-related issues such as gender, conflict, DEMO / MR, environment and climate relate to these. The function also requires good knowledge of Swedish development cooperation, governing documents, aid instruments and operational work, and how support for health programs and dialogue works. The effort is relevant to all the objectives of the Global Strategy for Global Sustainability Development Strategy 2014-2017, as well as about ten other bilateral and regional cooperation strategies.

The BAE (Bilateral Associate Expert) program was initiated by Sida in 1985, as a complement to the multilateral/UN program, JPO (Junior Professional Officer). The objective of the BAE program is to provide technical assistance to and strengthen capacity of the receiving organization through a young expert. A BAE is a young professional below the age of 33, who holds a university degree and has at least two years of relevant, paid, work experience. In the recruitment process, Sida and the receiving organization look for young professionals with knowledge and skills relevant for the organization, as well as the potential and willingness to learn and grow during the assignment. BAE:s are mainly placed within a cooperating partner organization in the global south, be it local/international NGO:s, public agencies, ministries, etc. working with international development, such as International Planned Parenthood Foundation, Saferworld, Slum Dwellers International, Western Indian Ocean Marine Science Association, Agence de l'Environnement et du Développement Durable in Mali, etc. The receiving organization drafts the ToR and is highly involved in the recruitment process, in order to ensure local ownership. Before deployment, all BAE:s undergo a one week onboarding in Sweden, to prepare for their missions. The BAE contract is for maximum three years and before starting the third year, a BAE may relocate to an Embassy working with international development.

This contribution puts in place a framework for audit services through an open tender procurement process. The aim is: (1) to give the Embassy of Sweden in Liberia the possibility to undertake different types of auditing and related services including financial assurance and non-assurance audits and other audit related services (2) to assist the Embassy and counterpart institutions, authorities and organizations in building internal capacity relating to audit activities. (3) to assist on and ad-hoc basis in less complicated audit advice that can be given by telephone or e-mail within a day The ambition is to sign agreement with max 3 firms. It is difficult to estimate the total number of assignments to be undertaken annually under this Framework Agreement, but it is expected that it will be approximately 10 per year. Assignments could vary in length and complexity, and may often involve travel within Liberia. The work to be performed by the auditing firm will include different kind of audits and reviews e.g. procurement audit, management audit, performance audit, forensic audits, special investigations, capacity and efficiency audit, financial audits on the job training for institutions etc. The assignments under this framework agreement are divided in Short and Long-Term. A) Short-Term assignments of 1-5 working days or of maximum contract value SEK 30 000. B) Long-Term assignments of 6 working days up to 6 months, or of contract value above SEK 30 000: The Embassy will send a call-off request to all Consultants under the framework agreement. The request is stating background of assignment, its objective, content, consultant qualifications sought, time-table, form of reporting etc. The Consultant undertakes to answer the request within the time limits specified in the request. The Consultant should inform the Embassy should there be a possible conflict of interest with other assignments. The Embassy shall award the assignment to the Consultant with the most suited combination of team, method, availability, price and time-plan, in accordance with assignment-specific evaluation criteria. Description

This contribution will support the implementation of the strategy for capacity development, partnership and methods that supports Agenda 2030 for sustainable development 2018-2022 (KAPAME). It contains program for training and increased competence to develop and broaden the Swedish resource base, within the system for higher education, multilaterals, government agencies, private sector and the civil society. JPO/BBE/SARC mm Sida Partnership Forum organizes preparatory training for persons within the JPO/BBE/SARC/JPD/UNYV programmes (the UN and the EU) as well as interns in civil society organizations in developing countries before their deployment. The aim is maximize the effect their work in the developing countries. MFS, FUF-com, Summer Academy, Support for Ung-FN The initiative aims at increasing awareness of issues related to international development and the 2030 Agenda. Training is organized for young persons to increase public knowledge and support for development cooperation. Internship related to FUF Capacity building and training for interns working with international development cooperation in Sida and in international NGOs. The purpose is to develop skills among youth and thereby prepare them for future work within development cooperation.

Sida/Sweden nominates and finances a representative of the International Vaccine Institute (IVI) Board of Trustees. The financing covers travel and salary costs for the representative of Sweden at the Board meetings (2 physical meetings and four-five phone meeting per year). IVI has a mandate in the development of vaccins to poverty related diseases. The Swedish nominee needs thorough knowledge in drug discovery and development from both academia and industry, as well as knowledge of Sweden's priorities and research cooperation in international development cooperation.
