Insatsen utgör den fjärde fasen av bilateralt forskningssamarbete mellan Sverige och Rwanda och avser perioden 2019 till 2026. De tidigare faserna har genomgått externa utvärderingar vilka påvisar goda resultat och Sida rekommenderas att fortsätta stödet\nSverige bidrar till Rwandas utveckling genom att stödja kapacitetsuppbyggnad inom forskning på universitetsnivå. Samarbetet med University of Rwanda (UR), sträcker sig från juli 2019 till juni 2026. Målet är att stödja Rwandas övergång till en kunskapsbaserad ekonomi genom att öka produktionen av relevant och högkvalitativ vetenskaplig kunskap.\nProgrammet bygger på fyra sammanlänkade mål. För det första syftar det till att stärka UR:s kapacitet att erbjuda forskarutbildning på master- och doktorandnivå. För det andra ska det öka mängden och kvaliteten på forskning som bidrar till fattigdomsbekämpning och socioekonomisk utveckling. För det tredje fokuserar programmet på att etablera akademiska och administrativa strukturer samt infrastruktur som främjar innovation och skapar en dynamisk forskningsmiljö. För det fjärde ska UR:s förmåga att bidra till innovationssystem stärkas genom fördjupat samarbete mellan universitetets forskningsmiljöer och aktörer inom offentlig och privat sektor.\nProgrammet omfattar 18 delprogram: 13 forskarutbildningsprogram inom områden som är centrala för Rwandas utveckling, fyra stödprogram för bibliotek, IT-infrastruktur, forskningsledning och innovation, samt ett samordningsprogram. Tillsammans bygger dessa vidare på tidigare framgångar och utvidgar forskningskapaciteten till nya områden i linje med Rwandas nationella utvecklingsagenda och UR:s behov.\nUnder perioden 2019–2026 planerar UR att utbilda minst 63 nya doktorander, varav 25 i nyutvecklade nationella doktorandprogram. Dessutom fortsätter utbildningen av 20 doktorander från föregående fas, nio postdoktorala stipendier ska delas ut, och 11 masterprogram ska genomföras med minst 240 studenter totalt. Nya forskarutbildningar utvecklas, och tvärvetenskapliga forskargrupper kommer att få stöd genom konkurrensutsatta forskningsanslag med målet att publicera i vetenskapliga tidskrifter. Programmet innefattar även insatser för att förbättra bibliotekstjänster, IT-infrastruktur, regionalt samarbete samt UR:s kapacitet för forskningsledning och finansiering.\nInom innovationsområdet fokuserar UR på att bygga kapacitet inom innovationsledning, finansiera samarbetsprojekt och stärka kopplingen mellan universitet och näringsliv. Programmet följer Sidas modell för forskarutbildningspartnerskap (RTPP), där vetenskaplig kvalitet, utvecklingsrelevans och tvärgående frågor som jämställdhet, miljö och etik har granskats av en extern vetenskaplig kommitté.\nProgrammet genomförs i samarbete med 14 svenska universitet. Deras roll är att ta emot doktorander från UR, handleda forskning i både Sverige och Rwanda, bidra till kursutveckling, stärka handledarkompetens och undervisa i UR:s lokalt drivna master- och doktorandprogram.\nGenom detta samarbete fortsätter Sverige att stödja Rwandas högre utbildning och bredare utvecklingsmål.\nDen sammantagna budgeten för programmet uppgår till  281 122 977. Sidas bidrag distribueras enligt följande: 41 procent till UR (114,6 MSEK), 44 procent till svenska partneruniversitet (123 MSEK) och övriga 15 procent (43,8 MSEK) som studentbidrag (doktorandstudenter och postdoc när de är i Sverige). \nUtöver detta reserverar Sida 4 000 000 SEK för riskreducerande aktiviteter. Dessa utgörs bland annat av uppföljning av tidigare granskning av intern styrning och kontroll, utbildning i RBM (results based management), integreringen av genus och miljö samt en extern programutvärdering.\n\nSida är ensam finansiär av programmet och anslaget kommer från Strategin för Sveriges utvecklingssamarbete  inom forskning för  fattigdomsbekämpning och hållbarutveckling. \n\nAvtalet är strukturerat enligt följande:\n1.Sverige, representerat av Sida, skriver ett treparts-avtal med UR och Ministry of Finance and Economic Planning (MINECOFIN) avseende den del av medlen vilka kommer att utbetalas till UR. \n\n2.Sida, representerat av Sveriges ambassad i Kigali, skriver ett avtal med Uppsala Universitet\u002FInternational Science Program (UU\u002FISP) avseende koordinering samt vidareförmedling till medverkande svenska partneruniversitet. \n\n3.Bidrag till rwandiska PhD-studenter och postdoc under deras tid i Sverige kommer att utbetalas till ISP via ett separat, pågående, avtal mellan Sida och UU\u002FISP. \n\n4.Uppsala Universitet\u002FISP kommer att skriva avtal med de svenska medverkande universiteten.\n \nDe årliga utbetalningarna till de respektive medverkande svenska universiteteten kommer att baserat på av ambassaden godkända budgetar och arbetsplaner. Avtalen kommer vidare att reglera innehåll och utformning av såväl narrativ som finansiell rapportering samt revision. Alla rapporter ska godkännas av ambassaden innan utbetalning sker, i enlighet med villkoren i avtalet.\n\nUtöver dessa avtal skriver svenska universitet under ett Memorandum of Understanding med UR.",{"value":219},"Sweden is contributing to Rwanda’s development by supporting research capacity building and professional skills development in higher education through a long-term partnership with the University of Rwanda (UR). This collaboration, known as the UR–Sweden Programme for Research, Higher Education and Institutional Advancement (2019–2026), is designed to help Rwanda transition into a knowledge-based economy by increasing the production of high-quality, relevant scientific research.\n\nThe programme is structured around four interconnected objectives. First, it aims to strengthen UR’s ability to conduct Master’s and PhD-level research training. Second, it seeks to increase both the quantity and quality of research that directly supports poverty reduction and socio-economic development. Third, the programme focuses on establishing robust academic and administrative systems, as well as infrastructure that fosters innovation and creates a vibrant research and training environment. Fourth, it works to enhance UR’s capacity to contribute to Rwanda’s innovation systems by deepening collaboration between the university’s research community and both public and private sectors.\n\nTo achieve these goals, the programme includes 18 sub-programmes. Thirteen of these are dedicated to research training in areas critical to Rwanda’s development. Four sub-programmes support essential services such as library development, ICT infrastructure, research management, and innovation. One sub-programme is devoted to overall programme coordination. Together, these components build on the achievements of previous phases and expand into new areas aligned with Rwanda’s national priorities and UR’s institutional needs.\n\nBetween 2019 and 2026, UR plans to train at least 63 new PhD candidates, including 25 enrolled in newly designed PhD programmes. It will also continue supporting 20 PhD students from the previous phase, award nine postdoctoral fellowships, and run 11 Master’s programmes with a total of at least 240 students. New postgraduate programmes are being developed, and interdisciplinary research teams will be supported through competitive grants aimed at producing peer-reviewed publications. Additional activities include enhancing library services, upgrading ICT infrastructure, promoting regional collaboration, and strengthening UR’s research management and fundraising capabilities.\n\nIn the area of innovation, UR is working to build capacity in innovation management, fund collaborative innovation projects, and strengthen university–industry linkages. The programme follows Sida’s Research Training Partnership Programme (RTPP) model, which emphasizes scientific quality, development relevance, and cross-cutting issues such as gender equality, environmental sustainability, and ethical standards. These aspects were evaluated by an external scientific committee.\n\nThe programme is implemented in partnership with 14 Swedish universities. Their role includes enrolling UR PhD students, providing supervision both in Sweden and Rwanda, contributing to curriculum development, building supervisory capacity, and teaching in UR’s locally run Master’s and PhD programmes. It is helping to build a new generation of researchers through PhD and MSc training, producing high quality scientific outputs, and strengthening the ICT and library infrastructure that supports teaching and research. It also fosters innovation that directly aligns with Rwandas development priorities, while deepening collaboration between Rwanda, Sweden, and international partners to ensure that research leads to real, tangible impact.\n\nSummary of results from 2024-2025, organized around the four objectives of the UR Sweden Programme\n\n1: To strengthen the capacity of UR to conduct masters and PhD research training\nDuring the reporting period, the University of Rwanda continued to expand its postgraduate training capacity. Three PhD students from the previous programme phase successfully defended their dissertations and have now joined the UR faculty. Within the current phase, four additional PhD candidates completed their studies. In total, 61 PhD students received support20 women and 41 men registered either in Rwanda or in Sweden through the sandwich programme. Of these, 36 are enrolled at Swedish universities, while 25 continue their doctoral studies at UR in fields such as Mathematics, Integrated Agriculture, Management, Economics, and Peace, Conflict and Security Studies.\nAt the masters level, the first cohort of the MSc in Health Informatics graduated with an 82.7% completion rate. New cohorts have since begun in Health Informatics, Medical Microbiology, and Medical Physiology. PhD students in the sandwich programme contributed actively to scientific production, publishing 23 journal articles and presenting their work at conferences and scientific events.\n\n2: To increase the quantity and quality of relevant research for poverty reduction and socio economic development\nResearch activity remained strong throughout the year. A total of 49 research projects received funding, including open research grants, female research grants, fresh PhD research grants, and interdisciplinary grants. Most projects86%were successfully completed, while the remaining 14% faced challenges such as non compliance. Important lessons emerged, highlighting the value of collaboration, the role of research grants in improving research quality and efficiency, and the need for continuous learning in research management.\nScientific output continued to grow, with 24 publications produced by the grantees during the year and an additional 20 from innovation focused projects mentioned under point 4. A major research symposium held in June 2025 brought together 67 grantees to share results, strengthen collaboration, and discuss pathways for innovation and policy uptake. Several projects explored the use of emerging technologies such as artificial intelligence (AI). One notable example is an AI based tool that helps coffee farmers detect defects and plant diseases and automatically connects them with agronomists. Ten coffee cooperatives are currently using the tool during the trial phase.\n\n3: To establish administrative and academic structures and systems, as well as infrastructure to support innovation and promote a vibrant research and training environment\nImprovements were made to the university's digital and academic infrastructure. At Huye Campus, the wireless network was upgraded with 69 new access points, increasing coverage from 49% to 72%. This upgrade has improved access to online learning and research materials for more than 8,500 students and staff. Library services were also strengthened through expanded subscriptions to international e journals, ensuring that all UR campuses have access to up to date global research resources.\n\n4: To strengthen the capacity of UR to contribute to innovation systems and deepen collaboration with public and private sectors\nInnovation remained a central focus of the programme. Twenty nine innovation projects received support during the year, with 24 completed, two still ongoing, and three that did not work out. The results of these projects contributed directly to Rwandas National Strategy for Transformation (NST II). Many of the innovations developed offer practical solutions to real community challenges.\nCollaboration between researchers, policymakers, industry partners, and international institutions continued to grow stronger.
