This approach seeks not only to make program results sustainable, but also to help leverage the efforts and resources of these national programmes, services and systems to achieve enhanced results, in particular in terms of resilience, health and nutrition.The programme objectives are improved economic inclusion of households, improved maternal and child nutrition and improved maternal and child health. Programme outcomes are pursued at two levels; the level of direct beneficiaries of programme activities and the level of systems. The programme aims to affect the systems level through achieving more efficient, transparent, child- and nutrition-sensitive social protection systems as well as more efficient child- and nutrition-sensitive health systems. The End-Term Review (July 2025) and Final Narrative Report confirm that the programme successfully met its objectives, delivering measurable and sustainable results aligned with Sweden's results framework.\n\nComponent 1: Social Protection and Nutrition (WFP-led)\n\nThrough the nutrition-sensitive cash transfer plus programme (NutriCash), CSSP strengthened social protection systems in eight refugee-hosting districts in Ugandas West Nile region. The programme exceeded its target, reaching 13,633 vulnerable individuals, including pregnant and breastfeeding women, as well as children under two years of age, during their critical first 1,000 days of life. Of the total beneficiaries, a quarter were refugees, with the remainder being Ugandan nationals. They received monthly unconditional cash transfers of UGX 48,000, paired with nutrition-sensitive interventions aimed at improving dietary diversity and addressing stunting and anaemia. These efforts bolstered household food security and enhanced access to nutritious food, healthcare, and education.\nBeneficiaries also received financial literacy training, which improved savings behaviour and supported income-generating activities, contributing to long-term economic resilience. Additionally, Social and Behavior Change Communication (SBCC), delivered through over 1,200 Mother Care Groups, helped improve maternal nutrition, infant and young child feeding practices, and household food production. Integrated outreach services provided during payment days further expanded access to essential nutrition, health, and referral services.\n\nOverall, 34,982 children were treated for severe acute malnutrition; more than double the original target, and vitamin A supplementation reached 6.2 million children. Improvements in water, sanitation, and hygiene in 48 health facilities benefited an estimated 865,000 people. Nearly 7,000 community health workers were integrated into national health systems by 2025, strengthening sustainability. All programme indicators were achieved, with an aggregate performance score of 91.6 percent. \n\nIn addition to these outcomes, the programme contributed to the strengthening of district and national social protection systems, serving as a benchmark for the countrys National Social Protection Strategy developed by the Ministry of Gender, Labour, and Social \n\nMaternal, Neonatal, and Child Health (UNICEF-led)\n\nIn line with Swedens priorities on saving lives and strengthening health systems, CSSP contributed to significant improvements in maternal, neonatal, and child health outcomes. Investments in High Dependency Units and Neonatal Intensive Care Units, combined with provider capacity building and strengthened referral systems, reduced preventable maternal and newborn deaths. For example at Arua Regional Referral Hospital, maternal mortality declined by 46.3 percent; from 521 to 280 deaths per 100,000 live births, during the programme period. Across supported facilities, 97 percent of women admitted to High Dependency Units survived, while 99 percent of sick newborns admitted to Neonatal Intensive Care Units recovered.
