Idag samlar fondfaciliteten 24 givarländer, där Sverige fortfarande är en av de största givarna. \n\nFaciliteten består av två kanaler för stöd, Funding Facilitiy for Immediate Stabilization (FFIS) och fr o m 2016 också Funding Facility for Expanding Stabilization (FFES). Den första kanalen fokuserar på stöd till reparation av lätt infrastruktur som kan bidra till att få igång basala samhällstjänster inom sektorer som bl a vatten, el, avlopp, hälsa och utbildning samt kapacitetsstärkande stöd till lokala myndigheter. Det kompletteras med olika komponenter av försörjningsstöd (t ex cash-for work schemes) till utsatta grupper, som återvändande internflyktingar och kvinnoledda hushåll, samt finansiella bidrag till privata näringsidkare som kan bidra till att få igång det lokala näringslivet samt stöd till social sammanhållning (fredsbyggande mellan olika grupper). The objectives of the Transitions Strategy complements the above FFS objectives and helps focusing efforts during the reming period of the FFS. \n\nThe main goal of the FFS Transition is to preserve and protect the achieved stabilisation gains implemented by FFS since its inception. Sedan dess har FFS integrerade tillvägagångssätt banat väg för en hållbar återhämtning genom att kombinera insatser för rehabilitering av infrastruktur inom nyckelsektorer, såsom utbildning, elektricitet, hälsa, bostäder, kommunala tjänster, vägnät och broar, avlopp, vatten och olika socioekonomiska insatser för att stödja försörjning, stöd till lokala myndigheters kapacitet samt initiativ för social sammanhållning och fredsbyggande.\n\nUnder 2022 slutförde FFS 451 projekt (3 510 sedan 2015) inom alla interventionssektorer och i de fem befriade governoraten Anbar, Diyala, Kirkuk, Ninewa och Salah al-Din till ett totalt värde av 118 USD miljoner (948,4 miljoner USD sedan 2015), vilket genererat cirka 4,8 miljoner förmåner (28,6 miljoner sedan 2015), ungefär hälften av dem för kvinnor. Detta motsvarar uppskattningsvis 8,46 miljoner enskilda stödmottagare sedan 2015. Vid samma tidsperiod var 201 projekt under genomförande, 90 under upphandling och 1 825 under planering.\n\nSammantaget visar resultaten att FFS är på rätt spår trots de kontextuella och operativa utmaningarna. I några få fall har resultaten överträffat uppsatta mål för året. Detta förklaras till stor del av FFS:s avsiktliga konservativa strategi för att sätta realistiska mål med tanke på de minskande tillgängliga resurserna från partner och tillhörande gradvis avveckling av aktiviteter i den nuvarande stabiliseringskontexten i Irak.\n\nAtt stärka regeringens kapacitet för att säkerställa att stabiliseringen blir långsiktigt hållbar är en nyckelprioritering för FFS. Detta uppnås genom återställande av offentliga tillgångar som är avgörande för att utföra statliga funktioner och genom tillhandahållande av utbildning för offentliganställda tjänstemän på lokal nivå.\n\nSedan början av 2022 har ett viktigt fokusområde för UNDP varit att stärka regeringens kapacitet för att upprätthålla resultat som uppnåtts av FFS och för myndigheter att ta över stabiliseringsagendan. Under hela året har resultaten inom denna domän gradvis och snabbt ökat för att uppnå 9 465 kapacitetsuppbyggnadsmöjligheter som skapats för statliga tjänstemän och anställda i slutet av 2022. Detta överskrider redan de årliga målen för 2022 (1 500) och 2023 (3 000) för humankapitalrelaterat kapacitetsstöd. Exempel på genomförda investeringar och resultat under 2022 inkluderar, men är inte begränsat, till följande:\n\n- I Anbar slutförde UNDP rehabiliteringen av Al-Obaidi General Hospital i Al-Qaim. Som en del av arbetet installerades en fabrik för medicinskt syrgas, samt en 750KV-generatorer, soldrivna elsystem, drifthallar och en vattentank med pumpar. UNDP faciliterade samtidigt utbildningar för teknisk personal för att driva och underhålla syrgasfabriken.\n\n- I Diyala har Bani Saad Youth and Sports Forum rehabiliterats, vilket har bidragit till att sociala aktiviteter återupptagits till förmån för unga pojkar och flickor i området. Projektet har genomförts med särskild uppmärksamhet på hållbarhetsmål. Designen utvecklades för att minska energiförbrukningen och minska CO2-utsläppen. Dessutom installationer bl.a. gjorts av ett solsystem för att tillhandahålla energiförsörjning, ett system för att samla upp regnvatten som ska återanvändas för bevattningsändamål, dedikerade avfallsbehållare för att öka medvetenheten om hur man separerar avfall från huvudkällan, ett solvärmesystem för vatten.\n\n- I Ninewa har Baaj Hospital återställts. Sjukhuset med femtio bäddar omfattar flera avdelningar och kommer att tillhandahålla medicinsk service till över 70 000 personer.\n\n- Rehabiliteringen av College of Engineering i Shirqat, en kombination av sju projekt, har också slutförts. Över 2 000 studenter, varav hälften är kvinnor, studerar nu på högskolan.\n\n- Under år 2022 slutförde UNDP totalt 83 projekt spridda över olika sektorer i staden Mosul. Genomförandet av dessa projekt har spelat en avgörande roll för ett hållbart återvändande av internflyktingar till Mosul. Rehabiliteringen av 4 190 hus har resulterat i att över 33 000 förmånstagare har kunnat återvända till sina hem. Dessutom slutförde UNDP rehabiliteringen av ett av de stora komplexa sjukhusen i Mosul, Ibn Al Athheer. Sjukhuset förväntas tillhandahålla medicinska tjänster till cirka 50 000 barn årligen och kommer att sysselsätta cirka 400 medicinsk personal (läkare och sjuksköterskor) och 200 administrativ personal.\n\n- I Salah al-Din har Yrkesutbildningscentret i Tikrit rehabiliterats. Byggt 2009 och delvis skadat under konflikten, kommer centret nu att kunna stödja arbetslösa och individer i behov av att skaffa sig teknisk kompetens för att komma in på arbetsmarknaden för att stödja deras försörjning och bidra till socioekonomisk utveckling. Sammantaget kommer centret nu att gynna cirka 2 500 personer varje år. Dessutom har Almazraa-polisstationen i Baiji, ockuperad av ISIL i mer än två år och fullständigt skadad under befrielsen, rehabiliterats. Poliser kommer nu att fullt ut kunna återuppta sina uppgifter och upprätthålla säkerhet i området och därmed bidra till att skapa fredliga förhållanden för återvändande av internflyktingar.\n\nUppdatering för året 2023: Fonden fortsätter att leverera resultat genom konkreta projekt. Delmålen inom de olika 'pelarna' i fonden har uppfyllts och i några fall överskridit delmålet, exempelvis vad gäller reparationer av hus (37,615 hus har reparerats av målet 32,000). Sammantaget har 3741 olika infrastruktur projekt genomförts, för att säkerställa tillgången till samhällskritisk service i landet, som exempelvis hälso-sjukvård, skolor, vägar, broar och elektricitetsanläggningar. Genom fonden har totalt 49,830 olika sysselsättningsaktiviteter genomförts. \n\nFondens mandat har förlängts till slutet av 2026 för att kunna genomföra de kvarvarande projekten och säkerställa transition till irakiska myndigheter. \n\nRapporten som inkom 2024 lyfter även utmaningar som kan påverka de mer långsiktiga resultaten av fondens arbete. Ett handlar om Iraks ägarskap och att det inte finns tillräcklig finansiering att underhålla och sköta\u002Funderhålla all återuppbyggd infrastruktur. Andra utmaningar är säkerhetsläget, samt administrativa hinder på irakiska myndigheters sida som försenar genomförandet.\n\nVad gäller det specifika program som Sida finansierar, \"Community Reconciliation and Reintegration of Iraqis Returning from Syrias Al-Hol Camp\" fick Sida en narrativ rapport i mars 2024 (progress report). I samband med detta hölls även ett givarmöte om programmet där resultat och utmaningar presenterades. I rapporten redogörs för det arbete som gjorts för att sätta upp aktiviteterna, urvalet av mottagare som består av 50 % familjer från Al-Hol och 50 % från värdsamhällen; urvalet av genomförande organisationer; samt samarbete med andra organisationer, exv IOM, som UNDP hänvisar alla fall av rådgivning vad gäller civil dokumentation till.
