This began with an expert meeting in Kigali followed by a range of stakeholder consultations and dialogues through dedicated TIARA meetings (Transforming Investments in African Rainfed Agriculture), one to one meetings and participation in major topical events. Global, national, regional and local organizations and individuals were targeted including states, donors, the private sector and civil society organizations.\nA range of communication and advocacy products were also developed to provide convincing arguments and spread key messages.\nThe second group of activities, developed as part of the revised focus, looked at researching and analyzing key issues and barriers. TIARA undertook primary and secondary research around a number of key themes including the rationale for engaging in rainfed agriculture, the costs of rainwater harvesting, political economy issues such as virtual jobs identifying regional players and policies alongside mapping financial mechanisms and a proposal for a Green Water Fund.\nKey findings highlighted that issues around green water and enhanced rainfed agriculture are complex and present a challenging investment case in Africa. On the one hand, enhanced rainfed agriculture presents a low cost, widely applicable and sustainable approach to poverty reduction, climate change adaptation and food security. On the other hand, there are significant barriers to implementation including the relative immaturity of green water approaches, limited awareness, knowledge and acceptance of these solutions, poor regulatory frameworks and policies and low levels of investments.\nAccording to SIWI's final report there were five key impacts from this work. These were:\n1. There was high level endorsement for green water investments from the 9 heads of state from the SDGC\u002FA Board plus ministerial interest in Ethiopia, South Africa, Rwanda, Kenya and Burkina\n2. A range of network and partner organizations have been identified and engaged, many of whom have made institutional commitments to ongoing work including GGGI, IFAD, AU SAFGRAD \n3. Research and a high-level rationale for green water investment has been established\n4. The need for awareness, advocacy and communication on green water has been recognized and already initiated to some key audiences\n5. The foundations for future programs on green water have been laid and further work is now being done to scale up green water management on the continent\nDetails of the output and outcomes of the
