This contribution will provide a well-informed and up-to date basis for the design of Sweden’s future support to AAU through an overview and critical analysis of the current higher education sector in Ethiopia as well as an assessment of Addis Ababa University through different dimensions. It will give an overview of and a discussion on higher education and research in Ethiopia – universities and research institutions, national policies and strategies, funding etc, with particular reference to Addis Ababa University and with a focus on an overview, discussion and assessment of research training, research and research management.\n\nThere are two parts to the assignment. The first part will:\n- Descriptive, analytical and critical review of institutions of the higher education and research\nsector in Ethiopia, including structures and capacities involved in the system,\n- Descriptive, analytical and critical overview of government policies and strategies, general and\nsector-wise, in the area of higher education and research in Ethiopia,\n- Presentation of the flow of internal\u002Fexternal funding to higher education and research.\n\nThis will to some extent run in parallel with the second part:\n- Assessment of the capacity, quality and sustainability of research training, research and\nresearch management at Addis Ababa University. \n\nNIRAS was asked to conduct the study based on a ToR formulated by Sida. They responded with a draft proposal where the implementation is assesed to be satisfactory and in accordance with the above-mentioned ToR. The study will be conducted from December 2017 to April 2018 and deliver two reports, one from the initial phase of approximately one month, and one final in April 1, 2018. The budget for the study is approximately 700,000 SEK and is assessed to be reasonable in relation to proposed activity. Approximately 600,000 SEK are fees and the remainder reimbursables.\nThe program proposal contains, apart from the study description, budget, work plan and CV for the experts who will conduct the study. The expert group consists of a team lead (Phd from the UK) and two consultants (both from Ethiopia with Msc and Phd respectively).
