As the district heating situation in Ukraine today is considered to be technically similar to the situation in the Nordic countries in the beginning of the 1970s, it is considered relevant to apply similar strategic considerations for development of the demonstration projects in Ukraine as have been successfully applied in the Nordic countries, thereby achieving full utilization of the benefits of modern district heating.\nHowever, as there are considerable fundamental differences in the policy and regulatory environment between Ukraine today and the Nordic countries in the 1970s the programme also have the objective to challenge the policy and institutional framework and enhance market and customer orientation in the Ukrainian district heating sector, including methodologies for tariff setting, subsidy systems etc. The programme will be implemented with the ambition to create long-term sustainable effects. The strategic approach means also efforts to improve financial and social sustainability. In this context the gender dimension is important and the ambition is to integrate a gender perspective throughout the project cycle to improve gender equality in project participation, benefits and opportunities.\nBetter access to energy and improved living conditions also support the realization of the human rights of everyone to adequate housing, including sustainable access to energy for cooking, heating and lighting and support the capacity of Ukrainian municipalities to fulfil these rights. Other human rights considerations of the programme are the expected increase in the capacity of Ukrainian municipalities and municipal DH companies to manage funds and projects with transparency and accountability due to requirements stemming from NEFCOs legal status as an IFI.\nThe proposed programme process is expected to contribute to the dissemination of information, awareness raising and capacity building related to modern and energy efficient district heating and strategies to achieve it among municipalities and district heating companies far beyond the cities where demonstration projects will be implemented.\nThe funding programme should provide an attractive financial opportunity to introduce and demonstrate sustainable and energy efficient district heating technology and design principles intended to support development. The ultimate achievement would be to demonstrate projects which are in compliance with EU Energy Efficiency Directive with regard to Efficient District Heating and Cooling.\nThe funding programme is proposed to include loans from NEFCO and a grant component for the physical investments as well as grant funded Technical Assistance. \nThe following list of eligible investments is based on the outline for strategic development of district heating based on Nordic experience:\nDemand side measures: Individual heating substation (IHS), heat meters, heat controllers for regulation of heat supply on a time and weather sensitive basis.\nHeat distribution networks: Pre-insulated district heating pipelines in order to interconnect heating areas making it possible to close down inefficient boiler stations and allow for connection of waste heat sources and appropriate localization of district heating production units based on renewable fuels. Replacement of existing district heating pipelines is only eligible in exceptional cases for replacement of oversized pipelines to improve hydraulic balancing and reduce critically significant losses.\nSustainable production sources: Boilers for renewable fuels or connection of waste heat or geothermal sources for production of district heating. Boilers for biofuels shall be ascertained fuel supply from sustainable sources.\nRenewable sources should be designed for base load production and should preferably cover minimum 50 % of annual heat demand on system level to comply with the EU Energy Efficiency Directive with regard to requirements for effective district heating and cooling. Investments in gas boilers are only eligible to cover peak load demands and as reserve for the design load on system level. Heat production based on gas should not exceed 50 % of the annual heat demand on system level.\nThe proposed programmes specific targeting on demonstration projects in the district heating sector in Ukraine requires a profound knowledge and experience of the Ukrainian district heating sector and its current challenges. NEFCOs accumulated experience during the implementation of the current DemoUkrainaDH programme represents a valuable basis for the continued efforts together with NEFCOs experience from about 100 other implemented projects in the municipal sector in Ukraine during the last ten years.\nA manageable number of projects, based on experience from the DemoUkrainaDH programme, can be estimated to about four projects, indicating a total project leverage of up to 20 MEUR, whereof the loan component 12 MEUR, the grant component 6.0 MEUR and local contribution 2.0 MEUR. As the imposition of martial law was considered as a material adverse effect by Nefco and consequently Nefco informed all Ukrainian borrowers that all loans are put on hold during the period of martial law. All new Nefco loans to Ukrainian municipalities were cancelled. Instead the Nefco Green Recovery Programme for Ukraine was launched in 2022. The programme is a multi-contributor financing mechanism, an umbrella-type programme where contributions of different donors are accumulated together but are not at the same time dependent on each other. Nefco manages the accumulated funds to implement the programmes and projects financed by these contributions, among others for continuing the SUDH projects, which means that the projects can still be developed further to be financed by available grant funds, with the exception of the project in Mariupol, where the project sites are destroyed\nand under occupation by Russia. Later, the project in Poltava was added to the portfolio.\n\nThe current portfolio hence consists of DH projects in Brovary, Vinnytsia and Poltava. \n\nBy mid 2025, about 1,8 MEUR remained unallocated for new projects. \n\nCurrent status and results achieved per project is as follows:\n\nBrovary: The project includes interconnection of a number of separate DH networks, including adaption of central heating;\nsubstations for variable flow; Industrial waste heat utilisation from a construction block factory; Installation of a flue gas condenser at an existing\ngas boiler and Installation of IHS in the most relevant buildings in the interconnected DH system. The project has come to a halt since the Russian invasion made the DH company re-prioritize. The new priorities are not in line with the objectives of the SUDH programme.\n\nVinnytsia: The project includes Interconnection of four separate DH networks; Heat exchanger station to solve temperature scheme differences between DH- networks; Installation of IHS in all buildings with preparation.\n\nPoltava: The project includes two components:\n1 Introduction of a solar power panels at the head office of Poltavateploenergo, with a capacity of ca.150 kW, integrated with 200 kWh power batteries.\n2 Introduction of renewable energy sources with a capacity of ca. 180 kW (heat pumps and solar collectors) in one of Poltavateploenergos boiler houses substituting natural gas, for heat generation used for domestic hot water preparation and (partially) for space heating.\n\nDuring the first half of 2025, implementation of the two ongoing projects in Vinnytsia and Poltava progressed.\n\nUnder the Vinnytsia project, although delayed compared to the original schedule, progress has been satisfactory, and project completion is still expected in the first half of 2026. The tender for DH pipelines was launched in autumn 2024. By February 2025, the evaluation was completed, and the contract was awarded in March 2025. In May 2025, the contractor was registered in the Secretariat of the Government of Ukraine as eligible for fiscal privileges, referencing financing from grant proceeds. The contractor agreed to proceed without an advance payment, and in June 2025 the parties agreed on a slightly revised bill of quantities. Delivery of the pipes is expected in September 2025.\nThe tender for the supply and installation of IHS was launched in December 2024. Evaluation and contract award were finalised by mid-2025, and the contractors have now been mobilised. The scope of the IHS contract includes delivery and installation of modern substations equipped with heat exchangers, automation, and control systems to improve efficiency and service quality. Installation works are scheduled for the non-heating season, with commis-sioning expected in 2026.\n\nFor the Poltava project, following the signing of the Grant Agreement in November 2024, AFRY commenced as PIU Support Consultant in January 2025. The Inception Phase was finalised in March 2025, including a revised project implementation plan and procurement strategy. Procurement documentation for Component 1 was prepared, while technical clarifications regarding Component 2 were initiated. Investment cost estimates have increased compared to the original proposal, reflecting market and war-related conditions. In July 2025, Poltavateploenerho launched an international Invitation for Tenders for Component 1, covering the supply and installation of 100 kWp solar panels and 200 kWh battery storage. Works are planned from September 2025 to February 2026, including design, delivery, installation and commissioning. Tender submission is due on 28 August 2025, following a pre-tender meeting held on 24 July 2025.\n\nNefco is currently looking into a DH project in Dnipro, where Swedfund is financing the Feasibility study, as a potential additional project under SUDH.
