Many participants report that they have been empowered to become more communicative and inclusive leaders. A key for this to happen has according to participants been the exchange visits to neighbouring countries as well as to Sweden. These visits have been very inspiring and provided participants with concrete examples on how to lead more effectively. Being part of the programme provided an important network itself for the participants - finding support and inspiration from each other, for example on how to promote and push different aspects of gender equality. \n\nAll programme participants have been able to start different development projects in their ward, covering for example areas such as waste management, access to water, access to education, access to health care, etc. In some cases, the implementation of the development projects have strengthened community dialogue and participation and even resulted in some more permanent consultation structures. It has however been a challenge for the participants to be able to finalize the initiated development projects. \n\nSeveral participants reported that knowledge obtained from trainings and study visits was shared with colleagues that did not participate in the programme, and that transparency and accountability was strengthened in their councils. A follow-up survey carried out by ICLD among the participants, showed that many participants had implemented various measures to enhance transparency in their councils, such as setting up platforms to receive feedback from the community, improving information-sharing practices and implementing systems to reduce fraud and corruption. \n\nOne effect from working with local development projects and reaching out to communities was that in some cases the Councils were reaching out to groups that traditionally did not engage with the Councils. One such example came from Makonde RDC, where the Council managed to engage in dialogue with women from the highly religious Marange church when planning for construction of a clinic.
