Responding to the challenge TI Georgia developed a legislative proposal to set up an independent anti-corruption agency.\n\n- TI Georgia identified and studied more specific areas that are vulnerable to corruption, producing evidence-based reports and developing solutions. The areas covered in this way included: whistleblower protection, conflict of interest, asset declaration system, revolving door, beneficial ownership transparency.\n\n- In 2019, TI Georgia analyzed the Georgian Governments compliance with its anti-corruption commitments under the Association Agreement and the Association Agenda. The report found that the Government largely failed to implement the reforms necessary to achieve the goals and objectives set out in the Agreement and the Agenda. \n\nObjective 2: Contribute to greater transparency and accountability in local government\n\n- TI Georgia further expanded its regional presence in order to contribute to an improved standard of transparency and accountability in local governments. It runs by the end of the project 5 regional offices throughout Georgia in Batumi, Kutaisi, Zugdidi, Telavi and Akhaltsikhe.\n\n- TI Georgia systemically monitored the work and the expenditure of the local government bodies and highlighted alleged schemes of corruption and the possible cases of misuse of the state funds where recent and former government officials and\u002For their families were involved. \n\n- TI Georgia tried to improve the level of accountability of local city councils and executive bodies not only with monitoring but also with cooperation and capacity-building tools. Between 2018 and 2021 up to 12 training sessions were designed and implemented with up to 150 participants, representing local municipalities. \n\nObjective 3: Promote transparency, accountability, and integrity in Parliament and effectiveness of Parliament as an oversight institution\n\n- TI Georgia annually observed the performance of the Georgian Parliament and identified several shortcomings related to its work, including the weak role of the opposition in decision making, issues of accountability and responsibility of both MPs and members of the government. The monitoring led to presenting our recommendations to the Parliament of Georgia, contributing to more transparency and accountability of the institution.\n\n- Between 2018 ad 2021 TI Georgia released analyses\u002Fpublications of 43 problematic bills and submitted recommendations to the Parliament for taking them into consideration during discussions. Those publications were followed by 23 roundtable discussions on the important developments. \n\n- TI Georgia served as a member of the consultative group under the Gender Equality Council at the Parliament of Georgia and annually monitored councils work, published in-depth reports and provided specific recommendations. \n\n- Between 2018 and 2021, TI Georgia published 3 special reports on parliamentary oversight. Based on its monitoring and best international practice research, TI Georgia presented recommendations to the Parliament of Georgia and identified a number of shortcomings.\n\nObjective 4: Promote more pluralistic political system through greater transparency and accountability in political parties and more competitive and fair elections\n\n- TI Georgia collected evidence on the misuse of administrative resources and financial inequality among political parties. TI Georgia has been trying to regularly expose these problems by providing comprehensive reports on election legislation reforms as well as electoral processes.\n\n-  TI Georgia organized    large-scale     observing     missions    for    2018    Presidential,     2020 Parliamentary, and 2021 Municipal elections. Between 2018 and 2020, we managed to deploy up to 400 observers throughout the country for each general election held in Georgia, thus contributing to the transparent and fair electoral process during the election day.\n\nObjective 5: Promote independence, transparency, accountability, and integrity in the justice system\n\n- TI Georgia exposed through numerous reports, studies and statements (the report on the promotions in Georgian judiciary, report on development in judiciary and report on the management of the specialization and case allocation) clan based rule at the judiciary. Eventually, TI Georgia achieved the result when the general public, various stakeholders and international actors became aware of the main challenges, particularly the unlimited powers of the group of influential judges and its consequences.\n\nObjective 6: Promoting independence, professionalism and investigative activities of journalists to empower media as an anti-corruption watchdog\n\n- TI Georgia has exposed the whole scale of the problems facing the media, namely the concerns regarding physical safety, the government's failure to investigate the cases of violence against media representatives, illegal surveillance as well as various methods of pressure on critical and independent media. As a result of TI Georgia monitoring and assessment, it was found out that during the past two years alone, up to 100 cases of violence against media took place and the government has failed to take preventive measures and ensure the proper investigation to hold the perpetrators accountable.\n\n- TI Georgia conducted a series of capacity-building sessions aimed at increasing investigative skills and knowledge for journalists and activists. The training beneficiaries were Tbilisi and regional-based media professionals, as well as aspiring journalists and civic activists. During the reporting period TI Georgia contributed to the enhanced capacity of up to 400 media professionals.\n\nObjective 7: Counter anti-Western propaganda and promote unbiased information about Georgias European and Euro-Atlantic integration\n\n- TI Georgia facilitated the process of forming the Coalition for Euro-Atlantic Georgia, composed of 25 civil society organizations with various scopes of work and target groups. All of the members of the coalition were united around the idea of promoting Georgias Euro-Atlantic integration and were committed to coordinating efforts and join forces to counter disinformation. Between 2018 and 2021 TI Georgia served as the chair of the board of the coalition for 2 times and directed coalition efforts towards countering disinformation and promoting pro-Western
