För att dra nytta av associeringsavtalet och det tillhörande djupgående och omfattande frihandelsavtalet med EU (DCFTA) behöver Moldavien öka konkurrenskraften hos sina producenter. Det skall ske genom ytterligare lagstiftningsreformer för att sänka kostnaderna företagen möter i relation till regleringar och genom att skapa nya möjligheter för handel och investeringar.\n\nProjektet kommer att arbeta för att effektivisera lagstiftningen och dess tillämpning inom näringslivsområdet genom å ena sidan arbete med myndigheter och å andra sidan genom samarbete med näringslivsorganisationer och företag för att öka deras konkurrenskraft och efterlevnad av internationella normer.\n\nDen tredje fasen omfattar två komponenter som är länkade sinsemellan: (1) Jordbruksföretagarsektorn – öppna för export till EU marknaden av animala produkter samt bredda exporten av grönsaker och frukt; (2) Förbättrat skydd och transparens inom privatsektorinvesteringar.\n\nDe förväntade resultaten av projektet är: Direkta kostnadsbesparingar för den privata sektorn med 20 M USD och ökade exportvolymer av jordbruksprodukter till EU med 15%.\n\nPå grund av den mycket lågt satta bemyndigaderamen för det bilaterala samarbetet med Moldavien, så har stödet till den nya fasen (III) av projektet delats i två insatser: en så kallad ”beredande fas”  på 4 million SEK (vilket är beslutet för denna insats Planit id: 12688) och en ”genomförande fas” (Planit id: 13753). Det skall påpekas att denna uppdelning endast är gjord på grund av bemyndiganderamen och för själva projektets del så innebär det ingen praktisk skillnad i själva genomförandet av de komponenter och aktiviteter som planeras.\n\nTIDIGARE STÖD TILL ATT FÖRBÄTTRA INVESTERINGSKLIMATET I MOLDAVIEN GENOM IFC\nSverige har tidigare finansierat två insatser genom IFC i Moldavien:\n1. 55030011 Moldova Investment Climate Reform (SEK 13.4 million)\n(Avtalsperiod 2011-12-01 – 2015-11-30; Aktivitetsperiod: ingen information i Planit). Ingen information I Planit om eventuella avtalsändringar under genomförandet.\nSyftet med insatsen var att: “Förbättra investeringsklimatet för privata sektorn och anpassa regelverk inom jordbrukssektorn”. Dessutom fanns en tredje komponent:  “att öka investeringarna till jordbrukssektorn”, som finansierades av Österrikes biståndsorgan.\n2. 55120004 Moldova Investment Climate Reform Phase II \n(Avtalsperiod 2015-07-01 – 2020-03-31; Aktivitetsperiod: 2015-07-01 – 2019-09-30). \nDet övergripande målet med projektet var att förbättra Moldaviens export och investeringar I landet genom att förbättra affärsklimatet och stärka privatsektorns konkurrensförmåga så att de kan till fullo utnyttja Associationsavtalet och Frihandelsavtalet med Europeiska Unionen. \n\nTre avtalsförändringar gjordes under genomförandet:\n \n(i) 2015-09-29, skäl till avtalstillägg: Adjustment of dates of disbursement of funds\n\n(ii) 2018-06-25, skäl till avtalstillägg: A dialogue with IFC began in February 2018 on a proposal for cost-extension July - December 2018 (Activity period). A formal proposal will be submitted by the IFC end of March 2018. The agreement period will in this case be extended 4 months after activity period ends as is the normal procedure in WB Projects. Amount adjusted to 5,7 MSEK (18-03-22) Amount adjusted to 6,2 MSEK (0,7 M USD) which include the IFC admin fee. (18-05-22) Activity period adjusted to 28 February 2019. (18-05-22) Amendment to Agreement signed 18-06-21.\n\n(iii) 2019-01-16, skäl till avtalstillägg: Due to the uncertainty related to the national elections in February 2019, the planned start of a new phase of the IFC cooperation has been delayed until there is certainty about the new government's (to be elected) policy on business environment reform and EU alignment. This extension is a no-cost extension to keep a minimum level of activities going awaiting the new phase. The activity period will be extended until 30 September 2019. (Thomas A, 15 January 2019).\n\nObservera att det första projektförslaget för den tredje fas av projektet inkom från International Finance Corporation under beteckningen ”Fas II”, som i Sida:s projekthanteringssystem var beteckningen på den tidigare fasen 2015 – 2020. Detta korrigerades senare och i den slutgiltiga versionen av projektförslaget så är beteckningen ändrad till fas II för den nya perioden 2019 – 2023.\n\nSLUTSATSER OCH LÄRDOMAR FRÅN DEN TIDIGARE FASEN (FAS III)\n\nNågra av de viktigaste resultaten från den tidigare fasen (II) är:\n-Signifikant minskning av antalet komplicerade och dubblerande tillståndsprövningar (som härrörde från Sovjettiden). Antalet tillståndsprövningar minskade från 416 till 152.\n-Digitalisering av tillståndsprövningar som tillämpade ”one-stop-shop” konceptet innebar en kraftig förenkling för företagare.\n-Reform av inspektionsförfarandet från statliga myndigheter. Antalet myndigheter som genomför någon form av inspektionsmyndigheter av privata företagare minskade från 58 till 18.\n-Öppnat den Moldaviska marknaden för import av inputprodukter till jordbruket (utsäde, plantor, gödning och pesticider i enlighet med EU:s regelverk) har förbättrat Moldaviska jordbrukares konkurrensförmåga.\n-Förenklad och mer transparent tullförfarande har inneburit en betydligt kortare löptid från producent till konsument.  \nDen viktigaste lärdomarna från de tidigare två faserna\u002Fprojektsamarbetena med IFC i Moldavien är: \n-att det går att uppnå goda förbättringar i investeringsklimat om en tydlig analys gjorts på tidigt stadium av värdekedjan och sedan att man arbetat aktivt med nyckelaktörer från både statliga och privata sektorn (branschorganisationer) att reformera svaga länkar och förbättra system och regelverk.\n-att utnyttja en dialogplattform mellan privata och statliga aktörer, såsom i detta fall Premiärministerns Ekonomiska råd, kraftigt förbättrar möjligheterna att åstadkomma reella reformförbättringar.\n-Att åstadkomma resultat kräver tid. De positiva resultat som åstadkommits under fas II, hade inte varit möjliga utan det långsiktiga engagemang för reformer som startade i och med den första fasen 2011. \n\nSAMMANFATTANDE RISKBEDÖMNING\n\nDen övergripande risknivån är bedömd till medium. Tack vare frihandelsavtalet (DCFTA) med EU, så utgör Moldavien export till Europeiska Unionen redan två tredjedelar av den totala exporten. Därigenom finns det ett starkt momentum och incitament inom privata sektorn att fortsätta driva en process där handelshindren kan elimineras för de sektorer där lagar och regelverk ännu inte medger handel med EU.\n\nVärt att notera är att i den tidigare fasen (II) så var risknivån bedömd som hög. Detta på grund av den allmänt höga korruptionsrisken i det Moldaviska samhället. Denna värdering har nu ändrats till medium. Skälet till den ändrade bedömningen är att IFC inte vidareförmedlar medel inom projektets ram och att upphandlingen av experter till projektet görs direkt av IFC som tillämpar Världsbankens system för upphandling av tjänster. IFC har också ett robust system för budgetplanering, uppföljning och finansiell rapportering och revision. \n\nDet faktum att det svenska stödet till projektet förmedlas via en så kallad Trust Fund i enlighet med IFC\u002FVärldsbankens modell och regelverk, utgör också en garanti för en god hantering av finansiella medel. Det innebär också att tre-årsbudgeten för projektet som biläggs avtalet är relativt generellt uppställd.
