This is largely due to the use of well propagated\nseedlings, proper nursery management, and the application of sound silvicultural techniques during establishment. The project's efforts for site species matching, correct planting methods, and timely post planting follow-up further supported the successful establishment of 103,841 out of 107,715 seedlings, with only minimal early losses recorded.\n- 28,213 jobs have been created by the project in 2024. The jobs created are restoration related and are predominantly casual and temporary. Of the total jobs\ncreated, 124 are permanent jobs (employment that exceeds 12 months), 843 temporary (employment that doesn't exceed 12 months) and the remaining\n27,074 are casual. 56% are male and 44% are female, where 23% are youth.\n- Additional new native trees species have been identified by the project for the first time in Rwanda. Specifically, during FY2024, 17 native tree species were\nidentified for the first time in Rwanda. These include among others, Senegalia senegal var. rostrata, Vachellia seyal, Pericopsis angolensis, Anthocleista vogelii,\nGatsi, Trichilia emetica, Kigelia africana, Ficus (species unidentified), Diospyros abyssinica, Alchornea floribunda, Rytigynia well as Schrebera trichoclada. None\nof these were recorded before in Rwanda's national flora inventory.\n- A total of 117,745.5 Hectares of predetermined landscapes have been restored. These include new established biodiversity sanctas, crop lands, roadsides, riverbanks, lake shores, and degraded forests. This brings the restored area in comparison to the overall project target to 94.3%.\n\nComponent specific results.\n\n1. Component One.\n\n1.1. Protected Remnant Forests.\n- Assessment of 7 protected forests describing their status, and development of the concept note for the Forest Management Plans (FMPs) has been completed. The protected forests constitute a total of 1,845ha in districts of Nyagatare, Kirehe and Ngoma. The 8th PFA (Nyagasenyi in Kirehe) was not considered since it is already under sustainable restoration by ARCOS.\n- The project has also completed Integrated Landscape Assessment Methodology (ILAM) reports and FMPs and Action Plans for the 5 remnant\nforests Detailed maps for 5 forests showing the current and old boundaries of each forest have been produced. Ground truthing exercises were jointly made to discuss with local communities and collate information on the actual delimitation of the forests. The five (5) are Mashoza (Ngoma), IbandaMakera (Kirehe), Muvumba (Nyagatare), Karushuga (Nyagatare), Karangazi (Nyagatare).\n- Part of establishing and organising community groups to participate in restoration and biodiversity conservation actions, 74 community groups were\nsuccessfully selected from their respective districts including Bugesera (7), Rwamagana (9), Kayonza (5), Ngoma (17), Kirehe (11), Gatsibo (9), and\nNyagatare (16). Each of the 74 selected community groups was represented by three members, bringing the total number of participants to 222. Additionally, 41 block leaders from the project intervention areas across various landscapes were included in the training, raising the total number of participants to 263\nacross all districts. 42.2% of the participants were female, while 57.8% were male.\n\n1.2. Community Biodiversity Sanctas (CBSs)\n- A total of 14 suitable sites have been identified and validated by the project implementing partners and in collaboration with all the districts in Eastern\nProvince. 7 of the 14 sites identified, have been thoroughly mapped and validated to be used for the establishment of the Community Biodiversity Sanctuary (CBS). 7 sanctas make 95.3 hectares  12ha on average.\n- 7 awareness meetings have been organized (one in each established sancta) to introduce the sanctas and increase communities understanding and\nownership.\n- 7 new sancta community groups have been formed (1community group per district) that are engaged to contribute to establishment and maintenance of the community biodiversity sancta. The 7 community groups constitute a total of 695 community members 39.1% of which are women.\n- CBSs are co-established with districts and local communities with support from the project. 6 Memorandum of Understandings (MoUs) of the 7 established\nCBSs which clarifies on the roles and responsibilities of each party have been signed by all the communities and six districts.\n- The baseline inventory covering trees and shrubs for all the six sites was conducted between 2023 and 2024. Besides the exercise of invasive species removal in all the sites, below are the few highlights from the inventory mapping.\na) Rusumo CBS Senegalia senegal var. rostrata was discovered for the first time not only in Rwanda but also for the whole of East Africa region.\nb) Rusumo CBS Pericopsis angolensis commonly characterized with the Zambezian chorological spectrum. The specie was thought to have gone extinct but was rediscovered at Rusumo CBS.\nc) Karushuga Vachellia seyal & Apodytes dimidiata were found in the CBS. Vachellia seyal is very rare in Rwanda as it has only been found in four locations\nacross the country while for Apodytes dimidiate, even though it is widely distributed in Eastern province, it is extremely rare outside protected areas\nbecause it is extremely used for firewood and timber production.\n- The two(2) new species discovered for the first time in FY2023 i.e, Diospyros abyssinica and Mimusops bagshawei have been multiplied and propagated\nacross the rest of the CBSs and at the University of Rwanda (UR) Arboretum in Huye.\n- Concerning the mapping, the botanical gardens, seed stands, and value chain development areas have been mapped including the discovery circuits.\n- About 26.78kg of seeds from 39 species have been collected by communities involved in the CBSs.\n- 7 new nurseries for the 7 new sancta sites have been constructed while the existing nurseries have been rehabilitated. 13 nurseries have been constructed\u002F\nrehabilitated by the CBS communities for the purpose of native tree species seedlings production. The capacity of seedlings production for each nursery is\nestimated at least at 30,000 seedlings per season.\n- Community led tree planting in CBSs In the new CBS sites, the total area equivalent to 64.87ha has been planted in the botanical gardens and seed\nstands. The botanical gardens cover an area of 43,53ha while the tree seed stands occupy 21.34ha. In total, 83,459 seedlings from 63 different native tree\nspecies have been planted in the botanical gardens and seed stands that will serve respectively for education and future native tree seeds production.\n- In total, 25.89ha in CBSs have been planted with different native tree species which are suitable for various value chains.\n- Agroforestry - In collaboration with TREPA project, 42 subareas of intervention (400 ha each) in all the 7 districts have been identified for agroforestry\ndissemination. In total, a total area of 22,383ha have been identified vis-à-vis 16,800ha target. COMBIO project has particularly selected 2,688ha for\nagroforestry representing 16% of the mapped areas to introduce diversified adapted multipurpose native species and varieties important for biodiversity. This\nmeans 64ha in 400ha landscape and 384ha per each district of the Eastern Province.\n- Agroforestry - In total 399,418 native tree seedlings were planted for an area 2688ha of agroforestry completing areas restored by TREPA Project.\n- Discovery of new species 17 native tree species previously unrecorded in Rwanda were identified during the joint mapping of RFA, URCoEB\nand Enabel. These include Senegalia senegal var. rostrata, Vachellia seyal, Pericopsis angolensis, Anthocleista vogelii, Gatsi, Trichilia emetica, Kigelia africana, Ficus (species unidentified), Diospyros abyssinica, Alchornea floribunda, Rytigynia (species unidentified), Schrebera trichoclada, and four additional unidentified tree species. Samples of leaves, flowers, branches, and fruits were collected from each tree and shrub to support the herbarium process for biological classification and conservation, these samples will be added to the Rwandan Flora database for identification, classification, and future reference.\n- Productive forests - A total of 70ha degraded state forests have been identified in Ngoma, Gatsibo and Rwamagana Districts. This represent 5% of the total\ntarget of 1400 ha of degraded state forests to be restored by TREPA project interventions. Through the community participatory approach, there has been production of 74,840 seedlings for restoring of the identified 70ha of degraded state forests in 3 districts\n- Roadsides - 177,092 trees have been planted on 115.9km roadsides supplementing the previous year tree planting  the survival rate (59%) on the\nroadsides in below the project average rate due to high exposure to livestock grazing.\n- Lakeshores - 145,190 seedlings have been planted as replacement of dead trees covering an area of 201.5 ha of Muhazi lakeshore.\n- Wetlands - A total of 200ha of new wetlands have been identified for protection where 171,681 native tree seedlings have been planted.\n- Reproductive materials\na) 90,234 seedlings from 39 different native species have been harvested both within and outside the park (protected areas)\nb) 13Ha of land has been identified around Akagera National Park for the establishment of a tree seed stand. In 2024, 12,654 seedlings were planted.\nc) Establishment of conservation plots has been undertaken for 12 threatened high value native tree species. The first successful planting of 6,222 high quality Acacia kirkii seedlings at Nyabagendwa, Bugesera District and Phenological studies provided valuable insights into species' reproductive cycles, aiding future conservation efforts. The Nyabagendwa site (5.6 ha) in Bugesera District, Ririma Sector, was identified as a suitable conservation area due to its ecological conditions. \n\n2. Component Two.\n2.1 The value chain mapping and respective business plans have been developed through a community led participatory approach and the following\nVCs were validated for each CBS.\n- Bee keeping  Karushuga, Ryarubamba, Murambi, Zaza and Rusumo. \n- Seeds and seedlings value chain: feasible only for Gahini, Karushuga, Ryarubamba and Zaza CBS\n- Ecotourism value chain: Validated for both Muhazi and GahiniCBS\n- Pharmacopeia, native fruits and vegetable: validated for Muhazi and RyarubambaCBS\n- Essential Oil value chain: validated for Murambi, Jambo beach and Zaza CBS and feasible under certain condition for both Muhazi and Gahini CBS.\n- The roadmaps and business plans for the recommended value chains also have been developed and will be validated by the project stakeholders and beneficiaries in the first quarter of 2025\n\n2.2. Establishment and operationalization of Umusave Biodiversity Revolving Fund (as known as Nature Based Community Fund)\n- Capacity building of key stakeholders  - a total of 4 ARCOS and 6 IUCN field staff were trained to facilitate the establishment of governance structures at the\nlocal level, while an additional 4 ARCOS, 8 IUCN, and RFA staff received training on the establishment and operationalization of NBCF. Furthermore, 300\nindividuals were trained as trainers on the funds establishment and operationalization, with 244 (including 81 women) receiving direct training.\n- Establishment and enforcement of governance structures Governance - structures were reinforced through the establishment and operationalization of\n18 Nature Based Community Fund (NBCF) governance structures, ensuring their functionality. To enhance financial management, bank accounts for all 18\nNBCFs were successfully opened and are fully operational.\n- Opening of community accounts and their liquidation $ 144,200 (equivalent to Rwf.175,635,023) was deposited into these accounts to be invested in Friends of Nature Associations (FNAs).\n\n2.3. Establishment and piloting of a Payment for Ecosystem Services (PES) scheme.\n- The project has produced a comprehensive costed concept note on establishing the PES scheme in Gatsibo district in collaboration with the Ministry\nof Agriculture and the Tuzamurane Water Users Association (WUA).\n- The pilot scheme will support restoration of a 32km2 micro catchment that drains into Kiliba dam, established through the Ministry of Agriculture and Animal Resources (MINAGRI) and provides water to rice farmers that are downstream of the catchment. The catchment has faced severe degradation with the water holding capacity of the dam significantly reduced, as loss of vegetation leads to increased erosion and sedimentation which has gradually greatly impacted rice production and lead to a vicious cycle of increased landscaped degradation elsewhere as communities seek for livelihoods opportunities.\n- The project has conducted an ecosystem service analysis for the Kiliba dam catchment including economic modelling to quantify natural capital assets and\npotential impacts for investing in restoration actions in the micro catchment. The focus of the analysis was on quantifying water supply benefits, which can be translated into potential livelihoods benefits through increased productivity for the farmers, downstream. Co benefits from the pilot scheme will include\nbiodiversity restoration, through tree planting in the buffer zone of the dam and the upslope areas.\n- At least 3 restoration packages for the pilot scheme have been identified during the analysis and these are;\na) 510Ha\u002FKms upstream agroforestry with water retention ditches\nb) 4Ha\u002FKms of Kiliba dam buffer zone protection with native trees\nc) 75Ha\u002FKms of upstream reforestation (woodlot rehabilitation) with retention ditches\n- The project is currently in discussions with WUO to establish an agreement for the implementation as well as with the Ministry of Agriculture and Animal\nresources (MINAGRI) as the custodians of the dam.\n\n2.4. Establishing a mechanism for registering and selling carbon credits generated from community biodiversity and forest landscape restoration initiatives.\n- The project has conducted a comprehensive prefeasibility analysis for developing and establishing the mechanism. The assessment has looked at the following.\na) Stocktaking of existing carbon credits selling mechanisms &\u002F standards with a narrower focus on which one(s) have projects in Rwanda or the region.\nb) Different pathways within the project and what would be the carbon benefits in each.\nc) Provide recommendations on the carbon credit selling mechanisms including implementation arrangements.\nd) Eligibility requirements for the preselected standards\ne) Financial viability of the pilot project in regard to the estimated costs of required stages including registration, validation, verification, implementation, monitoring and evaluation.\nf) Typical interventions that would be more ideal within the project implementation area.\ng) Upfront investment to generate carbon offsetting.\n- As a next step, the project through IUCN has engaged CO2 Africa as a carbon project proponent to further develop and fine tune the carbon credit selling mechanism. CO2 Africa will undertake the full feasibility study, develop the Project Design Document, validate, verify, and register the pilot project with VERRA (the preselected standard). The project is expected to be regulated on\nthe voluntary carbon market and will work in phased approach with relevant\ninstitutions including Ministry of Environment (MoE), Rwanda Environmental Management Authority (REMA), RFA as well as Districts.\n- The project is currently working on the Project Idea Note (PIN) which will be submitted to REMA for Authorization. REMA is a Designated National Authority (DNA) for Article 6 mechanisms and approaches. REMA is also mandated to serve as a secretariat for Article 6 (all approaches) and to provide administrative and technical services to Article 6 structures.\n\n2.5. Biodiversity scoring system The URCoEB is developing a biodiversity scoring system which will be used in monitoring planted and preexisting trees. The scoring matrix will be validated and tested and then implemented to support an incentive program with farmers for protecting and stewarding trees\n\n3. Component Three.\n\n- Ministerial orders on a) law governing biodiversity in Rwanda and on natural parks and nature reserves have been developed, translated in French and Kinyarwanda and submitted to the Rwanda Law Reform Commission for validation.\n- The project has continued to conduct capacity building of the districts on the integration of the biodiversity in the District Development Strategies (DDSs) while also aligning with both the Intergovernmental Science  Policy Platform on Biodiversity and Ecosystem Services (IPBES) as well as the Global Biodiversity Framework (GBF) 2030\n- Roundtable consultation meetings have been facilitated by the project on establishing the mechanism and implementation tactics on joining Global Biodiversity Information Facility (GBIF) & IPBES. Leveraging on GBIFs resources, the project through MoE would enhance local capacity, fostering international collaboration as well as support the country is establishing a sustainable and impactful biodiversity monitoring system.\n- Biodiversity assessment of the seven remnant forests in Eastern Province was conducted. The remnant forests constitute a total of 1,677has. Here are some of the findings of the assessment;\n\nPlants\n- A total number of 201 plant species from 60 families were recorded across all intervention sites.\n- 60% are native to Rwanda and the region, 40% are introduced to Rwanda.\n- 42% are listed as Least Concern on the IUCN Red List, 1.5% are reported as Data Deficient on the IUCN Red List, 0.5% are reported as Endangered, and 2% are reported as Vulnerable on the IUCN Red List, while 53.23% have not been evaluated by the IUCN Red List yet.\n- 17 new native tree species were identified during the surveys (either range extensions, new to Rwanda, or new to science) and follow up work is planned in January and February 2025 to fully document these species as significant contribution to biodiversity knowledge in Rwanda based on COMBIO project.\n- Sylvo-pastoral sites had the highest species richness, followed by the Community Based Sanctas. Lake buffers had the least species richness.\n\nBirds\n- 165 bird species from 53 families were identified, 17 are migratory species.\n- Endangered, Graycrowned crane (Balearica regulorum) were seen in Muvumba Natural Forest\n- Other trigger species: Sheppardia aequatorialis the Equatorial Akalat, an Albertine Rift endemic, Laniarius mufumbiri the Papyrus Gonolek listed as Near Threatened on the IUCN Red List\n\nMammals\n- 15 species were identified. Some are rare e.g, Oenomys hypoxanthus, Helogale parvula, Leptailurus serval and Civettictis civetta.\n- Threats and pressures for the assessed forests and clusters are agriculture hardware materials plastic materials burning human excreta poaching beehive setting road creation charcoal making livestock grazing tree cutting groundcover clearing mining waste dumping human trail and water
