The intervention will also contribute to the fulfillment of SIWI's strategic plan 2018-2023, primarily by developing platforms, facilitating dialogue, generating knowledge, implementing projects and programmes and building capacity for improved water governance globally. In its water governance advocacy work, SIWI intends to influence the behaviour of selected partners, so-called Boundary partners, such as governments (local and national), multilateral organizations, media and the private sector. The intervention is made up of four broad programme objectives that interlink water resources, water services, social inclusion and innovation: 1) Contribute to sustainable management of shared water resources through improved water governance, 2) Contribute to resilient water services and infrastructure through improved water governance, 3) Contribute to the inclusion of relevant actors through improved water governance, and 4) Contribute to improved and expanded water governance through innovations based on knowledge and learning. Sida will contribute with SEK 120 million to the overarching programmatic approach that is made up of a number of projects. Denna aktivitet har pågått mellan 2020 och 2025 och Sida har bidragit med ca 50% av medlen för programmet. En annan stor givare har varit Leopold Bachmann-stiftelsen. SIWI har inom programmet bl.a. stött jordbrukare att utveckla en investeringspipeline. Ett exempel på projekt som fått finansiering är organisationen Tiyeni i Malawi, som fått 750 000 USD från Global Innovation Fund (GIF) för att utveckla s.k. djupbäddsodling vilket är en odlingsmetod som bl.a. ökar vattenmängden i odlingsjorden till förmån för grödorna. Ett annat exempel är utbildning av jordbrukskonsulter som stödjer både enskilda småbrukare grupper av jordbrukare i hållbara affärsmodeller och brukningsmetoder för sitt jordbruk. Jordbrukskonsulterna kommer från fyra lokala icke-statliga organisationer i Malawi, Zambia och Zimbabwe. Under programperioden har cirka 20 000 småbrukare fått del av detta konsultstöd.\n\nEtt annat omfattande program har varit SIWI-UNDP samarbetet Water Governance Facility (WGF). Programmet har bl.a. syftat till att integrera vattenresursförvaltning i länders nationella klimatplaner (NDC). I syfte att förbättra integreringen av vattenresursförvaltning i NDCer har WGF tagit fram olika stöddokument för länder att använda, bl.a. \"Checklist for Water Interactions for Enhancing the NDCs\"; \"Water in the Nationally Determined Contributions: Increasing Ambition for the Future\", och \"NDC Enhancement: Opportunities Through Water\". Nigeria är ett exempel på land som dragit nytta av SIWI-UNDPs stöd för att utveckla sitt lands klimatplan. Specifikt har stödet till Nigeria lett till framtagandet av en plan för förbättrad och klimatanpassad vattenresursförvaltning. Även länder som Tchad, Malawi, Uganda, Bangladesh och Madagaskar har fått stöd från SIWI-UNDP för att vidareutveckla sina nationella klimatplaner (NDC).\n\nWGF har även gett stöd till länder att stärka vattenresursförvaltningen i nationella anpassningsplaner (NAP). Exempel på länder där SIWI arbetat genom WGF är Madagaskar, Nepal och Tchad och Uganda.\n\nSIWI har arbetat både i Kazakstan och i Kirgizistan med att stödja utvecklingen av nationella förvaltningsplaner för floderna Chu och Talas avrinningsområden. SIWI har även stött framtagandet av projektförslag, för GEF-finansiering, för arbete i de båda flodavrinningsområdena. SIWI har cockså gett stöd till ett avtal mellan Kazakstan och Kirgizistan för samarbete med miljöövervakning av avrinningsområdena samt utbyte av information och data.\n\nExempel på resultat arbete i konfliktländer:\n\nI Somalia har SIWI gett stöd till Transboundary Water Diplomatic Committee, som ligger under Presidentens ansvarsområde. Stödet har varit i form av kapacitetsutveckling både för kommitténs medlemmar samt för andra relevant aktörer inom vattenresursförvaltning i Somalia. SIWI har också gett stöd till kommittén för internationellt nätverkande.\n\nI Irak har SIWI genomfört en studie av svårigheterna och flaskhalsarna för en förbättrad vatten- och sanitetsförvaltning. Geografiskt fokus var på två regioner i sydvästra Irak.\n\nCovid-19 pandemin samt den oroliga politiska utvecklingen i flera länder där SIWI arbetade under insatsperioden ledde till att planerade resultat inte kunde uppnås. Detta drabbade arbeten i länder som Afghanistan och Sudan, där arbetet fick avbrytas p.g.a. oroligheter och väpnade konflikter vilket orsakade försening och inställda aktiviteter.\n\nExempel på resultat av samarbeten med svensk resursbas:\n\nSIWI har samarbetat med Havs- och Vattenmyndigheten (HaV) för den s.k. Source-to-Sea Platform. Bl.a. har SIWI och HaV anordnat utbildningsinsatser och nätverksmöten med deltagande från mer än 20 länder.\n\nExempel på resultat av arbete med tvärfrågor, t.ex. jämställdhet:\n\nSIWI har samarbetat och gett stöd till nätverket Women in Water Diplomacy Network. Tillsammans med finska utrikesdepartementet har SIWI arbetat i Nilens avrinningsområde för att stärka kvinnliga yrkesarbetande inom berörda departement och myndigheter och utöka deras professionella
