The Trust Fund supports the PA’s efforts to implement the National Policy Agenda 2017-2022.",{"lang":212,"value":220},"Sammanfattning av insatsen:\nSida föreslår en påfyllnad om 195 miljoner kr till Världsbankens givargemensamma Partnership for Infrastructure Development (PID-fonden). Sverige initierade tillsammans med Världsbanken denna fond 2012 och under åren har ett flertal andra givare anslutit sig till fonden (Danmark, Norge, Finland, Nederländerna, Frankrike, UK, Australien, Kroatien och Portugal). Hittills har Sverige bidragit med 433 miljoner kr till fonden och med föreslagen påfyllnad blir det totala beloppet 628 miljoner kr. I november 2019 var det totala fondbeloppet ca 192 miljoner USD (knappt två miljarder kr) och fondens finansiella behov beräknas uppgå till 278 miljoner USD (ca 2.7 miljarder kr).\n\nAnledningen till den föreslagna påfyllnaden är att de projekt som PID-fonden har finansierat har i stor utsträckning nått förväntade resultat. Dessa resultat har dokumenterats i olika typer av utvärderingar. Den föreslagna påfyllnaden föranleder inte någon väsentlig ändring av den bedömning som låg till grund för det ursprungliga beslutet från 2012. När Sida fattade kompletterande insatsbeslut 2015 och 2017, samt tilläggsbeslut 2018 för en påfyllnad om 190 miljoner kr, 33 miljoner kr och 90 miljoner kr till PID-fonden gjordes förnyade genomgångar och bedömningar av insatsen.\n\nPID-fonden har som övergripande mål att förbättra infrastrukturen i Palestina inom främst vatten och sanitet, urbant (inkluderande bland annat sophantering och lokal samhällsstyrning) och energi. Genom finansiellt och tekniskt stöd till den Palestinska myndigheten (PA) och dess genomförandeorganisationer, som i stor utsträckning består av Palestinska myndighetens förvaltning, antas infrastrukturens utbredning, kvalitet och hållbarhet förbättras. Världsbanken och PID-fonden arbetar inte i område C.\n\nProgrammet genomförs under överinseende av en rådgivande kommitté (\"Oversight Group\") som leds av Världsbanken och som inkluderar företrädare för den Palestinska myndigheten och givare som bidrar till fonden. Sverige tecknar avtal med Världsbanken som är ansvarig för fondens verksamhet. 95 procent av Sveriges medel vidareförmedlas av Världsbanken till projekt som genomförs av den Palestinska myndigheten. Ministerier och myndigheter som genomför projekt inom vattensektorn, lokal samhällsstyrning och energi är Ministry of Local Government (MoLG), Palestinian Water Authority (PWA), Palestinian Energy and Natural Resources Authority (PENRA) och Municipal Development and Lending Fund (MDLF) in Palestine.\n\nDen av Världsbanken presenterade övergripande budgeten avspeglar planerade investeringar och aktuella behov hos den Palestinska myndigheten. Sida bedömer att finansieringsbehovet och budgeten är berättigad och rimlig. Fem procent utnyttjas för förvaltning av fonden vilket bedöms vara kostnadseffektivt. Det föreslagna svenska bidraget leder till att Sverige bibehåller positionen som en av de största givarna till fonden. \n\nSida bedömer att Världsbanken har en förvaltningsstruktur och organisation, resurser och expertis för att leverera planerade resultat med god intern styrning och kontroll. Sida bedömer också att det inom Världsbanken finns resurser och kapacitet att hantera PID-fondens verksamhet, samt att Världsbanken har kapacitet att bedöma genomförandepartners ledningsstruktur och kompetens.\n\nSida bedömer att PID-fonden är i linje med den svenska regeringens \"Strategi för Sveriges internationella utvecklingssamarbete avseende Palestina 2015-2019\" och \"Strategi för Sveriges samarbete med Världsbanksgruppen 2016-2018\".\n\nSida följer upp hela fondens resultat, men lägger särskild vikt vid uppföljningen och dialogen vad gäller:\n1) ett mer strategiskt och strukturerat partnerskap med Världsbanken (t.ex. det övergripande resultatramverket), \n2) ansvarsutkrävande (t.ex. PA´s vilja och kapacitet till reformer), \n3) gender, miljö, klimat och resiliens, \n4) samverkan\u002Fnexus mellan det humanitära biståndet och det långsiktiga utvecklingssamarbetet, \n5) multidimensionell fattigdom, \n6) anti-korruption och upphandling. \nSida kommer att fokusera sin uppföljning på projekt inom vatten, avfall, energi och lokal samhällsstyrning då detta är i linje med strategins prioriteringar.\n\nNya styrdokument:\nStrategin för Sveriges internationella utvecklingssamarbete med Palestina sträcker sig till och med 2019. Den halvtidsöversyn som Sverige genomförde 2017 landade i att insatser inom stödområde två \"Förbättrad miljö och ökad motståndskraft mot miljöförändringar, klimatpåverkan och katastrofer\", till vilken PID-fonden i huvudsak bidrar, fortfarande är relevant. Även det underlag som Sida under 2019 inlämnat till regeringen rörande ny strategi för Sveriges internationella utvecklingssamarbete med Palestina för perioden 2020-2024 inkluderar förslag om fortsatt arbete inom miljö och klimat.\n\nDe insatser som genomförs och planeras inom ramen för PID-fonden är anpassade till Palestinas övergripande planeringsdokument; Palestine National Policy Agenda (NPA) 2017-2022. NPA nämner vikten av fungerande energi- och vattensektorer som en förutsättning för en fungerande ekonomi, vilket motsvarar de slutsatser Världsbanken drar i sin nya strategi för Palestina 2018-2021. NPA nämner också vikten av finansiell hållbarhet genom att till exempel öka kostnadstäckningen för elektricitet och vatten och som ett komplement till behoven av finansiella och strukturella reformer inom lokal samhällsstyrning. Ett liknande angreppssätt har PID-fondens projekt och program vilket även gäller kopplingen till att möta behoven i utsatta områden, där NPA nämner vikten av att öka tillgången till rent vatten och sanitet och erbjuda säkrare energi. NPA och PID-fonden är också samstämmiga vad gäller möjliga åtgärder, i de i PID-fonden ingående sektorerna, för att minska hoten mot miljö och klimat, genom utbyggnad av avloppsvattenrening och sophantering, energieffektivisering och öka andelen förnybar energi.\n\nDen europeiska gemensamma strategin och resultatramverket för stöd till Palestina (European Joint Strategy in support of Palestine 2017-2020) har tydliga prioriteringar vad gäller lokal samhällsstyrning, sophantering, vatten sanitet och energi, vilket också är PID-fondens fokusområden.\n\nVärldsbankens strategi för Västbanken och Gaza 2018-2021 (World Bank Group Assistance Strategy FY 18-21 for the West Bank and Gaza), har ett ökat fokus på privatsektorutveckling och jobbskapande. Världsbanken ser att aktiviteterna i PID-fonden är relevanta både utifrån NPA och den egna strategins prioriteringar. Till exempel kommer bankens stöd till energisektorn alltmer att fokusera på att stärka den finansiella hållbarheten inom sektorn, t.ex. genom kostnadsskyddsprogram för eldistributionsföretag och förbättrad kreditvärdighet. Detta kommer att minska elinvesterares risker och möjliggöra för oberoende elkraftleverantörer att investera i sektorn, bland annat inom produktion av förnybar energi. På samma sätt stöder banken utvecklandet av en kommunal kreditmarknad och identifiering av möjligheter för privatsektorn att leverera tjänster dit. Det föreslagna programmet för vattensektorn kommer att stödja en förbättring av vattenbolagens operativa och finansiella verksamhet, vilket är grundläggande förutsättningar för ökat privatsektorengagemang. För Gaza föreslår Världsbanken \"Gaza Central Desalination Program (GCDP): Associated works\" som, bl.a. avser förbättringar av infrastrukturen för transport av dricksvatten. Denna insats bedöms vara en förutsättning för att kunna omhänderta vatten från den planerade avsaltningsanläggningen.\n\nVärldsbankens strategi för Västbanken och Gaza nämner också att verksamheten skall ha ett starkt fokus på fördelningsfrågor så att utvecklingen också kommer de fattigaste 40 procenten av befolkningen till del. Den givargemensamma MOPAN (Multilateral Organisation Performance Assessment Network) bedömningen från 2017 av hela Världsbanken framhåller att \"The Bank has, jointly with other institutions in the World Bank Group set two goals for the world to achieve by 2030:\n- End extreme poverty by decreasing the percentage of people living on less than $1.90 a day to no more than 3%.\n- Promote shared prosperity by fostering the income growth of the bottom 40% for every country.\"\n\nVärldsbankens \"Country Gender Action Plan for Palestinian Territories\" som har integrerats med strategin har tre tematiska och ett internt institutionellt fokusområde:\n1 – Increasing female labor force participation rates and leveling the economic playing field for both women and men.\n2 – Strengthening voice and agency to advance opportunities for women and girls in economic, political, and civic life.\n3 – Overcoming mobility constraints to strengthen human development outcomes and ease access to basic services.\n4 – Strengthening gender responsiveness in how World Bank Country Management Unit does business.\n\nSammantaget bedömer Sida att dessa nya styrdokument från Palestina, Sverige, EU och Världsbanken stärker den relevansbedömning av PID-fonden som gjordes inför besluten 2012, 2015, 2017 och 2018. \n\nPID-fondens administration:\n2016 kom Världsbanken överens med samtliga givare om en ny struktur för kostnadstäckning vid förvaltning av givarfonder. Överenskommelsen innebär i korthet att för alla nya avtal som skrivs för bidrag under 50 miljoner USD så dras 5 procent för centrala administrativa kostnader. Detta kan jämföras med bara 2 procent avdrag för administrativa kostnader för det som redan avtalats. För ändamålet har banken skapat en ny parallell fond dit alla nya bidrag till fonden läggs in. För redan avtalade medel gäller alltså den gamla kostnadsstrukturen. Det föreslagna stödet kommer att deponeras i den nya givarfonden TF072778 där den nya kostnadsstrukturen gäller och som är parallell till den ursprungliga givarfonden TF071898.  \n\nFörvaltningskostnaderna för fonden är endast 5 procent då en stor del av PID-fonden parallellfinansieras med bankens egen verksamhet och en stor del av kostnaden för hantering av projekt och program dras från deras egen budget. Bedömningen av den övergripande budgeten, att den är berättigad och rimlig, har därför inte förändrats.\n\nSida bedömer att Världsbankens förvaltningsstruktur och organisation sedan 2015 har stärkts vad gäller hanteringen av PID-fonden så att rapportering till och koordinering med givare nu fungerar bättre.\n\nDen externa utvärderingen av PID-fonden (PID MDTF Mid-Term Evaluation Report 2017) presenterades redan 2016. Slutsatserna, som inte ändrar Sidas bedömning av fonden, var att:\n- PID fonden har presterat väl när det gäller förbättrad biståndskoordinering och harmonisering.\n- PID fonden har visat sig vara ett värdefullt instrument för Världsbanken och deltagande givare att få valuta för pengarna.\n- Programmet har ett mervärde för reformprocesser inom vatten och lokal samhällsstyrning.\n\nUtvärderingen presenterade också ett antal rekommendationer vilka banken har åtagit sig att åtgärda.\n\nDen givargemensamma MOPAN (Multilateral Organisation Performance Assessment Network) utvärderingen av hela Världsbanken landar i att banken är en mogen och hög-presterande organisation som har kapacitet att anpassa sig till en föränderlig värld. Sidas centralbedömning av Världsbanken från 2015 och Sveriges nya organisationsbedömning av Världsbanken från 2019  bekräftar denna bild.\n\nUpphandlingsavsnittet har uppdaterats i Sidas riskanalys av Världsbankens hantering av PID-fonden så att riktlinjer och rutiner kring upphandling kommer att drivas som en dialogfråga under avtalsperioden.     \n\nSidas fortsatta bedömning är att bankens kunskap och kapacitet att hantera risker är acceptabel, dvs oförändrad från 2015.\n\nPID-fondens pågående och planerade program:\nPID-fondens övergripande mål kvarstår och är alltjämt relevant. Det finns en lämplig balans mellan PID-fondens insatser i Gaza och på Västbanken, där infrastruktursatsningarna är större i Gaza på grund av de omedelbara behoven och som en följd av extraordinära insatser efter det senaste kriget 2014.\n\nSida har påpekat brister i bankens arbete med jämställdhetsanalys (t.ex. inom ramen för det nya vattensektorprogrammet). Ett framsteg är att PID årsrapporterna för 2017 och 2018 har inkluderat ett eget kapitel för \"Gender\" och redovisar nu ett antal indikatorer för  jämställdhet i resultatramverket. The PDO is to improve the quality and quantity of bulk water supplied to the municipalities served in the project area and to strengthen the capacity of the PWA.\n\nAs of 31 December 2022, the overall assessment of the AWP 1 is rated as successful, given that the project implementation pace has picked up after the MTR of September 2022. Furthermore, the project is highly relevant and coherent (see relevance and coherence scoring criteria), and the fact that the PDOs indicators are likely to be satisfied at the closing date supports this rating.\n\nEnergy Window\n\nElectricity Sector Performance Improvement Project (ESPIP- P148600) was approved by the WB Board on 27 July 2017 and became effective on 16 January 2018. The project was restructured twice: (i) the first restructuring in April 2019 consisted of reallocating funds among the projects categories; and (ii) the second restructuring in May 2021 consisted of (a) modifying the scope of the Revolving Fund activities, (b) reallocating funds between categories to address the financing gap identified for subcomponent 2.2 and (c) adjusting the results framework. The project's original closing date was 30 June 2022, then revised to 20 December 2023. The PDO is to improve the operational performance of electricity sector institutions and pilot a new business model for solar energy in Gaza. The revised budget is US$ 23 million.\n\nAdvancing Sustainability in Performance, Infrastructure, and Reliability of the Energy Sector in the WB&G Phase 1 (ASPIRE I- P179828) was approved by the Board on 27 April 2020 and became effective on 25 September 2020. The project's original closing date is 31 December 2024. ASPIRE is a multiphase programmatic approach (MPA), and its implementation period spans eight years and envisages four phases. The PDO aims to improve energy sector institutions' operational and financial performance and diversify energy sources. The budget is US$ 63.0 million.\n\nAs of 31 December 2022, the overall assessment of ESPIP is rated as successful, given that the project implementation pace has picked up after the MTR of 22 March 2022. Moreover, the project is being relevant and coherent (see the relevance and coherence scoring below) and the fact that the PDOs indicators associated with improvement in the operational performance of electricity sector institutions are likely to be met by the closing date. It lends support to this overall rating.\n\nAs of 31 December 2022, the overall assessment of ASPIRE I is rated as successful, with the relevance and coherence criteria being the positive drivers, whereas the effectiveness and efficiency criteria are rather on the low side but can improve significantly if the implementation path improves markedly. Moreover, the project has two years remaining before the closing date. Progress towards achieving the PDO is improving, and the midterm review (MTR) planned for 30 June 2023 will provide the opportunity to make all necessary project adjustments to ensure both the outcomes of the RF are met.\n\nHighlighted example: \n\nGaza Solid Waste Management Project (GSWMP- P121648) was approved by the WB Board on 31 March 2014 and became effective on 9 July 2014. The original closing date was 30 November 2019 but was ultimately extended to 31 December 2022. The PDO is to improve solid waste management services in the Gaza Strip through the provision of more efficient, environmentally and socially sound waste disposal systems, and by initiating measures to improve the overall solid waste management system.\n\nThe GSWMP has had significant positive impacts on the overall operational performance of solid waste management with a better level of service of waste collection, transfer and safe disposal for the project areas. The modernization of the solid waste management system from the primary collection, transfer and safe disposal at the newly constructed sofa landfill will have positive impacts on the environment and social setup; furthermore the closure of the three major dumpsites as well as the rehabilitation of the waste contaminated land will further provide health benefits to the local population as well as
