Doing so within a network that lacks cohesion within and among its constituencies; lacks the leadership and ownership of the co-chairs; and is physically spread across the globe is almost impossible.\nWhile some progress in introducing RBM was made, the secretariat head never regarded managing for results as a critical issue. The problem was rather, from their perspective, the lack of committed co-chair leadership and stakeholder participation. For the secretariat, the key to solving this issue was not a RBM consultant, but for Sida to place pressure on its partners. The secreteriat head hoped that NIRAS would convince Sida of this. It is NIRAS opinion that while Sida could have made some progress by being more “heavy-handed”, it would result in a strongly donor-driven process that ultimately would defeat the purposes of the TT. With no other donor sharing the burden of financing the TT, Sida would be particularly vulnerable to being seen as a “donor calling the shots”.\nNIRAS managed to build a productive and amicable relationship with the secretariat. There was genuine appreciation from the staff who expressed that they felt the support was useful. Meanwhile, the co-chairs and some parts of the TT were more likely to regard NIRAS as something that the donor required and therefore had to be tolerated.\nNIRAS believes that during 2019 it helped the dialogue between the secretariat, enabled both parties to gain insight and understanding. The services contributed to some staff members of the TT secretariat to understand the concept of results based management; how, what, and why to monitoring results; and what tools and techniques could be useful for this. The secretariat also gained better insight how Sida regards RBM and system for monitoring, evaluation, and learning. Results based management is still, however, regarded as something “technical” by the secretariat head and the co-chairs. The concept of RBM being a management approach and a mindset has yet to be embraced. The services raised the idea the network being an objective in itself and ways how to monitor such an objective. However, more work is needed in this area. For any further progress to be made, the TT would require stronger and committed
