This is part of Sida's continued support to women's rights actors in BiH and their work on gender based violence. The programme draws on results achieved and lessons learnt within Kvinna till Kvinna’s programme “Supporting Women’s Civil Society in Improving the Institutional Response to GBV in BiH” 2018 to mid 2021, which supported WCSOs from across the country in assessing the criminal justice system response to GBV and its compliance with domestic and international human rights standards and laws. The programme 2021-2024 includes a sustained programmatic approach to ensure systematic work by the women's rights movement. \n\nThe programme aims to contribute to strengthened and more visible Women Civil Society Organisations (WSCOs) that influence policy and practice regarding response to gender-based violence in both enteties (overall objective). This is done through strengthening partner organisation's advocacy in terms strategic focus and effectiveness (intermediate objective 1), increased and strengthened networking for WCSOs (intermediate objective 2), and strengthen partner organisations to do more strategic visibility and communication work (intermediate objective 3). The programme aims to strengthen WCSOs in three capacities or roles; it will support partners in their monitoring of implementation of laws, policies, mechanisms and standards related to GBV (watchdog), strengthen partners' cooperation with key actors of protection (key actor in the chain of protection), and support to strengthening partners' provision of legal aid and psychosocial support to victims\u002Fsurvivors of violence (service provider). \n\nThe programme builds on previous programmes carried out by Kvinna till Kvinna in BiH but enhances the networking and visibility aspects. Especially the visibility aspect is a new feature of the programme and it is a request from partners to be more visible and build capacity in this regard as it is expected to attend more awareness to the issues and in the end that this will make a stronger case for the women's rights movement. \n\nThe programme implies core support to partner organisations (around 60 % of the total budget). There are currently four partners, but the intention is to increase the number to seven. Through the online portal for digital memorialisation of CRSV new confirmed locations associated with CRSV have been marked (in Foca, Miljevina and Visegrad).\n* In order to work evidence-based,  United Women in Banja Luka (UWBL) has formulated an analysis of judicial responses in cases of violence against children and women. The analysis is based on monitoring 154 criminal proceedings and the analysis of verdicts from courts in RS and Brcko district during 2022\u002F23. The report recognizes some improvements, but highlights the need for shorter proceedings and stronger institutional support to victims\u002Fsurvivors.\n* Education material aiming at improving practice within the justice system have been produced by Lara (a guide for public prosecutors on investigations in cases of domestic violence), and by UWBL and Center for women's rights (CWR) (joint report\u002Frecommendations for trainings and external communication, on needed improvements based on Istanbul Convention). Training of staff within prosecutors' office, police, legal advisors aiming at improving capacities and understanding of gender norms in line with international standards, have been carried out by CWR, Lara, UWBL and Vive Zene.\n* Self-help groups -  Power of Change - for women victims of domestic violence have been generated since 2023 and continued to expand in 2024.\n\nIntermediate objective 2: Women's organisations through networking are more strategic, collaborative and influential in their work in relation to GBV\n\n* Joint protests and networking activities mainly as reactions to the femicide and GBV actions taking place over the past years, were organised throughout the year. KtK's yearly networking meeting, focused on the shrinking space but did also explore the possibilities for stronger tuture joint actions.\n* Throughout the year collaboration between organisations aiming at increasing the public engagement and countering the anti-gender movement, became more articulated. The formulation of a joint open letter by a broader alliance of organisations in RS in support for human rights defenders,  non-profit organisations, freedom of expression and media, highlighted the CSO-role in defending human rights.\n* 2024 also provided the opportunity for a broader set of organisations (where KtK's partner organisations participated) to formulate a joint CSO-report\nfor the Universal Periodic Review (UPR) on the State of Human Rights Situation in BiH and to once again compile the annual Alternative Report on BiH's progress on the EU membership path.\n\nIntermediate objective 3: Partner organisations work more with strategic communication and visibliy around key issues\n\n* During 2024 KtK's partner organisations collaborated more actively with Mediacenter, aiming at increasing the interaction between journalists and\nwomen's rights organisations and thereby also improving outreach and communication on gender equality messages. Reactions from journalists\nindicated that these meetings improved the quality of journalistic messages. More peer-to-peer learning activities were proposed for the future.\n* In RS the partner organisation Lara collaborated directly with journalists to counter harmful narratives and anti-gender campaigns, and to reclaim media\nspace overtaken by anti-gender groups. This is assessed to have led to raised awareness on the underlying issues causing rising femicide rates.\n* It's All Witches, continued to challenge patriarchal narratives with the purpose of addressing the root causes of GBV.
