This is a continuation of the core support given to KCSF since 2015. Sida will contribute with SEK 24 000 000 during the period. Currently KCSF has three other major donors; Swiss Development Cooperation (SDC), Norway and Luxemburg. None of these provides core support. For the fiscal year 2020, Sida's share of the budget amounts to 38%, SDC's to 36%, Luxemburg's to 20% and Norway's to 6%. KCSF's vision is to see Kosovo transformed into a democratic society with the prospect of EU integration and an advanced socio-economic situation. KCSF carries out its work through three different units:\n\n1) The fund forwarding unit, which handles forwarding of funds to other CSOs, within the fields of supporting democratic processes and contributing to EU integration. The unit handles the whole chain of fund forwarding: from establishing calls for proposal, via granting applications, to monitoring and evaluation of funded projects.\n2) The resource centre, which provides trainings on internal control, financial management and project cycle management as well as tailor made trainings on specific requests.\n3) The resarch and advocacy unit, which conducts analyses of the situation for civil society in Kosovo through surveys and research initiatives and advocates the importance of civil society to decision makers.\n\nKCSF's theory of change builds on two pathways of change: the first aims for the meaningful engagement of civil society in policy processes through building capacity, the second aims at realization of inclusive policy processes through direct and indirect interaction with politicians and civil servants. As an end result, KCSF expects to have contributed to on the one hand CSOs that are empowered and competent to identify their needs and actively engage in policy processes and on the other hand ministries and agencies that conduct a participatory policy making process open to substantive involvement of interest groups, such as CSOs.\n\nKCSF has in collaboration with Sida and SDC developed a tool to simplify the pooling of funds from different donors. On a policy level civil society has been able to be engaged in legalisation processes to a greater extent, and thereby increased citizen participation. For instance, thanks to KCSF's coordination with other civil society organisations the anti-money laundering legislation has been strengthened. Other example are the input to the government in the draft-law on municipal property and the engagement on mental health. The last mentioned initative is still ongoing and a challenge as the Ministry of Local Governance Administration refused to incorporate the comments from KCSF and its partners.\n\nMost of KCSFs small-scaled results are linked to the EJA-grant scheme, funding activities on the ground as well as enabling inputs to decision making processes.\n\nTo provide some examples, EJA grants have contributed to better conditions for children with disabilities, by enabling the input from 30 NGOs (gathered by KOMF) on a new law for children with disabilities. This input resulted in better financial support by the state to children with disabilities, improved services to parents, families and schools, as well as a holistic view with prevention and follow up as part of the content of the new law. Grants from EJA have also supported a project aimed at fostering environmental protection in public spaces, initiated by the NGO Agromedicine. During the height of the Covid-19 pandemic, The Poslovno Savetodavni Centar Mitrovica Sever (PSCMS) could  using EJA grants - provide assistance to 12 senior citizens in North Mitrovica. PSCMS services later extended beyond essential needs to a total of 37 services and Sida consider this as a unexpected result, adaptively performed using the planned resources in another way and in a time when health care was more then ever needed. Further more EJA-grants was used to develop the tools for meeting and many organizations enhanced their IT-knowledge and experienced an efficiency in their work. \n\nA fourth example of an NGO granted by EJA is The Association for Divorced Parents (ADP). Its results include an improved situation for single parents, especially mothers, who are now able to submit requests for social services during the process of resolving divorce cases.\n\nOther results, on the side of the resource centre and the research and advocacy unit, include the initiating of a policy design for financial reporting systems for NGOs, the preparation of a Community Leadership Academy for young girls and boys to become leaders of their communities, and the Resource Diversification training which has prepared CSOs to explore alternative sources of funding.\n\nKCSF has strengthened its role as a watchdog for improving the democratic development in Kosovo. The organization has for example increased the monitoring of Civic Space. Up until 2023, KCSFs research team had reported over 220 instances in Kosovos civic space that impacted freedom of
