The total budget for the program is just over 48 million USD, and IFC has requested 192 million SEK from Sweden for the period 2019-2023. The program will be implemented in Morocco, Algeria, Tunisia, Egypt, Jordan, Lebanon, Palestine and Iraq.\n\nThe program is a multi-donor regional fund to support micro-small and medium sized companies (MSMEs) in getting improved access to finance and financial services, promote sustainable job creation, and encourage private sector growth in the region. This is the second phase of the facility and the program's proposed duration is 2019-2023. The intervention is within the framework of the economic sector of the Swedish MENA strategy, \"improved opportunities for regional economic development as a prerequisite for poor people to be able to improve their living conditions\". The program is implemented by two of the World Bank Groups organization, namely the IFC and the World Bank, where IFC will have the main responsibility.\n\nCreating decent jobs is one of the most critical challenges in a MENA (Middle East-North Africa) region that has undergone a mix of positive and negative democratic transition, economic stagnation, political turmoil and conflicts for almost a decade since the start of the Arab Spring 2011. These factors combined with high population growth have meant that the IFC estimates that the greater Arabregion needs up to 300 million new jobs by 2050.\n\nThe program's intervention logic is based on the results of the first phase and dialogue with a large number of stakeholders. MSMEs are central to all MENA economies and account for approximately 85-95% of all formal private sector employees in the region. In order to improve the economies and create jobs, a favorable business climate is needed where the companies have access to finance and financial services, which is today largely lacking. The challenges include poor regulations, poor capacity and limited understanding of the issues among MSMEs. The second phase of the MSME facility will address various barriers to financial inclusion and access to funding identified in Phase One.\n\nThe program has a well-developed theory of change with a linked results framework. The impact goals are inclusive growth, job creation and reduced inequality. Activities to achieve these goals will be carried out within three thematic areas and one cross-sector area.\n\n1. IFC also work to support the development of conducive financial infrastructure for banks and non-bank financial institutions such as credit bureaus, credit registries etc. provide advisory services and capacity building to facilitate greater access to finance for MSMEs by strengthening institutional framework for secured transactions. \n\n3. Advisory services to financial and support institutions (Pillar III) to design and implement innovative products and services. IFC provides technical assistance to banks and MFIs on MSME banking with emphasis on MSMEs and women-led enterprises, young entrepreneurs. Micro Finance Institutions (MFIs) operations in terms of strategy, products, risk and credit management, customer service. \n\nThe program is clearly operating under very difficult circumstances and with a high level of relevance for the region. It has suffered from delays from the beginning due to that it takes time for projects to be approved by governments and to start projects, longer time than was foreseen. On top of that extremely challenging economic environments with Covid-19 pandemic, the war in Ukraine and the high inflation and debt-levels of many countries and many countries being under severe economic crisis. Lately, the war in Gaza and the economic effects on neighbouring countries, specifically Lebanon but also Egypt, contributed to affecting the delivery of project outcomes and its implementation. \n\nDespite that, the program achieved important results during this reporting period across its three pillars. These include\ncontributing to the drafting of the national financial inclusion strategy and regulations on the supervision of\ninsolvency practitioners in Jordan, and the launch of a psychometric scoring model in Morocco. Results from\nadvisory work with financial institutions  achieved by nine different projects in Egypt, Morocco, and Tunisia \ncomprise the launch of a new climate product by Enda Tamweel and an improved supply chain finance (SCF)\nproduct by Attijariwafa Bank, the registration of almost 2,000 new users of Enda Cashs wallet for digital payments,\nand the disbursement of more than 352,000 MSME loans, with a total value of US$889 million. IFC estimates that\nincreased MSME lending spurred by advisory projects from the Facility has created a total of 16,276 to 26,866 jobs\nsince the inception of these initiatives. However, if looking at direct job creation it is around 5 000 jobs that has been created this far. However, the results of the program must be explained mush more in teh contribution to the overall ecosystem for access to finance, rather than exact job creation, rather building on a Theory of Change that contributes to job creation and economic growth. \n\nStatus of meeting targets\n\nThe program was expected to close in March 2025. Yet, in view of the external environment- in particular the conflict in the Middle East and political turmoil in program countries- and internal conditions (delays in government approvals for Pillar 1 work to start) and their impacts on program implementation, the donor partners and steering committee members agreed to an extension of the program to December 31, 2026. This will also allow end evaluation within the program dates, including the different Deep dives studies that cover all three pillars, therefore broadnening and enhanincg the evaluation.  These studies zoom in on selected projects, complementing the monitoring data that is collected every six months on the projects implementation and results by gathering more detailed quantitative and qualitative data, using additional sources, and providing client and beneficiary insights.\n\nThe first study has been completed, assessing the Facilitys NFS work with the Federation of Iraqi Chambers of Commerce (FICC) in Iraq and the QNB Alahli bank in Egypt. The second study is ongoing and evaluates the projects with Enda Tamweel and Enda Cash in Tunisia. \n\nResults from advisory work with financial institutions\n\nAchieved by 11 different projects in Egypt, Morocco, and Tunisia  comprised the launch of Al Tadamuns new very small enterprise (VSE) loan product, the registration of almost 32,000 new users (including over 18,000 women) of Enda Cashs wallet for digital payments, and the disbursement of more than 389,000 micro loans (of which almost 218,000 to women) with a total value of US$429 million (US$190 million to women) by Tanmeyah, Al Tadamun, Dakahlya Businessmens Association for Community Development (DBACD), and Enda Tamweel. IFC estimates that increased MSME lending spurred by advisory projects under the Facility has created a total of 25,132 to 35,850 jobs since the inception of these initiatives.\n\nIFC estimates that increased MSME lending spurred by advisory projects from the MENA MSME 2.0 Facility has created a total of 25,132 to 35,850 jobs since the inception of these projects.8 These include:\n• 8,14912,512 direct jobs (additional permanent jobs created by MSMEs that received financing from a client financial institution compared to a control group of similar MSMEs that did not receive financing).\n• 16,98323,338 indirect and induced jobs (additional jobs created in the MSME supply chain as the beneficiary MSMEs demand more intermediate inputs, and via a consumption multiplier effect whereby employees of the MSMEs and their supply chains spend a share of their higher income on consumption).\n\nThe program has achieved 96 percent of its program-end output and 73 percent of its program-end outcome targets, having used 77 percent of the budget available for projects. It is well on track at the output level, with 97 percent of to-date targets achieved. While almost half of the programs outcome indicators have met their to- date targets (and some even already their program-end targets), one third of them are lagging behind.\n\nThese indicators are related to the adoption of laws and regulations (Pillar 1), the implementation of recommended changes (Pillars 1, 2, and 3), the modernization of credit registries (Pillar 2), and the number of users of new or improved digital financial services (DFS) (Pillar 3). Main reasons behind the lagging results for these indicators include the difficult political or financial situation faced by several program countries, competing priorities and internal changes of clients, and other project-specific implementation challenges. While almost all program countries contribute to the lagging outcome-level results of Pillar 1, for the other pillars these are driven by only a few projects (one project in Egypt and one in Algeria for Pillar 2, and one project in Tunisia and one in Egypt for Pillar 3).\n\nAs of December 31, 2024, MENA MSME 2.0 had received a total of US$34.1 million of funding from development partners, net of refunds to FCDO based on amended agreements. The program reached US$24.7 million in actual disbursements and US$1.8 million in contracted commitments, totaling US$26.5 million. Despite the significant delays that affected the beginning of its implementation, the program has consistently grown its operations. Actual disbursements during the JulyDecember 2024 period reached US$2.1 million. Budget allocations to projects were reviewed and adjusted to align with the available funding and the new close date of December 31, 2026. \n\nMany country programs have completed work within some pillars (for example, Moroccos Pillar 1 has completed all its activities) and the program intends to finish strong in its remaining activities.
