They are also currently setting up a field office in Kenya. Based on CIVIC's own surveys of how civilians are affected by conflicts, the organization designs various interventions to ensure that military actors and peacekeeping forces are able to better protect civilians in various ways. CIVIC also works with civil society partners to build the capacity of the civilian population to raise their voice and advocate for their own protection, with a special focus on marginalized groups. \n\nSida has received an application for core support from CIVIC. The proposal is to support CIVIC's new five-year strategic plan (2021-2025) with an amount of SEK 34.2 million over three years (2021-2023), which represents approximately 11 percent of CIVIC's total budget for the period. The signing of a Memorandum of Understanding enabled CIVIC to deliver three training courses to 73 officers, including specialized training for 12 faculty members from the National University of the Interior. These initiatives were designed to build long-term civilian protection capacity and enhance police-community interactions in the context of the ongoing conflict.\n\nIn collaboration with military partners, CIVICs military engagement team contributed to four tactical exercises in Poland, enhancing training realism for 92 Ukrainian officers. Both military and civilian participants expressed high satisfaction with the integration of community perspectives into these exercises.CIVIC involvement is key to us being able to collectively deliver the most relevant and up-to-date training, noted a British Army Major, underscoring the significance of CIVICs contributions.\n\nOther impacts included the formalization of cooperation through Memoranda of Cooperation with the Chernihiv and Zaporizhzhia Oblast Military Administrations. CIVIC assesses these agreements to be pivotal in strengthening protection strategies and ensuring sustainable, long-term community resilience. However, despite these successes, challenges remain, particularly the limited local capacity to sustain protection mechanisms without continued external support. To address this, CIVIC is expanding its presence in key regions and working to build institutional capacity to ensure the long-term effectiveness of these protection efforts.\n\nIn addition, for the first time since the invasion of Ukraine, CIVIC hosted its 6th Protection of Civilians Conference in Kyiv in March 2025. The event  \"Civilians in Armed Conflict: Strengthening the Protection of Civilians at the Community Level during Full-scale Invasion  Response, Roles, and Resilience in Ukraine\" -convened military and government officials, local leaders from frontline communities, civil society organizations, and international experts. The conference focused on practical ways to share responsibility for protecting civilians, strengthen local capacity, and support communities under threat. A key takeaway was that effective protection depends on shared ownership, from national institutions to local communities. \n\n- CIVIC formed two CPGs in central Somalia in 2024. Thirty percent of participants in these CPGs were women. The groups served as platforms for discussions on civilian safety and hosted multiple training sessions for various community leaders, leading to enhanced community resilience against security threats.\n\n- CIVIC continued to deepen its presence in the Northeast of Nigeria in 2024, expanding within the BAY states of Borno, Adamawa, and Yobe. In response to intensifying threats to civilians, influenced by increased activity from AOGs and a corresponding response from Nigerian security forces, CIVIC established two more Community Protection Committees (CPCs) in Geidam and Michika LGAs. These consisted of 100 community representatives (50 male, 50 female), who engaged with military and other actors to address protection concerns on behalf of their communities In addition to training in self-protection, CIVIC provided training in civil-military dialogue.\n\n- Furthermore, in 2024, CIVIC formalized a new partnership with the Nigerian Defense Academy (NDA) through the signing of a Memorandum of Understanding. This collaboration institutionalized civilian protection training for future military leaders by integrating CIVICs Technology Enhanced e-Learning Application (TEELA) and PoC\u002FCHM modules into the NDA curriculum. The application provides insights on the challenges faced by civilians in conflict spaces while also informing users of how action or inaction from security forces may impact on protection of civilians. The innovative initiative represents a significant step toward embedding long-term, sustainable protection practices within Nigerias security sector.\n\n- Related to Sahel\u002FWest Africa, in March 2025, CIVIC launched a new project to strengthen the protection of civilians in the border areas of Benin, Togo, and Burkina Faso, where insecurity is rising due to the spread of non-state armed groups previously operating in the central Sahel. Unlike other CIVIC programs that operate within a single country, this project has a cross-border dimension and will foster exchanges and peer learning between CPGs and security forces in the three target countries. Civilians are increasingly caught between violent extremist attacks and heavy-handed counter terrorism operations by security forces, making efforts to enhance civilian protection more urgent and complex.\n\nPolicy level:\n\n- During 2024 CIVIC contributed to the development of the Pact for the Future, a landmark declaration adopted by all 193 UN Member States reaffirming their collective commitment to prioritizing the protection of civilians. CIVIC also provided expert input that helped shape key UN Security Council resolutions, including Resolution 2730 on the protection of humanitarian personnel and Resolution 2767, establishing the follow-up mission to the African Union Transition Mission in Somalia (ATMIS).\n\n- In 2024, one of the key highlights related to work towards the UN, was also the production and publication of UN Peace Operations & Human Rights, a comprehensive study assessing the impact of UN human rights efforts on peace operations. As part of the Effectiveness of Peace Operations Network (EPON) and in partnership with United Nations University Center for Policy Research, this research, based on empirical data and comparative analysis from ten UN missions, provided actionable recommendations for the UN Security Council, host governments, and mission leadership to enhance human rights-based\nprotection in conflict settings.\n\n-  In October 2024, CIVIC launched the PoC Trends Report and Civilian Protection Index, tracking protection-related developments in 2023. This project was a new flagship initiative for CIVIC, aimed at creating a solid evidence-based platform for advocacy driven by data and to highlight civilian perspectives. CIVICs report is intended to be a shadow report to the UN Secretary-Generals annual protection of civilians' report, to better include civilian perspectives and experiences in UN-based dialogues about protection concerns, and to serve as a link between local and national-level concerns and policy conversations at regional and multilateral levels.\n\n- CIVIC was honored to represent civil society at the UNSC Open Debate on PoC, using the platform to spotlight priority protection issues, call for adherence to international norms, challenge double standard approaches, and advocate for localized protection efforts. CIVICs key messages were reflected in several member state statements and circulated to capitals, amplifying the impact of its advocacy on global policy.\n\nEarmarked funds to the employment of a Gender advisor:\n\nIt should be noted that during this agreement period, Sida decided to earmark funds for a 3-year full time Gender advisor at CIVIC's HQ, in order to contribute to a strengthened integration of a gender perspective. It should be noted that the last three months of the activity period, i.e. January to March 2025, only involved costs for the remaining time of the agreed three years as set out in the agreement. \n\nCIVIC's first ever Gender Action Plan 2022-2024 (GAP), researched, produced and implemented by CIVICs Sida-funded Gender Advisor, was concluded in 2024, marking a significant step in the organisations commitment to gender equality. During the path to this GAP, Sida had many exchanges with CIVIC and the Gender advisor and has noted progress in related to overall awareness in the organisation as well as concrete operational progress in terms of integrating gender aspects into programming. Documentation, such as the MTR report for instance, shows that the employment of the Sida-funded Gender advisor has led to a shift and there are a number of examples of how country programs have taking gender considerations into account in the planning and implementation of activities across the four results areas. Also, in the 2021-2025 CIVIC Indicators and Definitions list (the organisations results framework) most of the indicators are gender disaggregated. \n\nTo assess the effectiveness of the GAP and inform future planning, CIVICs now Senior Gender Advisor led a comprehensive organisational evaluation of the GAP (Dox 20\u002F001424-230).\n\nTowards the end of the agreement period, CIVIC organised another virtual training session on gender mainstreaming, now for research and advocacy staff. The training provided practical tools and guidance to help staff integrate gender considerations into their work. To promote institutional sustainability and continuous learning, the training was recorded and incorporated into mandatory onboarding materials for all new research staff  reinforcing gender inclusion as a core principle within CIVICs organisational culture.\n\nAlso, in early 2025, the Senior Gender Advisor prepared the reestablishment of the Gender Focal Point Network, which acts as a resource for
