The project has successfully achieved its intended objectives, with the final project evaluation demonstrating growth across all outcome indicators, which are also reflected at the impact level.\n\nThe SPACE project has played a crucial role in promoting civic engagement and empowering a new generation of young Cambodians to participate in public life, despite the overall shrinking civic space in Cambodia due to restrictions on freedom of expression and barriers to youth participation. The evaluation shows a statistically significant increase in youth civic participation, rising from 55% in 2020 to 64% in 2024.\n\nThe overall increase in participation was most prominent among young people highly exposed to the projects media outputs and outreach initiatives. A significant rise in female participation was also observed, increasing from 47% at baseline to 60% at endline, while male participation saw a more modest increase from 58% to 61%. This highlights a notable shift toward gender equality in youth civic engagement, with female youth making more substantial gains.\n\nYoung people's understanding of how to engage in civic life has been enhanced through tools like accountability boxes, volunteering, and community meetings. Exposure to the project increased young people's ability to identify ways to help their community (36% vs. 23% for those not exposed) and boosted motivation to participate in civic activities (from 6% in 2020 to 23% in 2024). Confidence in public discussions, community meetings, and volunteering also rose by 13% (from 14% to 27%), demonstrating that the project achieved its overall outcomes.\n\nExamples of results under the respective pillar:\n\nThe Media Content Production under the SPACE program, including TV programs and digital content, has informed Cambodian youth about key issues in their lives and inspired them to take action in support of their communities' development. Carefully tailored to audience needs, the content aimed to challenge negative social norms while exploring feasible individual and collective actions within their environment. In 2024, a total of 256 social media content pieces were produced and distributed on Klahan9s widely followed platforms, including 98 pieces under the leaving no one behind theme. With a creative approach to engagement, this content received 22M reaches and generated 1.5M engagements on the Klahan9 Facebook page. The 33 episodes of the TV drama were repeatedly broadcast weekly on the TV channel, reaching 2 million viewers.\n\nThe Community Outreach Component has meant that BBCMA and project partners used a range of approaches, including delivering Roadshow Academy events in schools; establishing youth forums for young people to engage with parents, community leaders and policymakers on key issues; and conducting youth network meetings where young people could share knowledge and learning with their peers. Community outreach interventions delivered by BBC Media Action and its partners under the SPACE program in 2024 directly engaged more than 3,700 young people (2,300 women and 34 LGBTQ), enhancing their knowledge and motivation for civic participation. These initiatives also created opportunities for young people, parents, local authorities, and NGOs to interact, exchange perspectives, and build mutual understanding - fostering a more supportive environment for youth engagement in civic life.\n\nThe Media Support made sure that BBC Media Action also provided media capacity-strengthening workshops and online courses for journalists, NGOs, and media outlets, enhancing the production of high-quality public interest content. This includes the work to support 22 female journalists from the Cambodian Female Journalists (CFJ) network whose work focuses on gender equality in the media sector. These efforts contributed to improved media literacy, critical thinking, and the fight against misinformation, ultimately fostering greater youth participation in civic life. In 2024, the SPACE media support workstream successfully empowered young media practitioners, journalists, and content creators to amplify youth voices and promote civic engagement. Through partnerships with local media, 46 young media practitioners - including 25 women, 1 indigenous youth, and 4 LGBTQI individuals - produced 449 media pieces on youth issues, reaching 5.5 million users via social media and online platforms.\n\nThe Research Component has continuously helped to to capture crucial insights and learning that supported the project's improvement and enhanced understanding of the project impact on its audience as a whole. Since 2024 was a critical year for concluding the results of project implementation, the research component made a strong investment in conducting a comprehensive endline evaluation. This included a diverse range of research techniques, methodologies, and innovations - such as randomized controlled trial (RCT) and impact story collection - complementing broader surveys and qualitative research. Extensive research and data collection efforts were carried out to ensure robust evidence for assessing the project's success, challenges, lessons learned, and areas for improvement, shaping the
