Background: When preparations for the \nFourth International Conference on Financing for Development began, anticorruption,\ntransparency and accountability measures were notably absent.\n\n* TI also contributed to the Office of the United Nations High Commissioner\nfor Human Rights 2024 report at the Human Rights Council 56th session,\nwhich, building on TI's submission, acknowledged corruptions impact on public\nservice delivery. Several of Transparency Internationals recommendations to\nclose the loopholes for corruption in the service delivery cycle were included in\nthe report.\n\nArea: Exposing corruption in health care procurement (Zimbabwe)\n* Country example: TI published a Corruption Risk Assessment report on\nZimbabwes health sector. The report focused on the countrys medical supply\nchain, revealing how essential medicines are diverted to the black market.\nAdvocacy efforts by Transparency International Zimbabwe led the Medicines\nControl Agency to crack down on illegal sales and confiscate unregistered\nmedicines, and the VicePresident of Zimbabwe to endorse an electronic procurement system to improve transparency in medical supply purchasing. Background: In parts of Africa, women and girls face multiple barriers when accessing education and health care, with corruption further limiting their access to these vital services. Through TI's All 4 Inclusive Service Delivery Africa\nproject, they work to eliminate corruption that prevents them from exercising their\nrights in the Democratic Republic of Congo, Ghana, Madagascar, Rwanda and Zimbabwe. TI also reflected that exposing corruption is just the first step by driving reform and holding those in power accountable, they are working toward a future where health care is not a privilege, but a right that no one is denied.\n\nArea: Enhancing integrity in climate governance\n* TI also successfully lobbied the United Nations Framework Convention on\nClimate Change to remove a US$30,000 fee for local communities to appeal\nunder the Paris Agreement.\n\nArea: Expanding channels for reporting corruption\n* Legal services provided for free: For more than two decades, Transparency\nInternationals Advocacy and Legal Advice Centres (ALACs) have been\na lifeline for individuals and communities seeking justice against corruption.\nSince 2003, ALACs have provided free support for over 350,000 individuals and\ninvestigated more than 85,000 corruption related cases. Their work goes far\nbeyond resolving individual complaints  it strengthens accountability systems,\nbuilds public trust, and empowers citizens to demand integrity from those in\npower. In 2024 alone, the ALACs supported over 10,000 clients in over 53\ncountries.\n\nSO 2. STOP FLOWS OF DIRTY MONEY\n\nArea:  EU beneficial ownership transparency reform\n* Transparency International secured easier tracking of dirty money by ensuring\nthat the EU requires member states to ensure broad access for civil society\nand the media to beneficial ownership registers, rather than casebycase\naccess. Also, TI ensured that access by civil society and the media to these\nregisters will not be restricted based on their nationality, and that provisions\nwhich exposed journalists and activists to risks of retaliation when accessing\nbeneficial ownership registers were eliminated.\nTargeting enablers of corruption\n\n* Transparency International leveraged evidence from their Loophole Masters\nreport, published in December 2023, to shape global debates on the role of\nprofessionals from non-financial sectors (enablers) in facilitating illicit financial\nflows.\n\nArea:  Regional and national reforms\n*Transparency International engaged with the African Union on the need to\ndevelop regional beneficial ownership transparency standards.\n\nArea: Anti-corruption advocacy with the G20\n* Transparency International brought together civil society and G20 officials\nworking on anticorruption for a lively discussion on the need for stronger G20 anticorruption\nmeasures. TI developed a narrative on sustainable development, inequality and financial integrity, and published a position paper targeting the G20. They highlighted the critical role of anticorruption\nand financial integrity in promoting sustainable development and reducing inequality.\n\nSO 3. SECURE INTEGRITY IN POLITICS\n\nArea: Setting a high bar for political finance integrity\n* Transparency International adopted the Standards for Integrity in Political\nFinance, setting global principles comprising 55 recommendations for\ngovernments to ensure political funding is transparent to voters, originates from\nlegitimate sources, ensures a level playing field, helps overcome financial\nhurdles facing women, preserves the neutrality of the state, and is subject to\nindependent oversight. The Transparency International Standards leveraged\nevidence and extensive consultation across the movement, as well as from\nexperts within governments, international organisations, election observers, civil\nsociety and think tanks from all continents. The standards inform their national\nChapters gender-sensitive advocacy to improve political finance regulatory\nframeworks and practice, as well as their advocacy for these standards to inform\nthe work of international election observers from the Organisation for Security\nand Cooperation in Europe (OSCE), the EU, Asia and the Pacific, the Americas\nand Africa, and of intergovernmental platforms such as the Open\nGovernment Partnership. \n\nArea: Improving detection of political corruption risks in the Western Balkans and Türkiye\n* As part of the EU funded Citizen Engagement for Public Integrity project, Transparency International assessed governments capacity to fight corruption across the Western Balkans and Türkiye. TI's work\ndemonstrated the economic benefits of integrity, such as better market access,\nstronger partnerships and competitive advantage. PURSUE ENFORCEMENT AND JUSTICE\nPressing Britain to act in a Malawian corruption case\n* Transparency International advocated for action by the UK against Zuneth Sattar, accused of bribing senior Malawian officials in return for high-value public contracts, leading to commitments from the National Crime Agency to recover stolen Malawian funds, and increased media awareness of the case in Malawi. \n\nArea: Investigating Bangladeshs corrupt former regime\n* Transparency International partnered with Bloomberg and The Observer to\nexpose undeclared UK property investments by former Bangladeshi land\nminister Saifuzzaman Chowdhury, and we contributed to ongoing corruption\ninvestigations in Bangladesh and the UK.\n\nArea: Pursuing Russian kleptocrats assets in France\n* Transparency International France filed legal complaints against the authorities\nfor failing to act against Russian oligarchs hiding wealth in France. French\nauthorities seized three properties, including one owned by the current husband\nof Putins ex-wife. TI also advocated for asset confiscation to compensate\nvictims of corruption.\n\nSO 6. EXPAND CIVIC SPACE FOR ACCOUNTABILITY\n\nArea: Strengthening civic space through UNCAC\n* Transparency International organised the first ever civil society panel at the United Nations Convention against Corruption (UNCAC) to ensure that civic space features on the UNCAC agenda, and made recommendations on how UNCAC can contribute to an enabling environment for civil society. TI advocated for greater inclusion of civil society representatives in national\ndelegations to UNCAC. \n\nArea: Preventing repression in Bosnia and Herzegovina\n* TI led a successful campaign to block a law labelling foreign funded NGOs as foreign agents. TI's advocacy prompted the European Commission to warn Bosnia and Herzegovina not to reintroduce the law. \n\nArea: Protecting civic space through the EU System for an Enabling Environment for\ncivil society (EUSEE)\n* Transparency International built a network of national partners to monitor the enabling environment for civil society in 86 countries. This network developed a monitoring methodology for early warning of infringements against civic space, and comprehensive annual assessments. This was done as a part of the consortium implementing the EU System for an Enabling Environment for civil society (EUSEE) which is a new partnership between Transparency\nInternational, Hivos, CIVICUS, the European Partnership for Democracy, Focus and Democracy Reporting International.
