Activities have remained extensive and geographically diverse, combining inter-parliamentary convening, national capacity development, research production and human rights interventions.\n\nPerformance has been particularly strong under Strategic Objective 1 (Building effective and empowered parliaments), notably through the work of the Committee on the Human Rights of Parliamentarians (CHRP). The number of cases examined increased each year (739 MPs in 2022; 762 in 2023; 956 in 2024), reflecting both deteriorating global conditions for parliamentarians and sustained demand for IPU engagement. Youth engagement initiatives have grown in visibility and participation, particularly through pledges and caucus formation, though demographic representation remains structurally slow to shift.\n\nUnder Strategic Objective 3 (Supporting resilient and innovative parliaments), the period marks a notable expansion into digital transformation and artificial intelligence governance. The adoption of AI-related resolutions and guidelines, modernization of the Parline database, and continued work of the Centre for Innovation in Parliament demonstrate adaptation to emerging governance challenges. The IPU has positioned itself as a norm-setting actor in parliamentary digital ethics and anticipatory governance.\n\nUnder Strategic Objective 4 (Catalysing collective parliamentary action), parliamentary participation in international accountability mechanisms has increased. Engagement in CEDAW reporting, the Universal Periodic Review (UPR), and SDG follow-up processes shows steady improvement. Surveys indicate that parliamentary involvement in voluntary national reviews has grown compared to earlier years, suggesting strengthened linkages between international commitments and domestic oversight.\n\nContextually, the reporting period has been marked by growing polarization, unconstitutional changes of power in several countries, and a documented increase in human rights violations against MPs. The IPU has responded by increasing engagement in transitional contexts, particularly in West and Central Africa, combining political dialogue with technical support. The dual politicaltechnical role of the IPU is increasingly visible in its programming.\n\nOverall, the IPU demonstrates sustained operational delivery, thematic relevance and adaptive capacity in a deteriorating democratic environment.
