By working closely with national partners to operationalize and make sustainable initial results made, the project intent is to continue supporting local institutions in  creating a more accountable and effective security and intelligence sector. Institutionalizing achievements requires longer-term commitment for procedures to be developed and capacity to be established for effective implementation. Hence, DCAF proposes an extended implementation timeframe that includes two additional phases of intervention: 2021-2023 (Main Phase) and 2024-2026 (Exit Phase). The first phase will be comprehensive and multi-institutional, while the latter will in particular focus on building institutional capacity in the Parliament. After a dialogue between Sida and DCAF, the decision was taken to appraise a three-year support to cover for the main phase, with the potential of a future application for an extension to cover the full five-year period. The decision for a possible continued support shall be based on the findings by the planned mid-term review (referred to in the Agreement with Sida as an end term evaluation), and on the achieved project results during the implementing period.\n\nThe proposed contribution has an overall programme goal which states: \"The intelligence and law enforcement agencies in North Macedonia operate under effective democratic control and oversight and fight serious and organized crime and curb corruption in line with good practice of accountability and respect for human rights.\" Moreover, the intervention is structured around three outcomes: \n\nOutcome 1: Legal and institutional framework. Legal and institutional framework of the intelligence and law enforcement sector in North Macedonia amended in line with relevant Euro-Atlantic principles and good practice of accountability and respect for human rights.\n\nOutcome 2: Capacity building. External oversight bodies conduct effective and transparent oversight and control over intelligence and law enforcement sector activities.\n\nOutcome 3: Public trust. The public is informed on the functioning and results of the intelligence and security accountability system. \n\nTo each outcome above, there is a number of corresponding outputs, indicators, baselines and targets. \n\nAs regards the policy markers, democracy and human rights is the principal objective, whereas conflict prevention, peace and security is a significant objective. Also, the project is aligned to the 2030 Agenda and the Global goals. In particular, the project links to SDG 16 on Peace, justice and strong institutions and its target 16.6 and 16.10. \n\nThe intervention’s total budget for the Main Phase (2021-2023) is approximately 35 million SEK (3 776 560 CHF), out of which the organisation’s own funding is approximately 1,9 million SEK (206 250 CHF). This comprehensive analysis led to the development of an evidencebased Gender Action Plan (GAP), which directly\naddresses challenges identified during the GSA process. These achievements were highlighted in the EU Progress Report for 2024 (p.89), as a positive\ndevelopment in North Macedonia in the context of gender equality. A working group of 16 administrative personnel from MoD, along with civilian and military\nstaff from the Army (10 women and 6 men), has been established to implement and monitor the implementation of the Gender Action Plan (20242028).\nMoreover, a new systematization has been established in the MoD and the Army, which contributes to strengthening the gender structure in the MoD and the Army as outlined in the Gender Action Plan. This includes a minimum of three positions dedicated to gender equality within the MoD's Support Sector and a\ndesignated Advisor for Gender Equality in the Cabinet of the General Staff. (Indicator #2.5)\n\n- The Shielded Room and Protected Workplace in the Parliament was accredited based on documents submitted to the Directorate for Security of\nClassified Information (DSCI) and oppened in 2024. (Indicator #1,1). The Ceremonial Opening of the Shielded Room and Protected Workplace in the\nParliament was covered by a range of local mainstream media (TV channels, newspapers, and media portals). In addition, there was significant engagement\non social media (via Twitter, Facebook, and LinkedIn) with content shared\u002Fre-shared and tweeted\u002Fretweeted on DCAFs and participants social media\nprofiles, including the ones of policymakers. The event was additionally summarized in two short documentaries produced by 360 Degrees and the\nParliamentary Channel. This extensive coverage indicates significant public attention and interest in the topic of oversight. (Indicator #3.2 )\n\n-  Road-map with Performance Indicators for Assessing Transparency, Accountability, and Effectiveness in the Intelligence and Security Sector of\nNorth Macedonia was published after a two year development process led by a partner CSO, with input from oversight actors and intelligence institutions. This Road-map reflects and summarizes the practical and instrumental findings based on evidence and qualitative primary data retrieved from interviews, opened questionnaires and nominal group discussions with representatives from the intelligence and security sector and independent actors. A video was prepared by partner media organization in 2024 to promote the road-map. The road-map was already used throughout 2024 during training with CSOs\u002Fmedia and parliamentary staff on how to use the indicators to monitor the work of the intelligence and security institutions. It will be widely promoted throughout\n2025. (Indicator #3.1)\n\n- Guide for Developing Annual Reports in Security and Intelligence Services and Control and Oversight Institutions was developed aiming to improve the\nreporting standards within the institutions and it is already put in use by OTA when preparing their annual reports. (Indicator #3.3)\n\n- The Department for Forensic Examinations at the Ministry of Interior has met all necessary legal, technical, and operational requirements and is fully prepared to initiate the international automated exchange of biometric data (DNA and dactyloscopy) under the PCC Prüm framework. From a technical perspective, the required firewall infrastructure (hardware) has been successfully established. Legally, internal guideline modifications have been made in accordance with the PCC Prüm framework, (Indicator #1.3 )\n\n- The second Annual Report was issued by Ministry of Interior (MoI) on the implementation of its Integrity Plan (2023  2025) which indicates 90%\nimplementation rate, with all trainings, controls, and other activities performed. Additionally, over 40 police inspectors from the MoIs Department for Internal\nControl, Criminal Investigations, and Professional Standards (DICCIPS) were trained to strengthen their criminal investigation capacities, in accordance with\nthe Law on Internal Affairs. In 2024, DICCIPS initiated investigations into 1,366 cases of alleged illegal, unprofessional, and unethical conduct, as\nwell as abuse of official position, reflecting a 10.6% increase compared to the previous year. (Indicator #2.3)\n\n-  A monitoring report conducted with CSOs and the media training group revealed that the communication and cooperation gap between civil society\nand state institutions is shrinking, as evidenced by increased access to Ministers and Directors of intelligence and security sector institutions previously\nless attainable for interviews and meetings. Consequently, an increase is noted in reporting on intelligence and security matters by the CSO and media\ngroup that attends the trainings for civilian oversight. For instance, TELMA TV produced 45minute video documentary examining the announced merger of\nthe Intelligence Agency and the National Security Agency (NSA) into a single entity. The same TV channel also broadcasted series of reports (well informed\nvideos) on the controversial election process of the members of the Council of Civilian Supervision. ALFA TV produced a compelling live broadcast episode\naddressing the potential merger of the Intelligence Agency (IA) and the National Security Agency (NSA). (Indicator #3.2)\n\nBased on the above registered and assessed results, Sida concludes that significant results have been achieved that also are achieving satisfactory level\nof sustainability and regular integration into the system of  the country.
