Inclusion is a special theme to ensure and monitor that efforts promote participation and requirements of vulnerable groups, including people living with disabilities.\n\nGWSP operates in the water and sanitation sector, with water resource management and with sustainable water use in agriculture. \n\nGWSP has country presence in a large number of countries and is a reputable actor for global knowledge production and dissemination with opportunities for international as well as national policy influence. Through the close the connection to the World Bank's operations for lending, GWSP has the opportunity to\ncatalyze funding to implement plans and programs.\n\nIn addition to GWSP being able to influence loans so that plans and initiatives can be realized and scaled up, the close connection to the World Bank's loan operations enables GWSP to contribute to the design of loans that are of a higher quality and better integrate the perspective of poor people, equality and inclusion and the environment - and climate aspects.\n\nSida assesses that GWSP's work has contributed and continues to contribute to advancing climate adaptation through, for example, initiatives for water reservoirs with multiple purposes (multipurpose), management and handling of catchment areas, resilience against drought and to emission reductions through, for example, nature-based solutions that integrate green and gray infrastructure , for example in sewage treatment. Many efforts thereby also contribute to disaster risk reduction.\n\nThe World Bank's system for environmental integration has been assessed as well developed by Sida centrally. GWSP's work, mainly in the water resources part and water for agriculture, has a direct positive impact on environmental effects, including on biodiversity. Through GWSP's support, the environmental perspective on, for example, World Bank loans for related infrastructure is strengthened. GWSP's work in water supply and sewage also contributes positively to reduced environmental impact, but that is not the primary aim, which is rather increased access to safe water and sanitation.\n\nThe effort involves a lot of private sector collaboration, partly with the aim of promoting private investment.\n\nBased on established progress for eg gender equality and conflict,  from the mid-term evaluation and the updated strategy, Sida assesses that for all perspectives, there are overall goals and a structural framework for how the perspectives should be addressed and integrated.\n\nGWSP has a system for measuring the number of interventions that include gender equality work, which requires that the intervention has a logical flow from analysis, to activities and results frameworks that address inequality. Among the lending projects influenced by GWSP, representing commitments of more than USD 2.8bn, were six conflict-affected countries (Burkina Faso, Central African Republic, Comoros, Ethiopia, Nigeria and Timor-Leste) and one conflict-sensitive region (Eastern and Southern Africa).\n\nThe World Bank Group's Water Resources Management Initiative focuses on reducing hydro-climatic risks - particularly from floods and droughts - thereby increasing the capacity to cope with more variable water flows and improving sustainable water management at local, national and transboundary river basin levels. GWSP funds critical analytical work that helps to achieve such outcomes in water management. In Europe and Central Asia, GWSP has helped develop a new agile approach to water security diagnostics. In-depth country-level water security analyses were carried out in Albania, Bosnia and Herzegovina, Croatia, Montenegro and Serbia, and more comprehensive reports were produced for eight additional countries. The rapid diagnostic processes allow for productive dialogues at country level and the identification of specific challenges. In Albania, for example, discussions led to the government securing EU funding to address dam safety and to develop nationwide sanitation plans.\n\nGWSP support also enabled the Bank to strengthen its expertise in nature-based solutions (NBS) for climate resilience. In Fiji, NBS training helped a Bank team design a proposed project to improve water quality in selected catchments through approaches that include constructed wetlands for wastewater treatment. In addition, GWSP supported the Bank's efforts to promote sediment assessment and mitigation in reservoirs and dams in Central Asia.\n\nClimate-Resilient Irrigation\n\nGWSP has supported results in climate-resilient irrigation projects. In Nigeria, GWSP funds supported training for officials responsible for the country's water policy in river basins to understand, prioritise and plan for dam safety and maintenance, helping to ensure long-term food security. In India, GWSP supported the training of staff at the Ministry of Water Resources and state governments to use two different remote sensing tools: one to assess which irrigation systems are working and one to assess irrigation performance. In Indonesia, where GWSP funded research for a bank project that improved irrigation services and promoted climate-smart agricultural practices, farmers' incomes have increased by 25 per cent.\n\nWater Supply and Sanitation\n\nIn the Lake Victoria basin, GWSP has supported five countries to reduce discharges and pollution into the lake. In collaboration with the organisation Water & Sanitation for the Urban Poor, GWSP has supported inclusive work to develop the Lakewide Inclusive Sanitation Strategy, which was adopted by the Lake Victoria Ministerial Council in February 2024. GWSP has also funded analyses of the sanitation situation in 57 urban areas in five countries to identify hot spots. The results have formed the basis of action plans for four cities in Kenya, Rwanda, Uganda and Tanzania that identify investments for improved sanitation.\n\nThe Lusaka Sanitation Project ended in FY24 after improving sanitation for approximately 345,000 people (50 percent of them women), exceeding the targeted number of beneficiaries. Notably, the project contributed to greater sanitation access in peri-urban areas, where most of the citys poor reside. In addition, the project improved fecal sludge management in Lusaka and increased the sewerage network and connections to it. One result was lower rates of waterborne diseases.\n\nThe GWSP-funded Water Supply and Sanitation Sector Diagnostic highlighted inefficiencies hindering the government of Zambia's goal of achieving universal access to water and sanitation by 2030. The findings indicated the need for a shift from investing in infrastructure to improving efficiency, reducing nonrevenue water, and enhancing financial viability through operational improvements and technological innovations. The diagnostics findings and recommendations have been instrumental in developing a new project in Zambia to strengthen commercial utilities by improving their operational and financial efficiencies. \n\nGWSP also give \"just in time support\" to countries.  In Burundi and Democratic Republic of Congo where technical support was given for project design for water supply, sanitation, and hygiene (WASH) in schools and health care facilities. In Columbia support was given to implment \"best practises\" in WASH implementation for schools and health centers, reviewing national standards and developing a strategy to pilot institutional WASH facilities in participating municipalities.\n\n\n\nReporting against the GWSP results framework:\n\nGWSP indicators are grouped into three blocks.\n\n- Block A looks at the multiyear knowledge and technical assistance activities supported by GWSP.\n\n- Block B considers how GWSP-supported knowledge and technical assistance has influenced newly approved and active World Bank lending operations in terms of design and outcomes.\n\n- Block C includes qualitative and quantitative assessments of the influence and impact of knowledge and technical assistance on lending operations of the Global Department for Water in nine priority countries, based on agreed-upon indicators, at intervals over the life of GWSP. \n\nExamples of results under Block A Knowledge and Technical Assistance:\n\n-31 countries (compared with 26 countries in FY 23) were supported to develop policies and strategies that strengthen the sustainable management of water resources and built infrastructure assets. \n\n-13 countries (11 in FY 23) were supported to improve the financial viability and creditworthiness of their water sector institutions.\n\n-13 countries (8 in FY 23) were supported to develop policies\u002Fstrategies to enhance social inclusion of women, persons with disabilities or other excluded groups in the management of water resources or service delivery. \n\n-34 countries (28 in FY 23) were supported to strengthen the capacity of their water-related institutions for managing water resources or service delivery. \n\n-31 countries (12 in FY 23) were supported to develop policies, strategies or regulatory frameworks to improve financial viability. \n\n\nExamples of results under Block B Reporting on Portfolio Shifts (GWSP influence on lending)\n\nIn FY24, total approved financing for water, led by the Water Department, was $3.64 billion, almost a billion less than in FY23. This financing corresponded to 22 projects spanning GWSPs three main business lines: water supply and sanitation (11 projects), water resources management (7 projects), and climate-resilient irrigation (4 projects).\n\nIn FY24, projects improved or maintained their performance against 11 of 14 Block B1 indicators tracking GWSPs influence in the design of new water lending. Under the theme of sustainability, all 22 projects approved in FY24 scored positively against the indicator documenting the inclusion of measures that promote sustainable and efficient water use. Projects have not yet met the FY30 targets for 4 of 11 indicators under the themes of inclusion, financing, and resilience, but they are showing progress. In FY24, all 22 approved water projects promoted sustainable and efficient water use.\n\nA shortfall last year was the number of project with explicit focus on leveraging private capital which was only 8 for the FY 23, compared to the yearly target of 20. This was addressed though different measures, which were presented to the donor partnership council in February 2024, and the results for FY 24 was 40 projects.\n\nThe result of the lending per overarching objective:  (Average target range\u002F year for the peroid 2023-2030 of a selection of expected results): \n\nPeople with access to improved water sources:  17.24 million ( 12.0-14.9)\n\nPeople with access to improved sanitation: 4.13 million (8.42-9.7) \n\nHealth centers and schools with access to improved water and sanitation service: 5404 units ( 1377-1875)\n\nPeople in areas covered by water risk mitigation measures (flooding\u002Fdrought): 16.37 million (4.1-5)\n\nInstitutions with WRM monitoring systems: 24 (22-24)\n\nArea under sustainable land\u002Fwater management practices: 2.9 millions of hectares (1.0-1.2)\n\nThe number of people provided with access to improved water in FY24 was 17.24 million, 16 percent above the upper bound of the yearly target range. This over-performance was mainly due to results reported by the Karachi Water and Sewerage Services Improvement Project in Pakistan, which provided access to 7.26 million additional people in FY24, exceeding its own target.\n\nThe number of schools and health centers with access to improved water and sanitation services increased from 2559 in FY23 to 5404 in FY24. \n\nThe shortfall of the sanitation work is an effect of timing of completion. The yearly average of sanitation achievement is still above the yearly target. 54 percent of the people provided with access to sanitation in FY24 through World Bank projects were in IDA-eligible countries.\n\n13 percent of total results were in countries affected by fragility and conflict (Burkina Faso, the Democratic Republic of Congo, Ethiopia, Guinea-Bissau, Haiti, Iraq, Mali, Mozambique, Nigeria, Papua New Guinea, the Solomon Islands, Somalia, and Yemen). \n\n\n\nResults examples from Block C countries:\n\nWith GWSP support, Vietnam has strengthened its legal and policy framework for water security, shifting the focus from policy development to implementation through a national, transboundary and inter-ministerial approach. The support has led to the implementation of key World Bank recommendations for a more sustainable water system and for improving the safety of dams and reservoirs. GWSP has also supported the development of the Mekong Delta Regional Plan, approved in 2023; the revision of Vietnam's National Law on Water Resources, adopted in 2023; the development of the law's guiding decree, which focuses on the economic valuation of water; the preparation of a roadmap for the establishment of a national water resources information and decision support system; and the development of a national investment programme for river revitalization.\nFurthermore, the GWSP supported the development of a new law on water supply and drainage aimed at ensuring water supply in urban and rural settlements.\n\nGWSP has supported improved access to water and sanitation and integrated water resources management (IWRM) in Uganda under the World Bank-funded Integrated Water Management and Development Project (IWMDP), a USD 280 million project for the period 2018-2026, focusing on the vulnerable northern and eastern regions of Uganda and the districts hosting large numbers of refugees, as well as areas with low coverage of water supply and sanitation. GWSP has contributed to Uganda's national groundwater assessment and to the development of 66 watershed and water source protection plans. The targets for the number of protection plans were comfortably met. GWSP also provided advisory support to the Ministry of Water and Environment on its Water and Environment Information System. The system was installed and operationalized in 2024 and rolled out to three of the four regional water management offices. The system is expected to become the Ugandan water sector's main management information.\n\nGWSP has supported Bolivia in the preparation of a USD 173 million sustainable irrigation project that was approved for IBRD financing in 2024. GWSP has supported the development of various tools, including for calculating optimal irrigated areas, for assessing the vulnerability of dams to sedimentation, and for analyzing the conditions for growing and selling various agricultural products.
