The proposed contribution will provide funding to expand programming under WBPC result area (2) Resilience Building and (3) Advocacy. \n\nThe objective of the proposed program is to address the fundamental resilience needs of vulnerable Palestinian persons and communities subjected to recurrent rights violations related to policies of forcible transfer through a protection-centered resilience program. The work will focus on community-based protection, basic and social infrastructure, livelihoods and advocacy. In order to ensure development effectiveness and alignment with overall WBPC programming and strategic planning, the program will be fully aligned with result area 2 and 3. Work plans and budgets are subject to Sida’s approval. \n\nIt is further proposed that the contribution also includes earmarked funding for the Association of International Development Agencies (AIDA). AIDA supports coordination between its 80 INGO members and the wider humanitarian-development-peace structures in Palestine to facilitate NGOs’ safe, effective and impactful delivery of assistance and protection for Palestinians and their communities. During the implementation period the\nlevels of violence perpetrated by Israeli settlers and Israeli Security Forces and\nthe number of demolitions and forced transfers have reached record levels,\nespecially after 7 October 2023. Within this context the WBPC has played a\npivotal and unique role in counteracting the effects and bringing public and\ndiplomatic attention to the situation. The advocacy work has involved the\ndiplomatic community in Palestine in a comprehensive way and has resulted in\nan increased understanding of the violations against international law. Heads of\nMissions in Jerusalem consider the WBPC as instrumental in increasing the\nawareness of the deteriorating situation, especially in Area C and East\nJerusalem. A great number of field visits and briefings have been  organised by\nthe WBPC, often to communities that have recently been attacked. An example\nis a diplomatic mission to a beduin community, which had its school completely\ndestroyed by settlers. As a consequence the community left their land, since it\nwas considered unsafe for children. After such diplomatic missions a common\nstatement is formulated and sent to Israeli authorities. Furthermore, the WBPC\nhas issued regular alerts on forcible transfer, demolitions and settler attacks,\nincluding social media posts and media engagement.\nWithin pillar 2  Resilience building with community based protection, basic and\nsocial infrastructure and legal aid  the implementation of the program has\ncontributed to the resilience of vulnerable Palestinian communities and mitigated\nthe impact of the coercive environment. The violence, movement restrictions and\nforced transfers make Palestinians constantly exposed to systematic threaths\nwhich puts serious barriers to economic development. Assaults and destruction\nof fundamental economic assets have resulted in denial of means of livelihood.\nChildren under 18 constitute half of the population which means that this is a\nserious breach of children's rights. Despite this coercive enviorrnment the\nresilience building of the WBPC has improved people's possibilities to endure.\nDuring 2023, 216 communities were targeted and 65% reported an improved\nfeeling of safety, which was higher than targeted (55%). With the Sida support\ncommunities have been provided with material assistance such as school\nupgrading and water rehabilitation. School upgrading has been done to increase\nchildren's safety against settler attacks. Another serious risk for communities is\nforcible transfer, which is heightened because of lack of livelihood opportunities.\nThe Consortium has therefore implemented income generating activities\nspecially aimed at women, youth and people with disabilties.
