To advance localization efforts, UN Women successfully advocated for the establishment of three new district-level GiHA chapters in Jamalpur, Khulna and Satkhira. UN Women ensured that the local chapters are co-chaired by a government (local DWA units) and a women-led civil society representative, thereby generating ownership of key stakeholders in the GiHA mechanism. Another significant milestone was the formation of a national Women's Climate Action Network with 100 Women-Led Organisations (WLOs) from the five most climate-vulnerable districts (Cox's Bazar, Jamalpur, Khulna, Kurigram and Satkhira).\n\nAgainst increased insecurities, GBV incidents, and the arrival of several thousands of Rohingya fleeing the armed conflict in Myanmar, the self-mobilization of Rohingya women to assert their rights and leadership demonstrated the most progress in Cox's Bazar. Amid men's forced recruitment, Rohingya women exercised agency and leadership, many assuming sole responsibility for their families, some organizing into groups to protect their camps from violent groups. High numbers of women pursued protection and empowerment services, despite mobility restrictions.\n\nAddressing the critical lack of essential literacy and numeracy skills among adults, 2024 saw the introduction of Accelerated Adult Learning (AAL) in the\ncamps. Contributing to these results, the 53 UN Women supported Rohingya Gender Volunteers adopted expanded roles, monitoring gendered insecurities,\naccompanying women and girls to essential services and providing psychosocial support, reaching 51,566 Rohingya women and men and facilitating 5,652\nservice referrals in six camps. \n\nServices provided at the 8 Multi-Purpose Women's Centres (MPWCs) enhanced the resilience and empowerment of 120,524 women and girls in 2024 (Rohingya: 97,591 and host community: 22,933).\n\nWith decreased funding available for the Joint Response Plan (JRP), UN Women support contributed to increased visibility of refugee and women-led\nsolutions as an effective means to ensure longer-term sustainability of the response, and to access gender analysis, and enhanced capacities of WROs\nand humanitarian actors. \n\nUN Women transitioned operations of 5 MPWCs to 3 local WROs (JNUS and their consortium partner SKUS took on the responsibility of operating 2 MPWCs\nwhile RWWS managed the operations of three MPWCs). ActionAid Bangladesh continued to operate 3 MPWCs and assisted the localization process by hosting GBV case management and AAL trainings for new partners. For the first time, local WROs were recognized as UN Women programme partners under the Livelihoods and Skills Development Sector in the 2025-2026 Joint Response Plan (JRP). This inclusion signifies an important milestone in the contribution of local WROs to humanitarian response.\n\nTo support a standardized approach, UN Women developed guidance on operating MPWCs through an integrated service model based on feminist\nprincipes and international norms and standards.\n\nThe GiHA working group continued to play a pivotal role in enhancing the gender mainstreaming capacities and skills of humanitarian actors across sectors to address the critical needs of Rohingya refugee and host community women and girls in Cox's
