Representatives from both public and private media, as well as the universities and womens' organisations, testify that the programme has contributed to an improvement of media in the country and better skills of the media professionals. More than 90 per cent of the respondents from the online survey say that they have improved their skills because of interventions from thre programme. \n\nOutcome 1 - Private media \n\nThe MTR found that the RMP has contributed to a stronger private media sector. The media viability programme for the 10 larger private media has yielded tangible results for most of the participating media houses. They have sharpened their editorial profiles and developed clear strategies and visions, and they have increased their understanding of their key audiences. This has also, according to respondents, resulted in increased audiences and also in improved revenues.  \n\nThe MTR also finds that the cross-cutting gender equality activities have resulted in increased awareness in the newsrooms about gender issues, including gender-based violence, sexual harassment, and the publication of women's perspectives in general. The new industry anti-harassment policy has been developed and endorsed by a wide variety of media houses, and the RMP and the local partners have been part of the development of the pan-African Kigali Declaration on Gender Violence in and through the Media.\n\nOutcome 2 - Public service media \n\nThe strong relations between RBA and Swedish Public Service Media (PSM), through SR MDO, and the peer-to-peer support at all organisational levels, have led to several achievements. Results are on the policy level, but also in terms of routines and capacities. Progress can be seen in new leadership skills to a more diversified selection of voices in the RBA news.\n\nConfirmed by the MTE, RBA has moved closer to being a PSM, not only in name. The content production has changed from covering mostly official information from government to a new way of working, where the voices of ordinary citizens are seen as important. RBA continues to deepen its application of public service values, for example by settining targets on giving voices to women, young people and those affected, and not only people in power. It is using insights from audience research to develop content. The shift at RBA has been duly noticed also by colleagues in the private media sector, the MTE notes. \n\nIn 2023, the RBAs new 5-year strategy A bridge for citizen engagement in the digital society was finalized with the support of SR MDO. It shows that RBAs direction is both in line with and influenced by SR MDO´s public service development mission within RMP.\n\nAn important emerging result is the SR MDO-supported development of a new public service financing model for RBA, moving from private (and government) advertising to a model along the lines of the Swedish and Finnish system of a ring-fenced public service tax. \n\nOutcome 3 - Universities \n\nProgress has been made when it comes to strengthening students in their hands-on practice. Students have gained skills and opportunities to publish their own stories on programme supported student media platforms. Other activities involving guest lecturers, expert mentors, and study tours has had impact in bridging the gap between the media industry and journalism education.\n\nLecturers at the partner universities have increased their knowledge of new developments in practical journalism. They have also had the chance to expand their regional networks through conference participation and academic exchanges.\n\nThe student-led  Gender Clubs with the participation of both male and female students have been established at the partner universities.\n\nThe curriculum review at one of the universities, Eeast African University of Rwanda, has been finalised.
