Sida’s contribution to the project is 10%, while the 90% of the total amount of the project will be covered by Austrian Development Agency.\n\nEstablished in 1996, KWN was originally an informal network of women’s groups and organizations from various regions in Kosova. Since its inception, KWN has developed into a formal network that advocates on behalf of Kosovar women, at the local, regional and international level. Representing the interests of its 158 members, including women’s organizations of all ethnic groups from throughout Kosova, KWN is a leader among civil society organizations in Kosova and the region.\nThe proposed intervention will contribute to overall gender equality in Kosovo, specifically in support of implementation of instruments such as  CEDAW (The Committee on the Elimination of Discrimination against Women); the Criminal Code ; the Law on Protection from Discrimination ; the Law on Local Self Government ; the Kosovo Program on Gender Equality (KPGE)  ; the National Strategy on Protection from Domestic Violence and Action Plan 2016-2020  (and its successor); and the Government Strategy for Cooperation with Civil Society 2019-2023, among several other laws and policies. More specifically, this will contribute to KPGE strategic objective 2.2.: \"Creating a favourable environment for the realization of human rights”, which “ aims to contribute to the advancement of gender equality by highlighting the fundamental right to unimpeded opportunities in realizing the capacities and potentials of girls and women, the elimination of discriminatory social practices (based on gender, ethnicity, age, and ability) and creation of policies that support and advance the equal participation of marginalized groups”. Although not aligned with a specific activity foreseen in the KPGE, it also will contribute more broadly to “elimination of discriminatory social practices” through strategizing carefully for feminist interventions, as well as supporting and empowering KWN members to take actions towards this in their communities, supported by Kosovo Women´s Fund (KWF).\nAdditionally, the contribution will contribute to progress towards UN SDG  objective 5 related to gender equality and empowerment of all women and girls (targets 5.1, 5.2, 5.3, 5.4, 5.5 and 5.6), while initiatives undertaken by KWF grant recipients under this outcome may contribute to other SDG goals, based on needs that they identify within their municipalities. \n\nSida’s contribution is 808 400 SEK. It also contributed to the implementation of the National Strategy on Domestic Violence and Violence Against Women (2022-2026), remained an active member of the Security Gender Group, and engaged with the WAVE network at the European level. Importantly, KWN provided expertise for the development of the new Health Protocol for treating GBV, ensuring the resulting document is comprehensive and practical for professionals handling GBV cases.\n\nWhile political instability in 2024-2025 temporarily limited advocacy opportunities, KWN adapted by postponing the launch of its Monitoring of Institutional Response to GBV report until late 2025, when institutions would be able to act on its recommendations. In the meantime, KWN delivered targeted capacity-building on legal and procedural compliance, updated its GBV Operating Procedures, and continued urgent advocacy for stable shelter funding. These efforts successfully secured emergency government allocations despite recurring funding gaps.\n\nKWN and its sub-grantees tailored awareness-raising activities to address urban rural differences in access to healthcare, resulting in more effective outreach. KWN further strengthened womens organizations through its Organizational and Advocacy Capacity Assessment (OACA) with eight KWF recipients, developing and implementing tailored Capacity Development Plans supported by workshops on advocacy, proposal writing, fundraising, and public speaking.\n\nPublic education efforts were highly impactful: 751 women and men were informed about their healthcare rights, how to identify violations, and mechanisms for reporting. Thirty-two new cases of womens health rights violations were formally documented, bringing the total to 52 since project inception. KWN also provided free legal aid for 23 new GBV cases (109 total) and monitored 18 cases in courts, including one strategic litigation case. Advocacy through the media remained consistent, with 10 press releases and around 60 media appearances addressing femicide, sexual violence, cyber violence, and harassment.\n\nKWN exceeded expectations in advocating for gender-transformative education, undertaking eight initiatives, preparing nine reports with actionable recommendations for curricula reform, and achieving 119 observations of gender-sensitive teaching nearly tripling its original target of 40 by 2025. Particular emphasis was placed on advocating for childcare and eldercare, including direct engagement with the European Commission and EU Office in Kosovo, influencing donor strategies, and pushing for budgetary allocations and legal provisions to ensure sustainable support for these services.\n\nOverall, all planned activities for the reporting period were completed regardless, even though there was a delay as highlighted at the beginning. The efforts of KWN and its partners have strengthened institutional accountability, empowered womens organizations, expanded public awareness of rights, and advanced systemic reforms in healthcare, education, and GBV response. Sida has confirmed that the report demonstrates achievement of the planned objectives, and the report has been approved by ADA. With the conclusion of the agreement, KWN remains well-positioned to sustain and expand these gains in the years
