Det övergripande målet för insatsen är förbättrad ekonomisk utveckling med hållbara affärsmodeller avseende serbisk digital media genom kapacitetsuppbyggnad och bättre tillgång till finansiering.\n\nInsatsen är baserad på att USAID kommer att erhålla delegerade medel från Sida och vara fullt ansvarig för den ekonomiska förvaltningen av dessa medel inom ramen för insatsen. USAID kommer också ha ansvar för slutligt godkännande av alla arbetsprodukter och resultat i förhållande till tredje parter. USAID ska även fatta de enskilda finansieringsbesluten utifrån en bedömning av om aktiviteterna medför att projektets mål uppnås. \n\nGenomförandet kommer att hanteras av ett konsultföretag upphandlat i konkurrens och kontrakterat av USAID. En mer detaljerad budget och arbetsplan kommer att överlämnas till Sida efter att valet av genomförare blivit klart och detaljerade resultatramverk kommer att utvecklas senare för varje enskild stödmottagare. Efter valet av genomförare kommer USAID att ha huvudansvaret för att leda programmet men Sida och USAID följer gemensamt upp insatsen genom en särskild förvaltningskommitté där bl.a. planering, rapportering och urval av stödmottagare kommer att diskuteras. Villkoren för vidarebefordran av medel regleras i en särskild bidragshandbok som kommer att utvecklas gemensamt av USAID, Sida och genomföraren efter att kontraktet har undertecknats. I samband med framtagandet av bidragshandboken kommer mera detaljerade regleringar avseende bl.a. riskdelning och tillämpliga regler om statsstöd att tas fram.\n\nProgrammet är avsett vara utformat för att likna en ”Challenge fund” där externa aktörer i konkurrens får ansöka om stöd för att på ett innovativt sätt utveckla sin verksamhet och mobilisera privat kapital för utvecklingsändamål.\n \nInsatsens totala budget är 14 miljoner USD varav Sida ska bidra med högst 40 miljoner SEK och USAID kommer bidra med resterande belopp. Ungefär 2,3 miljoner USD är planerat vidareförmedlas till lokala små och medelstora företag inom mediasektorn i Serbien. The overall goal of the contribution is improved economic development of sustainable business models for Serbian digital media through capacity building and better access to finance.\n\nUSAID will receive delegated funds from Sida and be fully responsible for the financial management of these funds under the contribution framework. USAID will also be responsible for the final approval of all work products and results in relation to third parties. USAID shall also make individual financing decisions based on an assessment of whether the activities will lead to the achievement of project goals.\n\nThe implementation will be managed by a consulting company that will be procured through a competitive process and contracted by USAID. A more detailed budget and work plan will be submitted to Sida after the selection of the implementing partner has been completed and detailed performance frameworks will be developed later for each individual beneficiary. After the selection of the implementing partner, USAID will have the main responsibility for program management, but Sida and USAID will jointly follow up on the contribution through a Joint Management Committee where, among other things, planning, reporting and selection of beneficiaries will be discussed. The conditions for forwarding of funds will be regulated in a special Grants Manual that will be developed jointly by USAID, Sida and the implementing partner after the contract has been signed. They established new business departments, launched an updated website with a new brand logo, and conducted an advertising campaign to enhance market presence;\n\n- Tampon Zona (TZ), a podcast promoting women's empowerment, generated $29,845 from commercial contracts and secured 12 sponsorship deals. Merchandise sales brought in an additional $16,893, representing an approximate 50% return on investment from the Mediji.Inovacije grant. Its YouTube subscribers exceeded 22,000, and its total social media follower base grew by 727%;\n\n- Podmedia secured $36,400 in revenue from sponsorships, events, and studio rental fees, equivalent to 72.8% of the grant received. A founders investment of $25,000 further contributed to its financial stability;\n\n- Podkast Podrka increased its revenue to over $100,000 during the grant period, establishing 22 new partnerships and products\u002Fservices;\n\n- Boom93 expanded into seven new markets, engaged a team of correspondents, introduced geolocation technologies, and saw a 30.47% increase in visitors and a 49.92% increase in pageviews on its redesigned portal;\n\n- The Joint Revenue Stream (JRS) Network in the South launched a centralized sales platform, earning $16,555 by April 2024. The networks total user count increased by 33.9% year-over-year;\n\n- The Vojvodina Media Network (VMN) in the North led to the formation of a regional media network, increasing market share and revenue generation, adding nearly 10,000 new users, and producing a 20.3% growth in social media followers;\n\n- Alesto AS secured sponsorships generating up to $11,000 monthly, including a 12-month contract for $7,200 per month. Its YouTube channel recorded 1.5 million views in April 2024;\n\n- AI Integration: The project advanced with familiarizing its cohort with AI, conducting ChatGPT training for Boom93 staff, featuring AI discussions at the \"Digitalk: Media Days\" conference, and organizing a masterclass on AI regulation with SHARE Foundation and academic institutions. Support was also provided to FoNet, Tampon Zona, and Glas umadije to integrate AI into operational workflows, improving promotional activities and efficiency;\n\n- A Talent and Media Innovation Network was launched to promote youth involvement in Serbias independent media scene.\n\nLeverage of Funds and Access to Finance (A2F):\n\n- The project mobilized $584,328 in leveraged investment, of which 91% originated from the private sector;\n\n- Beneficiaries accessed $158,964 in commercial finance, including two collateral-backed loans. The collateral-backed loan mechanism was an innovative scheme introduced to mitigate lender risk and expand access to capital for independent media outlets. Through this mechanism, Just Start secured a $10,000 loan. In addition, FoNet obtained two commercial loans with project support: $48,000 to refinance and restructure existing debt and $25,000 to stabilize shortterm cash flow. June vesti secured a fixedinterest credit line of up to $43,000;\n\n- While the planned Access to Finance (A2F) digital marketplace was not realised, this gap was partially filled through the establishment of an investment fund managed by the Media Development Investment Fund (MDIF), providing new financing options to Serbia's media sector.\n\nGender Equality and Social Inclusion (GESI):\n\n- Investments in training and analytical tools (SmartOcto) enabled the production of more gender-sensitive content;\n\n- Eight GESI- and youth-focused training sessions were delivered,
