The Specialisation Programme was piloted and digitised, with final approval pending for rollout in 2025. The Student Learning Programme (Phase 1) moved forward with key milestones achieved, although some delays affected completion timelines.\n\n- The Francophone Incumbents Learning Programme was nearly finalised, with digitised content undergoing quality review. The Online Learning Platform was also upgraded to support French language users, improving accessibility for Francophone stakeholders.\n\nStrategic Objective 2: Country Implementation of the API\n\n- API programmes were adopted in nine countries, with new MOUs signed with Eritrea, Burkina Faso, Namibia, Nigeria, and South Africa. A total 222 learners were onboarded on the online learning platform to start on the Incumbents programme. While 48 learners completed the programme and were eligible to take the API exit assessment, 10 (20%) successfully completed the professionalisation journey, ready to undertake a graduation and membership with the Professional Accountancy Organisations PAO (LICPA). The target was to onboard 1000 learners across the 6 countries.\n\n- Country-specific curriculum development progressed in Zimbabwe and Liberia. Technical guidance materials were introduced to support learners and partners. Despite these efforts, learner enrolment remained below target due to government funding cycle delays and onboarding challenges. Some resistance from PAOs was noted, prompting continued advocacy to clarify APIs role.\n\nStrategic Objective 3: Advocacy, Marketing, and Stakeholder Engagement\n\n - API enhanced its digital presence and stakeholder outreach. Website improvements and increased LinkedIn engagement (up 46%) expanded its visibility. Four major events were held, including the 2nd PFM Conference, which attracted over 1,100 registrations.\n\n- Engagement with PAOs, ministries, and donors strengthened partnerships. However, formal recognition of API qualifications in some countries remained a challenge, with efforts ongoing to align with national frameworks.\n\nStrategic Objective 4: Sustainability of the API\n\n- The 2024-2026 Strategic Plan was approved, focusing on institutionalisation, funding diversification, and governance. Donor contributions were secured, with SIDA covering 76% of the budget, followed by USAID, AfDB, and Afrosai-e.\n\n- A revised fee policy was introduced to support revenue generation, though it affected learner onboarding in some cases. Governance structures were formalised, and staffing needs were addressed through interns and consultants. Legal registration was delayed, with a phased approach recommended to ensure financial viability.\n\nThe embassy assess that the API is making progress in advancing the objectives with notable challenges such as API being viewed as competitors by the Professional Accounting Organisations (PAO) and funding diversification issues. The API keep prioritizing the recognition and adoption of API through strengthened engagement with regulators, PAOs and public service commissions to secure formal recognition as well as other planned activities such as increasing learner enrolment during the year 2025. Once the Student Learning Programme is complete in all modules and the digitisation of the Programme, API has reported that AfDB has committed to support roll out of the programme to four countries\n\nThey continue to self-generate revenues through organising flagship event such as PFM Summit, 23-27 March 2026, Johannesburg and they report to have issued over 200 invoices and a total of 309 persons attending in person as of beginning of March 2026.\n\nAlthough it is positive that a significant number of Memoranda of Understanding (MoUs) have been signed with various countries, this has not yet translated into tangible implementation activities, such as the onboarding of learners. After an MoU is concluded, engagement normally begins with Professional Accountancy Organisations (PAOs) and other national partners to adapt the programme to local regulations, contextualise learning materials, and prepare credentialing pathways. However, this process has progressed slowly.\n\nA key challenge is that PAOs are expected to play a central role in implementing API learning programmes, including adapting curricula and integrating APIs accelerated learning content into national qualification pathways. API materials are designed to be used by PAOs, who may add locally relevant modules and administer the designation pathways. Yet, the initiative depends on securing adequate funding and strong PAO commitment to carry this out. Funding constraints and capacity limitations have been documented, and some PAOs may perceive implementation demands as burdensome, thereby slowing progress. \n\nAs a result, despite MoUs being in place, several countries have not yet moved into the stage of enrolling or supporting learners through the APIs professionalisation pathways. The underlying technical processescontextualisation, localisation, and integration into national systemsremain ongoing and have not fully materialised in
