Unfortunately the security situation after the elections in October 2024, due to the social unrest, led to a standstill for almost all external activities during four months. In addition to this, the establishment of the new government in 2025 and reorganization of the ministries took some time, and this also hampered the progress. \n\nThe implementation up until now has not been according to plan, but it is assessed that it will not have a negative impact on the achieved results at the end of the intervention. The results that are assessed to be of most interest are presented below and they are mainly process orientated (limited concrete results).\n\nOutcome 1:\n* The main policies are in place - National Employment Policy (NEP) and its action plan (PAPE). Independent evaluation to review both has been launched. \n* Supported the (previous) Ministry of Land and Environment in the development of the new forest regulation that was approved in 2024 (in coordination with FAO). \n* Regulations for Occupational Safety and Health (OSH) related to forestry and construction have been developed and launched (program sectors - also supporting outcome 2 & 3). \n\nOutcome 2 -Construction:\n * A pilot initiative, developed in coordination with GAPI and the housing developer Casa Real, to provide financing for construction of affordable, climate resilient and greener houses has been launched. It is built around a Result Based Financing mechanism. \n* Collaboration with private and public TVET service providers to improve and deliver market-led, practical trainings on sustainable construction has been initiated. Targeting micro and small entrepreneurs. \n\nOutcome 2 - Forestry: \n* Supported development of in-country capacity of local private technical skills providers to service silviculture enterprises. \n* Providing digital payments to workers in the forestry sector, with the aim that inclusion and formalization will be strengthened (partnership with Portucel and support from GAPI). It will also lead to reduced cost for employers (win-win situation). In parallel there is a discussion with INSS to modify its current regulation to be able to include informal workers access to INSS (payment and benefits). \n* Three pilots are initiated to support the development of markets for pellets and briquettes, with the objective to contribute to a just transition. The aim is to create green employment, sustainable end product that contributes to reduce Green House Gases and optimize use of resources (forestry waste material). \n\nOutcome 3:\nILO's mandate gives MozTrabalha a good position to engage in the tripartite sphere. There are some ongoing processes that have made some progress. The new forest regulation partly falls under this objective, and the aim is to implement it at country as well as provincial
