The project targets trade unions, social protection agencies, tendering\u002Fprocurement authorities, Business Service Developers (BDS) and labour inspectorates in the target countries. \n\nStrengthened Union Representation:\n\nProject reports that enterprises in Mozambique, South Africa, and Zimbabwe are working to improve working conditions and enhance labour productivity in the construction market systems. In Mozambique, the apex trade union CONSILMO is finalizing an advocacy strategy for construction workers. In South Africa, two construction sector trade unions, BCAWU and NUM, have developed strategies for more structured advocacy for workers' rights, including a labour rights handbook. In Zimbabwe, the construction sector trade union ZCATWU has developed an advocacy strategy and an OSH manual.\n\nExpanded Social Protection Mechanims:\n\nA comprehensive analysis of social protection needs for workers in Zimbabwe's construction sector has been conducted, which led to evidence-based recommendations for a more responsive social protection scheme. However, there have been delays in updating and developing small works and employment contracts to integrate decent work elements. In Zimbabwe, a partnership with the Ministry of Public Works aims to develop the Construction Contractor Bill and standardize contracts. In South Africa, a partnership with the Waterberg Municipality is being established to train MSMEs and certify SMEs in handling fly ash.\n\nIntegration of Decent Work in Procurement\n\nThe project is also working on revising tendering processes to integrate decent work elements in the procurement of construction services, though this is behind schedule. In Zimbabwe, the development of the Construction Contractor Bill and standardization of contracts are ongoing. In South Africa, the partnership with Waterberg Municipality aims to improve MSMEs' working conditions and productivity.\n\nEnhanced Business Development Services\n\nTo enhance business development support services and promote decent work standards, partnerships have been established with five Business Development Service (BDS) Providers in the pilot countries. These providers are training and mentoring MSMEs to improve working conditions and compliance with labour laws. The capacity of 31 Business Development Services Practitioners from 17 BDS providers has been enhanced. To date, 93 small and medium enterprises employing an estimated 4,845 workers have been trained and are currently receiving mentorship.\n\nImproved Access to Worker Protection and Labour Inspection\n\n In Zimbabwe, an agreement with the National Social Security Agency (NSSA) and discussions with Old Mutual aim to design and pilot workers insurance schemes for SMEs. Labour inspection mechanisms are being developed to reach vulnerable workers in the construction sector. In Mozambique, a strategic approach to promoting labour rights compliance has been introduced but is on hold due to political factors. In South Africa, 28 Labour Inspectors have been trained on promoting labour law compliance. In Zimbabwe, a strategic compliance approach and an electronic system for managing labour rights violations have been introduced.\n\nOutcome 2: SADC adopts strategies to improve labor rights for women and youth, based on evidence-based solutions.\n\nA comparative analysis study is currently underway to assess maternity protection and gender equity practices in the construction sector in Mozambique, South Africa, Zimbabwe, and the Seychelles. This analysis aims to evaluate existing policies and identify good practices, which will be shared with the wider SADC member states. Additionally, a study exploring the link between decent work and enterprise productivity is in progress. This research seeks to establish how good labour practices and a conducive work environment lead to increased productivity, higher efficiency, and overall competitiveness. The project is also organizing a Dialogue on decent work and Labour Productivity among Trade Unions from Mozambique, South Africa, and Zimbabwe, which will take place in the next reporting cycle. The findings from these studies will be deliberated on at the SADC ministerial level once available and the recommendations will be binding to all SADC member states once
