The programme has effectively applied results-based management and adapted dynamically to evolving needs. Below is a summary of some of the most important expected and unexpected results achieved, with a focus on real changes experienced by the target groups and stakeholders.\n\nExpected Results Achieved\n\nThe project has significantly improved the skills and productivity of RMG workers. In 2024, over 6,800 workers, including 4,783 women, were trained through Industry-Based Training (IBT), leading to a 29% increase in hourly productivity. Workers who were previously underperforming gained the ability to meet production targets more efficiently, resulting in enhanced job security and factory performance.\n\nIn parallel, the Womens Leadership Training Programme (WLTP) equipped 14 female workers with the technical and soft skills necessary to move into supervisory rolessomething they were not able to do previously. All of them were promoted to supervisory positions during the reporting year, and some received up to a 47% salary increase. This outcome has changed both workplace dynamics and individual career trajectories for these women.\n\nThe project also delivered strong results in the area of environmental and social compliance. Nine factories developed Climate Action Roadmaps and initiated steps toward carbon accounting and energy efficiency. These efforts were supported by training programmes on sustainability reporting and green skills. Over 950 workersprimarily womenwere trained on energy and water conservation, safe chemical handling, and waste reduction. Workers reported behaviour changes such as turning off machines and reducing water usesmall actions that collectively contribute to significant environmental gains.\n\nFactory co-investment was another key outcome. Factories invested a total of SEK 1.27 million into productivity and ESG initiatives supported by the project. For example, Fakhruddin Textile Mills Ltd. realized a return on investment of SEK 170,000 within a year by applying the Zero-Defect Operator (ZDO) model. This shows that factories are no longer passive recipients but are becoming active investors in sustainable business practices.\n\nAdditionally, the project recorded early signs of positive wage impacts. Over 3,300 workersmore than 70% of them womenreceived wage increments during the reporting period, totaling SEK 2.8 million. While national wage adjustments and business performance played a role, improved worker efficiency, influenced by project interventions, contributed meaningfully to these outcomes.\n\nUnexpected Results Observed\n\nBeyond the anticipated outcomes, PROGRESS produced several unexpected yet highly significant results.\n\nFirst, the Womens Leadership Training Programme (WLTP) sparked a notable cultural shift in factories. While the programme focused on technical skills, its broader influence led to increased acceptance of female supervisors among peers and management. This was especially notable in factories where women had never before held leadership roles. The initiative helped redefine perceptions of womens capabilities in the workplace and opened the door to long-term gender norm shifts in the sector.\n\nSecond, there was unsolicited demand from factories to continue and even expand sustainability-focused training. For example, Belamy Textiles Ltd. voluntarily requested additional green skills training and integrated it into their internal training schedule. This kind of initiative indicates that some factories are beginning to internalize environmental responsibility as part of their business modelan unanticipated yet welcome result.\n\nAnother unexpected outcome was the strategic interest from international brands in applying the PROGRESS model upstream in the RMG supply chain. Brands have expressed a strong interest in seeing similar interventions in sectors such as packaging, accessories, and textiles. This signals that the projects influence is extending beyond direct beneficiaries and into broader supply chain practices.\n\nFinally, the project noted early wage effects linked to performance. Although salary increases were not a primary project objective at this stage, trained workersespecially womendemonstrated strong productivity and were rewarded accordingly. This has started to influence factory HR practices, where performance-based pay is gaining more traction.\n\nConclusion\n\nThe Embassy concludes that the PROGRESS project is demonstrating real and tangible changes in the RMG sector, particularly among factory workers, management, and service providers. Workers are acquiring market-relevant skills, women are moving into leadership roles, factories are investing in sustainability, and attitudes toward gender and green practices are evolving. The projects approachcombining skills development, ESG compliance, gender inclusion, and private sector engagementis yielding both expected and unforeseen benefits, making a measurable difference in the sector.
