The organization monitored an unprecedented acceleration of settlement expansion, documenting the advancement of 127 settlement plans comprising more than 72,000 housing units between 2023 and 2025, including the revival and eventual approval of plans in the E1 area, which the cooperation partner consistently identified as a critical threat to the territorial viability of a future Palestinian state. Through diplomatic alerts, briefings, field tours, and regular engagement with foreign missions, UN agencies, journalists, and Israeli civil society, the organization ensured that these developments remained visible despite international attention being dominated by the war in Gaza. While it is not possible to attribute subsequent diplomatic statements or policy positions directly to the cooperation partner's advocacy, the organization's research and analysis formed an important part of the evidence base used by international stakeholders in their engagement with Israeli authorities.\n\nStrategic litigation produced mixed but nonetheless meaningful results. The Cooperation Partner, together with partners, challenged several settlement plans initiated by the General Custodian, contested land registration procedures, and continued legal action against forced evictions in communities including Batan al-Hawa, Sheikh Jarrah, and Umm Tuba. In some instances, litigation achieved tangible interim results, such as delaying implementation of harmful measures or securing temporary injunctions. For example, the District Court maintained an injunction preventing government funding for a settler visitor centre in Batan al-Hawa while legal proceedings continued, preserving an important avenue for contesting the project. Conversely, other casesincluding petitions challenging the General Custodian's authority to initiate settlement plans and legal efforts to halt the approval of E1 planswere ultimately unsuccessful. Rather than viewing these outcomes solely through the lens of court judgments, the Cooperation Partner treated the litigation as part of a broader advocacy strategy that exposed new governmental mechanisms facilitating dispossession, generated extensive media attention, strengthened collaboration with affected communities and partner organizations, and created a public record that continues to inform future legal and policy advocacy. \n\nAt the community level,  the Cooperation Partner maintained long-term engagement with Palestinian neighbourhoods facing acute risks of displacement, including Batan al-Hawa, al-Bustan, Sheikh Jarrah, Umm Tuba, and communities affected by the E1 plans. The organization supported residents through legal referrals, public advocacy, diplomatic visits, and sustained documentation of developments. Although these interventions could not prevent the broader deterioration of the situationincluding continued home demolitions, forced evictions, and settlement expansionthey contributed to ensuring that affected communities were not isolated, that their experiences were documented and communicated internationally, and that they had access to coordinated legal and advocacy support. In several cases, international diplomatic engagement and media coverage were directly facilitated through the Cooperation Partner's field coordination and briefings, helping to sustain international scrutiny at a time when global attention had shifted elsewhere.\n\nThe Cooperation Partner also contributed to shaping public and policy discourse through analytical publications, including Hope from Jerusalem  13 Principles for Israeli-Palestinian Peace in Jerusalem as the Capital of Two States and Expulsion: Israeli Instruments of Dispossession in East Jerusalem. These reports synthesized years of monitoring into accessible policy frameworks that were used in advocacy with diplomats, international organizations, journalists, and Israeli audiences. While the impact of such publications cannot be measured through immediate policy change, they strengthened the analytical foundation for continued advocacy and provided stakeholders with a coherent framework for understanding the cumulative effects of settlement expansion, discriminatory planning, and displacement policies.\n\nThe reporting period was characterised by an exceptionally adverse operating environment. The war that began in October 2023, the rapid acceleration of annexation-oriented policies, growing restrictions on civil society, and an increasingly unsympathetic political and judicial landscape substantially reduced the likelihood of achieving structural policy change during the project period. Against this backdrop, many of the project's intended outcomes were necessarily framed as contributions rather than directly attributable results. Nevertheless, the Cooperation Partner demonstrated strong adaptive management by rapidly incorporating emergency responses for East Jerusalem residents affected by the war while maintaining its long-term monitoring, legal, and advocacy work. The project therefore succeeded in sustaining independent evidence generation, supporting vulnerable communities, preserving international attention on developments in Jerusalem, and strengthening the capacity of key stakeholders to respond to emerging risks, even where broader political trends continued to move in the opposite
