Examples of results provided by the RFoE in its final report are presented below, under each of the three contribution objectives. \n\n1. To foster fundamental freedoms essential for democracy\n\nThe RFoE contributed to reinforce the commitment of three Latin American States (Colombia, Costa Rica, and Ecuador) to protect democratic public debate through dialogue with authorities and civil society. In Colombia, this dialogue led to the issuing of a Presidential Directive to foster public debate and improve interactions between the government and the media. The RFoE also promoted the right to protest by conducting two on-site visits to Chile and Colombia during 2024 together with the IACHR, where it met with national authorities, civil society, journalists, and other stakeholders to monitor the human rights situation with a focus on the adoption of earlier recommendations on the guarantee of the right to protest.\n\nFurthermore, the RFoE drafted and submitted for consideration of the IACHR a report on the Protection to Whistleblowers in the Inter-American Human Rights System, describing instruments to ensure their safety and avoid reprisals for revealing public interest information. If officially adopted by the IACHR, this report would set standards and recommendations for American States to provide legal protections for whistleblowers, including in cases of corruption, human rights violations, and other serious crimes.\n\nMoreover, the RFoE was instrumental for releasing a Joint Declaration on the Climate Crisis and Freedom of Expression, together with the IACHR, various Special Rapporteurs of the UN, the Organization for Security and Co-operation in Europe and the African Commission on Human and Peoples' Rights. This declaration sets an international precedent by compiling global and regional standards on access to information and freedom of expression as key rights to adequately manage climate change, highlighting the increasing risks faced by journalists and defenders who expose environmental damage and mobilize the public to advocate for climate action.\n\n2. To promote the safety of journalists and a plural and diverse media\n\nThe RFoE monitored and registered violations to freedom of expression, censorship, and violence against journalists through five thematic audiences and more than 30 dialogue sessions with civil society and media workers. Based on this information, the RFoE produced its 2023 annual report registering restrictions to freedom of expression and the right to protest, including the killing of 21 media workers.\n\nThe RFoE also advocated towards Latin American States for increased respect to journalists and freedom of expression through 20 press releases and 12 official letters to States, while contributing to the study of 12 precautionary measures to protect the rights of journalists. Moreover, Inter-American standards and jurisprudence on freedom of expression and association were used in at least three judicial rulings at country level to protect these rights.\n\n3. To advance the protection of digital rights for the exercise of freedom of expression online\n\nThe RFoE produced and published the first Inter-American report on digital inclusion and internet governance, proposing a legal framework for States to adopt for ensuring on-line freedom of expression, preventing private censorship, and establishing due diligence processes for internet providers.\n\nFinally, the RFoE updated the Inter-American Legal Framework on Freedom of Expression, incorporating specific measures for the protection of journalists at risk -in particular women
