Given that staff on the project were only recruited in September and October, there was limited progress towards achievement of results during the period June to December 2024. Below are some of activities that were undertaken.\n\nObjective One: To enhance Civic Participation, Accountability, and Inclusive Democracy by the year 2028.\n\nAs part of efforts to strengthen citizen engagement and accountability, the project conducted Constituency Development Fund (CDF) and accountability training in Lusaka from Kanyama and Garden compound and Eastern Provinces from Musanga and Kapata communities in December 2024. The youth were trained on CDF monitoring tools. The training also presented an opportunity for participants to understand the theoretical ideas driving the current model of CDF in Zambia, the current fiscal devolution being undertaken by government, the guidelines, decentralization, and the CDF Act.\n\nFollowing this training , two watch groups were formed in Chipata. The watch groups are youth led  and will actively engage with CDF structures at community level to advocate for a youth centered and citizen led needs approach in management of CDF. The groups will also interact with key platforms such as Ward Development Committees that directly involve citizen participation and are responsible for designing the citizens agenda on an annual basis for the utilization of CDF.\n\nThese efforts are expected to drive greater transparency, youth and women inclusion, and grassroots participation in Zambias decentralization process. Other activities included training on public policy analysis, budget tracking and public social accountability monitoring; campaigning for improved legislation and public financial management.\n\nObjective 2 : To advocate for protection of womens rights and young people in the extractive industry, by promoting effective and inclusive citizen participation in natural resource governance and climate justice by the year 2027\n\nIn partnership with Caritas Zambia, ActionAid is Implementing the Harnessing Extractive Resources for Community Development (HERD) project which is a collaborative initiative by Caritas Zambia and Caritas Solwezi, aimed at addressing the multifaceted challenges associated with mining activities in Zambia.\n\nCaritas and AAZ facilitated dialogues between mining companies and local communities as part of the project's goal of enhancing inclusive citizen participation in natural resource governance. The dialogue sessions conducted in Lufwanyama district and Pilala community, provided a structured environment for community members to voice their concerns and expectations regarding mining practices. This engagement promoted accountability among mining companies and local government officials.\n\nThe interactive nature of the meetings empowered community members by enhancing their advocacy skills and knowledge of their rights. Participants reported increased awareness of how mining revenues should be utilized for community development, equipping them to demand transparency and accountability from local councils. The activity addressed the systemic exclusion of communities from decision-making processes. By encouraging residents to request the Integrated Development Plan (IDP) and hold duty bearers accountable, the dialogues strengthened the community's role as active stakeholders in local governance.\n\nObjective 3: To advocate for Sexual Reproductive Health Rights (SRHR) for adolescents, women, and marginalized people by the year 2027.\n\nAAZ conducted orientation meetings in Choma and Solwezi in Southern and North Western Provinces respectively. The meetings provided an opportunity for the project to collaborate with government through the Ministry of Health (provincial and district), and CSOs to gather evidence regarding the status of Sexual and Reproductive Health and Rights (SRHR) services, particularly for people with hearing impairments. This dialogue helped identify gaps and challenges in service provision, which will inform future policy improvements. Some examples of the gaps include:\n\nInadequate access to sign language interpretation services at health facilities, ensuring that individuals with disabilities can access SRHR services without stigma or discrimination.Cultural and Social Norms: Stigma around discussing sexual health, taboos on adolescent sexuality, and pressure from traditional gender roles. Limited Access to Services: Lack of youth-friendly clinics, long distances to health facilities (especially in rural areas), and inadequate infrastructure.\n\n Objective 4: To build institutional capacity for AAZ and CSOs, foster effective coordination for joint initiatives and increased collective impact by the year 2027.\n\nIn November 2024, the AAZ facilitated a high-level retreat on the NGO Bill of 2024, bringing together heads of institutions of 20 CSOs, 3 legal experts, and 10 NGO councilors one from each province were present. The retreat aimed to analyze the bills provisions, assess its implications on civil society operations, and develop collective recommendations for necessary revisions.\n\nThe engagement provided a strategic platform for civil society actors to advocate for a legal framework that upholds constitutional freedoms, aligns with international human rights standards, and safeguards the operational independence of NGOs.\n\nThe retreat was a significant step in ensuring that the NGO Bill 2024 reflects the interests of civil society and upholds democratic principles. It should be stated that with the efforts of AAZ and other partners, the government withdrew the Bill for further
