institutions, resulting in a renewed collaboration agreement with the National Legal Aid Council.\n- Expansion of Legal Aid Reach:\nIncreased demand for mobile legal aid services, leading to three active Mobile Teams covering 50 localities.\nInclusion of intellectually and psychosocially disabled individuals as a new target group for legal assistance.\n- Strategic Influence on Policy Changes:\nImproved working conditions and remuneration for paralegals, increasing the motivation and quality of legal aid services.\nIdentified systemic gaps in state-guaranteed legal aid, leading to ongoing discussions on legislative amendments.\nThese results demonstrate BLC's significant impact in advancing access to justice, social services, and legal empowerment, while also adapting to unforeseen challenges and opportunities.\n\nUpdate 2024 results:\n\nDuring 2024, the Legal Clinic Balti (LCB) achieved substantial progress in advancing access to justice, strengthening community safety, and improving institutional performance. The organization successfully met its expected outcomes under the Sida-supported program while also generating several positive and unanticipated results that extended the projects overall impact.\n\nAmong the expected achievements, LCB significantly expanded its outreach and service coverage to vulnerable populations in northern Moldova. Over 1,300 individuals from rural communities received free legal advice, while an additional 600 beneficiaries accessed primary legal assistance through online consultations, telephone hotlines, and in-person services. These efforts fulfilled the programs core objective of improving equitable access to legal protection for people facing discrimination, poverty, or social exclusion.\n\nComplementing these services, the Clinic implemented a broad program of community legal education, conducting 32 public legal literacy sessions that reached 766 participants, alongside 30 interactive community events attended by 654 individuals. These initiatives helped raise awareness about citizens rights and obligations, domestic violence prevention, and available protection mechanisms. Collectively, these activities not only informed but also empowered participants to seek remedies and advocate for their rights more effectively.\n\nA key component of 2024 was the Community Policing Project, carried out in collaboration with local police inspectorates and supported by Sweden. Through joint initiatives and trust-building activities, the project improved security conditions for an estimated 40,000 residents in northern Moldova. This partnership fostered closer cooperation between citizens and law enforcement, contributing to a safer and more responsive community environment.\n\nIn parallel, LCB made considerable strides in institutional development and governance. The Clinic revised and updated its internal policies, enhanced financial management procedures, and introduced new compliance mechanisms based on recommendations from previous audits. The recruitment of new legal interns strengthened the organizations human resources and ensured sustainability in service delivery. Furthermore, LCB expanded its collaboration network to include 25 civil society organizations, 34 local public authorities, and several Territorial Agencies of Social Assistance. These partnerships enabled coordinated interventions across 74 localities, fostering dialogue platforms and joint initiatives focused on access to justice and community resilience.\n\nIn addition to the expected outcomes, several unexpected positive results emerged over the reporting period. The organization also developed stronger cross-sector partnerships, particularly with social service agencies and local governments, leading to more holistic and integrated support for refugees, survivors of domestic violence, and marginalized groups.\n\nAnother unanticipated yet highly valuable outcome was LCBs emerging role as a regional advocate and contributor to justice sector reform. Through its engagement in dialogue platforms and collaboration with institutional partners, the Clinic became a recognized voice in policy discussions, bringing grassroots perspectives to national attention. Additionally, the expansion of mobile legal aid services to 60 rural localities proved particularly impactfulan innovative approach that ensured consistent access to legal protection even for residents of remote and isolated areas.\n\nUpdate results 2025:\nIn 2025, the Legal Clinic Balti achieved substantial progress in advancing access to justice, strengthening community safety, and promoting innovative institutional solutions across northern Moldova. The activities implemented throughout the year generated both the anticipated programmatic results and a number of additional positive outcomes that extended beyond the organizations initial objectives, demonstrating the broader systemic impact of its interventions.\n\nOne of the most significant achievements of the year was the successful launch of the first E-Courtroom in the Republic of Moldova, established in partnership with the Balti Court. This initiative introduced a practical digital solution designed to remove many of the barriers that traditionally limit citizens participation in judicial proceedings. Equipped with secure videoconferencing systems, simultaneous interpretation technology, audio-video recording and archiving tools, and digital evidence management infrastructure, the courtroom allows participants to attend hearings remotely while maintaining procedural integrity and transparency. Within the first six months of operation, more than 140 Moldovan citizens located abroad, particularly in Italy, Germany, the United Kingdom, and Romania, were able to participate online in civil and family court proceedings. As a result, the average duration of case examination decreased by approximately 28 percent, demonstrating a clear improvement in judicial efficiency. Beyond its immediate operational benefits, the digital courtroom also increased accessibility for vulnerable groups, including persons with disabilities, individuals living in remote communities, and victims of domestic violence who require safe and confidential conditions to testify. The initiative quickly gained recognition as a national model of good practice for the digital transformation of justice services.\n\nAnother major achievement was the implementation of the regional Community Policing Initiative, one of the most comprehensive civic-institutional cooperation programs carried out in northern Moldova. Implemented in partnership with district police inspectorates and local authorities in six districts from Teleneti, Drochia, Soroca, Dondueni, Rîcani, and Glodeni, the initiative reached fifteen rural communities with a combined population of more than 32,000 residents. Through a combination of prevention measures, infrastructure improvements, and community engagement, the program significantly strengthened local safety conditions. Public consultations organized in participating communities involved more than 1,200 residents, who actively contributed to identifying safety risks and proposing solutions. Safety infrastructure was expanded through the installation of 86 video surveillance cameras, including 16 equipped with automatic license plate recognition technology, as well as solar-powered street lighting, additional public lighting systems, and various traffic safety measures. These interventions contributed to a measurable reduction in street crime and acts of vandalism by 38 percent, while reports of nighttime assaults and household theft declined by approximately 50 percent. At the same time, the reporting of minor incidents increased by 42 percent, reflecting greater trust between citizens and law enforcement institutions. The program also included an important civic engagement component: more than 80 volunteers were trained to support community safety initiatives, and over 4,500 children and adolescents participated in educational sessions on prevention and civic responsibility. The positive impact of the initiative generated strong interest among local authorities, with the majority of participating mayors requesting the expansion of the model to additional communities in the coming years.\n\nExpanding access to legal services remained a central priority throughout 2025. Through the Access to Justice Program, the Legal Clinic Balti implemented the largest legal empowerment initiative in northern Moldova. The program combined community-based legal education with direct legal counseling and case assistance, ensuring that citizens not only understood their rights but also had the practical support needed to exercise them. A total of 54 legal empowerment sessions were organized in 54 communities, engaging 972 participants, including refugees, persons with disabilities, and a significant number of women. These sessions addressed topics such as gender-based violence, discrimination, refugee rights, legal procedures related to petitions, and inheritance law, which became particularly relevant due to legislative changes scheduled to enter into force in 2026.\n\nIn parallel, the organization provided individual legal counseling and case assistance to 1,223 beneficiaries, among them 965 refugees and 258 Moldovan citizens. Women represented nearly three-quarters of all beneficiaries, highlighting both the gender dimension of legal vulnerability and the importance of accessible legal services. The cases addressed covered a wide range of issues, including legal documentation for refugees, family disputes, property and inheritance conflicts, domestic violence cases, and administrative refusals by public institutions to process citizens petitions. For more complex cases, the organization facilitated legal representation in cooperation with accredited lawyers and the National Council for State-Guaranteed Legal Aid, ensuring that beneficiaries received comprehensive support throughout the legal process.\n\nComplementing these direct services, the organization implemented the regional public awareness campaign Access to Justice 2025, one of the largest legal information campaigns conducted in northern and central Moldova. The campaign covered eleven districts in the northern region and extended to three additional districts in the center of the country, reaching communities with a combined population of more than 640,000 people. Through more than 200 field visits, public information sessions, and the distribution of accessible educational materials, the campaign informed over 25,000 individuals about their legal rights and available mechanisms for protection. \n\nIn addition to its work in justice and community safety, the Legal Clinic Balti expanded its strategic activities to include energy efficiency and renewable energy initiatives, recognizing the strong link between social vulnerability and energy insecurity.
