The framework aims to integrate climate finance into the public financial management (PFM) systems of Gandaki and Koshi Provinces, representing a significant step toward strengthening climate finance governance at the provincial level.\n\n- Cambodia: Started working on a comprehensive climate financing strategy linked to the third generation of Nationally Determined Contributions (NDCs 3.0) under the Paris Agreement.\n\nStrengthened Local Capacities for Climate Adaptation:\n\n- Cambodia: Trained 40 community leaders and subnational officials on the specific vulnerabilities of women and girls to climate-induced risks, promoting their active engagement in climate adaptation planning and decision-making.\n\n- Bangladesh: Trained over 860 local government officials on gender-responsive climate adaptation strategies.\n\n- Tuvalu: Provided capacity-building for local government officers to integrate climate data into budgeting processes.\n\nEnhanced Access to Alternative Climate Finance:\n\n- Bangladesh: The Performance-Based Climate Resilience Grant (PBCRG) mechanism was expanded to 10 additional upazilas, bringing the total to 29 upazilas with strengthened institutional capacity to mainstream gender-responsive Local Adaptation Plans of Action (LAPAs). Through this, 66 local officials were trained to conduct Climate Vulnerability Assessments (CVAs) using Participatory Rural Appraisal (PRA) tools. Ministry of Local Government, Rural Development, and Cooperatives (MoLGRD&C) published guidelines and over 540 government official are trained to lead gender-inclusive vertical integration of the National Adaptation Plans (NAPs) into the LAPAs.\n\n- Cambodia & Nepal: Initiated thematic green bond issuance discussions to unlock new sources of climate finance.\n\nImproved Transparency in Climate Finance Allocation:\n\n- Solomon Islands: Climate Budget Tagging reforms were launched to improve the tracking of climate-related expenditures, marking a significant step toward aligning financial systems with national climate priorities.\n\n- Bangladesh: The Climate Vulnerability Index was updated to support more effective allocation of public funds, reshape fund distribution processes, and integrate Local Adaptation Plans of Action (LAPAs), thereby enhancing the targeting of climate finance at the local level.\n\nUnexpected Results:\n\n- In Nepal, two development partners committed additional funding of USD 3.3 million to be channelled to local governments through the PBCRG mechanism.\n\n- Tuvalu unlocked (from World Bank and ADB) USD 11.5 million in budget support through reforms in climate budget tagging.\n\n- Bangladesh officially adopted the Local Adaptation Plans of Action (LAPA) as a national tool for channeling climate finance.\n\n- Solomon Islands integrated climate performance measures into its Provincial Capacity Development Fund, strengthening local resilience planning.\n\nRegional Cooperation results:\n\n- Strengthened Regional Cooperation for Climate Finance The project enhanced regional cooperation by documenting and replicating successful climate finance approaches, including South-South knowledge exchanges. Compliance reviews with ISO 14093 were conducted in Cambodia, Nepal, and the Solomon Islands, with four knowledge sharing events organized to improve regional collaboration in climate finance.\n\n- The project fostered cross-regional learning, including through online training, webinars, and capacity development for government officials and parliamentarians. These efforts were aimed at enhancing access to climate finance, with events like the Pacific Asia Symposium and the NAP Expo offering a platform for sharing adaptation finance strategies.\n\n- The project supported the creation of tools and frameworks, including a guide for developing sustainable finance taxonomies and a regional climate budget taxonomy. Key developments included the formulation of a blended finance study, climate budgeting effectiveness study, and adaptive financial resilience frameworks, with completion expected by mid-2025.\n\n- The project supported key events such as the LoCAL Global Board meeting and a regional event at COP 29, highlighting adaptation finance and resilience. Discussions emphasized climate finance needs for local governments and the development of a LoCAL Private Finance Window, with a focus on blended finance and private-sector investments for climate-resilient infrastructure\n\n- UNDP and UNCDF partnered with UNITAR to develop online climate finance courses, training over 1600 government officials across various countries.\n\nGender aspects: \n\nThe report demonstrates efforts toward gender equality in climate finance and adaptation planning across the Asia-Pacific region.
