This included around 1,300 persons forcibly displaced from Nagorno-Karabakh and 140 foreigners (overwhelmingly Russian and Belarusian) who had been subjected to persecution in their countries of origin, including for political reasons. Around 60 citizens received written legal assistance. In the case of 40 applicants, whose rights were restricted in Armenia (particularly right to freedom of movement) because of criminal proceedings initiated in their countries of citizenship on the grounds of political persecution, these restrictions were lifted and they were able to freely leave the territory of Armenia on the basis of the humanitarian visa they obtained.\n\nHCAV contributed to eliminating legal restrictions applied to foreign citizens in Armenia under provisions derived from a non-legal agreement functioning within CIS commitments that substantially contradicted international obligations. HCAV was able to bring about a systemic approach and practice in Armenia, according to which the Ministry of Internal Affairs of Armenia promptly removes legal restrictions applied in Armenia against citizens subjected to political persecution in non-democratic countries. HCAV assisted two foreign citizens in receiving refugee status in Armenia.\n\nThe labor rights of 3 beneficiariesviolated due to discriminationwere restored. Communication continued with the European Court of Human Rights (ECtHR) in 15 cases that had been admitted for examination. In 4 cases litigated by the organisation, the ECtHR rendered judgments recognizing violations of rights guaranteed by the Convention. Armenian state authorities executed 4 court decisions adopted in favor of beneficiaries in the framework of the Organisations strategic litigation.\n\nHCA Vanadzor communicated with UN treaty bodiesConvention on the Rights of the Child, Convention on the Rights of Persons with Disabilitiesboth by submitting reports and by participating in pre-sessions of Armenias reports under supporting programs, which contributed to enhancing the effectiveness of advocacy at the local level. HCAV cooperated with Armenian state authorities, actively advocating for the protection of human rights in these fields and for the fulfillment of international obligations undertaken by the state. \n\nThe organization prepared two information notes - 1) The situation of protection of the rights of persons forcibly displaced from Nagorno-Karabakh in September 2023 and the problems of their access to state support programs in the Republic of Armenia; 2) Human rights situation of foreigners seeking asylum in Armenia due to political prosecution.\n\nHCAV contributed to development of civic education textbooks, in particular the representatives revised and adopted the chapters of coursebook on Engaged Citizen course for vocational schools. \n\nA series of amendments to the Electoral Code were adopted, including proposals authored by HCAV. One particularly important amendment adopted by the Parliament in December 2024 with strong advocacy from HCAV was the provision of additional guarantees for ensuring womens participation in electoral
