These outputs contributed to the Palestinian Government adopting the National Cross-Sectoral Anti-Corruption Strategy (20252027), approving a governance framework for non-ministerial public institutions, introducing merit-based recruitment procedures for senior public positions, publishing draft state budgets for public consultation, and adopting reforms to improve public financial management, competition policy and oversight of public institutions. As a result, government institutions increasingly based reform decisions on evidence, opened formal consultation processes with civil society, and introduced new transparency and accountability mechanisms in areas previously characterized by limited public oversight.\n\nAt the local level, AMAN strengthened the integrity systems of municipalities and Joint Services Councils through integrity assessments, transparency indices, technical guidance and capacity development. Forty-two Joint Services Councils adopted AMAN's integrity manuals and several municipalities implemented recommendations to strengthen internal controls, improve financial management and increase transparency in service delivery. Importantly, local authorities changed their institutional practices by integrating integrity standards into routine operations and engaging more systematically with beneficiaries on accountability issues.\n\nAMAN also strengthened the capacity of civil society to act as an accountability actor rather than simply an advocacy partner. More than 20 partner organizations integrated anti-corruption policies and accountability tools into their own work and led community monitoring initiatives targeting public services, humanitarian aid and the security sector. Civil society organizations increasingly engaged directly with government institutions through evidence-based dialogue, while investigative journalists produced reports exposing governance failures and corruption risks that informed public debate and policy discussions. Youth who participated in Integrity Schools and social accountability programmes progressed from awareness activities to implementing their own accountability initiatives and engaging municipal authorities on locally identified governance problems.\n\nThe programme also resulted in measurable changes for individual beneficiaries. Through the Advocacy and Legal Advice Centre (ALAC), more than 3,000 legal consultations and complaints were handled between 2023 and 2025, resulting in corrective action by public authorities in numerous cases. These included reinstatement of public employees who had been unfairly excluded from employment, correction of arbitrary municipal decisions, and publication of transparent procedures for medical evacuation from Gaza after AMAN documented complaints regarding access to treatment. \n\nOne of the programme's most significant, and partly unexpected, outcomes was AMAN's ability to reposition anti-corruption work within the humanitarian response to the Gaza war. Instead of suspending governance work, AMAN established the Gaza Track platform to monitor humanitarian aid, reactivated community accountability structures inside displacement areas, and documented corruption risks affecting relief operations. These efforts led humanitarian actors, municipalities and private-sector organizations to adopt new transparency measures, including integrity standards for humanitarian operations, stronger oversight of aid distribution, greater disclosure of market practices, and the introduction of accountability mechanisms within Gaza's reconstruction planning. In doing so, AMAN helped shift the behaviour of humanitarian and recovery actors by embedding integrity and accountability considerations into emergency response systems rather than treating them as
