On the other hand, the UNDP assesses that the new (19th) government, which was inaugurated in April 2024, is motivated to engage with citizens, civil society, and the private sector to move the reform agenda forward. \n\nDuring the period, some key achievements can be highlighted. \n\nAs part of supporting the Palestinian governments reform agenda, the TEA3 has made considerable efforts, not least in the  domain of digitalization and e-governance. This efforts span a wide-array of actions, including a digital solution for a Patient Care Evaluation System, allowing for streamlining and facilitating a more transparent process of collecting and analysing patients and medical staff satisfaction, but also guide the Ministry of Health responses in addressing gaps that may be identified through the evaluations of the health care sector. The intervention has also contributed to the development of e-services for the property tax regime which has facilitated the large group of property-owning Palestinian expatriate community to pay their taxes through an online portal. The ambition is that this will enhance revenue collections and thereby strengthen the financial situation of the PA. TEA3 has also completely digitalized the death and birth registration system which means that public and private hospitals in the West Bank can immediately record in real time into the Ministry of Interiors Civilian Affairs population registry.   \n\nFurther, as a step towards a more transparent governance system, TEA3 has supported the digitalization and publication of the annual budgets for 15 ministries and governmental entities. The website (which is maintained by the Palestinian CSO MIFTAH) outlines the budgets in a clear, simple and comprehensive way so as to be understandable to the average citizen. As of March 2025, the website has had over 200 000 visits. \n\nThe intervention has also worked with Palestinian Land Authority, to digitalize a lot of the services such as issuance of land ownership record, issuance of apartment ownership record, inquiry on the status of a land\u002Fapartment transaction, inquiry on the status of a purchase permit application, asset registration freeze request, request for name correction in property records, and requests for a survey plan, with a view that this will strengthen ownership an lower transaction costs.\n\nThe cooperation partner has also continued to work to set-up local hospital boards, which now covers all governmental hospitals in the West Bank. The Minister of Health remains strongly supportive of this activity, which has proved to be a useful tool to promote accountability in the health sector. These LHBs are comprised of hospital staff in addition to community leaders, academics, and specialized representatives of different sectors, and their mission is to work with the hospitals to review their performance and discuss potential areas of improving health care quality and experience through the incorporation of results coming from the Patient Care Evaluation System mentioned above. \n\nGiven the TEA3-programs direct and hands-on involvement in the various activities, it is clear that the intervention has a direct influence on the various developments, whether it be the establishment of local hospital boards, the launch of digital solutions for patient care evaluation systems, or indeed the publication of digital citizen budgets. It is the assessment of the Consulate General that the efforts of TEA3 are beneficial for both the individual citizen (improved health care, easier access to public services, and increased transparency in governance) as well as for the PA as a whole. The various activities are also aligned with the the Palestinian Authority Reform Agenda as well as the New York Declaration on the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State solution of 29 July 2025 which highlights both the importance of digitalization and expenditure rationalization are highlighted.
