Creating a knowledge base and analytical tools as basis for reforms for achieving a just green transition: With the completion of full inventory of energy subsidies and support measures, the project has made a significant contribution to the evidence base in the region on the full costs of current energy sector and the implications for each country's public finances. With different economic models the project has created important tools that will support the following peer learning phase and can continue to serve energy policy makers in the region.\n\n2. Securing buy-in from a large network of stakeholders across the region: Through multiple visits to the project countries and consultation meetings, as well as the meeting of the Mutual Learning Group in Paris, the project has been able to generate support from counterparts in all governments, as well as a network of relevant stakeholders across Western Balkans that will participate in the peer learning phase. This is an important prerequisite for a successful peer learning phase that has the objective to generate evidence based action.\n\nThe risk related to lack of (or insufficient quality of) necessary data obtained from countries did materialize during the analytical phase, causing several delays for data processing and analysis, and subsequently for the start of the peer learning phase.\n\nThe interim regional report was presented and discussed at the informal meeting of the OECD Mutual Learning Group on 14 June 2024. The meeting brought together ambassadors, experts and policy makers from the Western Balkans and OECD Development Centres member countries.
