This creates economic opportunities for communities, countries, and beyond, but it also carries unsettling risks. Moreover, as a result of the Covid-19 pandemic, the region is facing increased social, economic, and environmental challenges, putting additional pressure on vulnerable groups. The unsustainable exploitation of forest landscapes in the region takes place amongst opaque governance mechanisms and financial interests. Forests in the region are threatened by each of these trends and related trade-offs, but forests are a big part of the solutions too. Forest regulate ecosystems, protect biodiversity, play an important role in the carbon cycle, stabilize the climate, support livelihoods, and can help drive sustainable growth. When a forest is managed sustainably, it can significantly improve the resilience of both ecosystems and societies.\n\nTo continue its work in forest landscapes and to meet those needs and challenges, RECOFTC developed the Strategic Plan 2023-2028, which aims to contribute to positive outcomes for people, forests, and ecosystems in RECOFTC focal countries and priority landscapes through progress toward four linked goals related to climate change, gender equality and social inclusion, governance and rights, and community benefits. The key focus is to strengthen capacities, rights and governance to ensure that local people can maintain and benefit equitably from sustainable forest landscapes in the Asia-Pacific region. Improved Gender Equality and Social Inclusion (GESI):\n\n- Gender-Responsive Policies: 7 gender-sensitive policies and plans developed and adopted at national and subnational levels in Cambodia, Indonesia, Thailand, and at the regional level.\n\n- Capacity Development on Gender Equality: 1,453 people trained in gender integration in forestry and climate initiatives. Conducted 10 online gender mainstreaming courses in Indonesia, engaging 1,068 participants.\n\n- Leadership & Networking: Launched Phase 2 of the WAVES program, training 21 young gender leaders in climate advocacy.\n\n3. Improved Governance and Respect for Rights:\n\n- Legal & Policy Reforms: Supported the development and adoption of 13 national and subnational laws and policies related to natural resource management and climate governance. For example, facilitateMini Trust Fund and Community Forestry Credit Scheme guidelines in Cambodia, and support technical guidelines for village forest management planning and forest fire prevention in Lao PDR. \n\n- Community Forest & Land Tenure: Secured forest land tenure for 8,215 people in Cambodia and Vietnam.\n\n4.  Increased Economic Benefits for Communities:\n\n- Community-Based Enterprises (CBEs) & Livelihoods: Supported 40 CBEs, including 21 individual enterprises and 22 group enterprises.Expanded 6 enterprises in Indonesia, Nepal, and Thailand through market access support and networking.\n\n- Market & Financial Access: Facilitated responsible lending practices for 151 community members.Developed new agroforestry models in Indonesia and Lao PDR.\n\n- Private Sector Engagement: 9 private sector actors improved business practices to promote responsible investments.\n\n- Capacity Development: Conducted 23 training sessions on sustainability, financial management, and business partnerships.\n\nResults at regional level:\n\nAt the regional level, RECOFTC focused on enhancing climate adaptation, governance, gender equality, and economic benefits across its seven focal countries, key results include: \n\n- In climate change adaptation and mitigation, the organization supported 12 carbon and biodiversity financing projects, contributing to over 200 million tons of CO sequestration. RECOFTC also published six knowledge products emphasizing the role of Indigenous Peoples (IPs) and Local Communities (LCs) in national climate commitments. \n\n- In gender equality and social inclusion (GESI), RECOFTC played a key role in integrating gender in forestry and climate governance, supporting Cambodias Neary Rattanak VI Strategic Plan 20242028 and assisting Indonesias Ministry of Environment and Forestry in launching gender equality guidelines for forestry courses. The WAVES Phase 2 program was launched to train 21 young gender leaders across the region in climate and environmental justice. Capacity development efforts benefited 1,453 people, including 1,068 participants in Indonesias online gender mainstreaming courses and 129 individuals in Vietnam trained in forest fire management. Womens leadership in community forestry planning was also strengthened in Thailand, Cambodia, and Nepal.\n\n- In governance and rights, RECOFTC contributed to the development of 13 national and subnational legal frameworks, including participatory forest and land allocation policies in Cambodia and Vietnam, securing forest tenure for 8,215 people. The organization also enhanced governance safeguards such as Free, Prior, and Informed Consent (FPIC) and dispute resolution mechanisms for 165 stakeholders, including governments and private sector actors. Furthermore, RECOFTC engaged in 26 national and subnational networks to advance sustainable forest governance and trained 695 people in policy advocacy and community rights.\n\n- Economic benefits for communities were also a key focus, with RECOFTC supporting 40 community-based enterprises (CBEs) in product development, financial access, and market linkages.
