The network is engaged in an inclusive, age and gender representative, and constructive policy dialogue with regional and national duty bearers in at least five countries targeting national budget processes and culture policies. Key stakeholders across the continent are advocating for the need of investing in culture, targeting the 1% budgetary commitment.\n\nCfCA reports to have strengthened its advocacy through strategic partnerships and inclusive engagement. Key collaborations included formal agreements with the Ministry of Youth, Sport, and Art in Zambia, Uganda Parliamentary Forum for Creative Industries (UGAPAFOCI) and Uganda National Cultural Center (UNCC) in Uganda, and technical support from UNESCOs regional offices. These relationships enabled CfCA to influence national planning and policy processes.\n\nThe network maintained diverse representation, with 58% male and 42% female members, and 13% youth participation in National Working Groups. CfCA engaged 450 women (39%) and 485 youth (42%) across its activities, supported by standardized tools for tracking diversity. These efforts contributed to more inclusive and evidence-based policy dialogue, reinforcing CfCAs role in promoting public investment in culture across its focus countries.\n\nOutcome 3: Young women and men culture actors have successfully participated in regional and national creative residency programs enabling their skills development and empowerment and contributing to showcases used in national and regional advocacy campaigns\n\nCfCA reports to have empowered young cultural actors through regional and national programs that enhanced their creative, advocacy, and entrepreneurial skills. Key initiatives included the Cartoonist Residency in Ethiopia (15 artists from 5 countries), cultural policy training in Zimbabwe (60 youth, with knowledge rising from 9% to 85%), and an entrepreneurship workshop in Zambia (18 participants). The CfCA Podcast in Uganda, led by two young women, further amplified youth voices.\n\nCfCA also integrated youth contributions into advocacy campaigns. Artworks from the residency were showcased at events like the Addis Jazz Festival, gaining wide media coverage and sparking public dialogue. Young creatives contributed to CfCAs branding and participated in advocacy tours, positioning them as active stakeholders in promoting investment in the cultural and creative industries.\n\nOutcome 4. Ministries in Zambia, Zimbabwe, Ethiopia, and Uganda formally received CfCAs baseline reports, with some integrating findings into budget discussions. In Ethiopia, the Ministry of Culture used CfCAs research during its budget defense, and in Mozambique, a presidential candidate publicly endorsed the 1% funding goal for culture. These developments reflect growing political and public acknowledgment of cultures role in development, democratic values, and social cohesion.\n\nSuccesses were driven by strong government engagement, formal partnerships (e.g., MoUs), and strategic media and event collaborations that amplified advocacy messages. Artist-led advocacy and committed local partners also played a key role, while peer learning through network meetings helped sustain momentum and refine strategies.\n\nChallenges reported include some implementing partners showing capacity gaps in meeting donor requirements, prompting CfCA to expand training and technical support. Engagement with National Working Groups was inconsistent, so flexible scheduling and virtual tools were introduced to improve participation.
