establishment in 2022, the URTF has mobilized more than USD 2.8 billion in donor support, committed and programmed USD 2,6 billion and disbursed USD 1,8 billion.  The URTF as such is country grant platform but it has also helped unlock USD 7.3 billion in additional development financing and mobilize USD 3.2 billion in private sector capital. It is perhaps especially important to emphasize to the point on the leveraging of private capital. The agriculture project ARISE is the World Banks (globally) largest private sector leveraging project.\n\nPillar 1\nPillar 1 Government Capacity and Relief) URTF played a critical role in helping the Ukrainian government to continue to function under wartime conditions. URTF supported operations sustained core government capacity while enabling the continued delivery of essential services. The five original framework projects are key projects under this pillar and they include the Ukraine Agriculture Recovery Inclusive Support Emergency (ARISE) Project, Health Enhancement\nand Lifesaving (HEAL) Ukraine Project, Housing Repair for Peoples Empowerment (HOPE) Project, Repairing Essential Logistics Infrastructure and Network Connectivity (RELINC) Project, Restoration Project of Winterization and Energy Resources (REPOWER) and Public Expenditures for Administrative Capacity Endurance (PEACE) Project.\n\nBelow follows a summary of what has been achieved by these projects. When\nstudying these results one should bear in mind that these have been achieved\nusing all financing available (which includes loans, guarantees and parallel co\nfinancing, and commercial financing from various actors also beyond the World\nBank).\n\nHEAL The Objective of HEAL is to restore and improve access to essential health care, address new and urgent needs for health services, and provide financial protection in an emergency context. Component 1. Mental Health and Rehabilitation Services Results examples:\n\n - More than 655,000 people have received mental health services.   Sixty psychological relief spaces are being established and equipped in PHC settings to increase community level access to mental health services.\n - More than 772,000 people completed a course of physical rehabilitation  Over 3,100 pieces of rehabilitation equipment have been delivered to 198 health care facilities across 22 oblasts. \n- Capital renovation or reconstruction works of rehabilitation departments were initiated in eight facilities across six oblasts.\n - More than 8,200 PHC professionals were trained in providing care for survivors of gender-based violence (GBV).\n\nComponent 2. Primary Health Care\nResults examples:\n- More than 11.7 million people have received expanded PHC examinations.\n- Nearly 7 million doses of essential childhood vaccines were provided to\nchildren.\n-  More than 5.7 million people were provided with subsidized medicines under Ukraine's Affordable Medicines Program.\n- For power supply resilience and efficiency, 130 PHC facilities in 19 oblasts have completed the installation of solar photovoltaic power stations. Solar panels, inverters, and battery storage systems help to ensure uninterrupted provision of power to medical services.\n - To support health care access in remote communities, 250 vehicles for\nproviding mobile PHC services have been delivered to clinics nationwide. The\ntotal comprises 75  electric and 175 all terrain diesel vehicles.\n- 21 oblasts, 261 PHC facilities were equipped with hematology analyzers\nand accessories.\n\nComponent 3. Hospital care\n-Completed facilities include the Novobykivka Rural Outpatient Clinic (construction works), and Koziatyn City Primary Healthcare Center, and Primary Healthcare Outpatient Clinic No. 4 in Vinnytsia (capital repairs).\n\nARISE\nA total of 87,205  agricultural producers accessed financing, including 69,883 farmers reached through loans and grants. Nearly half of these farmers are women, significantly exceeding the projects inclusion targets. The project support the agriculture sector in two main ways, by reducing the cost of borrowing for larger commercial farms and by providing grants to smaller farms\n- Over 13.4 million hectares of agricultural land maintained under production,\nsurpassing the projects original target of 8 million hectares.\n - Private capital amounting to $3.2 billion mobilized through ARISE supported financing  more than double the projects original target of $1.5 billion, demonstrating strong leverage and market preserving design.\n\nHOPE \nThe objective of HOPE is to support affected households to regain adequate housing through repair of damaged housing stock and support national government in priority climate resilient policy reforms.\nComponent 1 Repair of Residential Units with Partial Damage. Funding for the governments compensation program to affected households for emergency repair of partially damaged residential units or single family\nhouses:\nResults examples:\nOver 130,000 households received financial support to repair their homes, restoring access to adequate housing across affected oblasts. \n\nComponent 2, Design and Capital Repair of Partially Damaged Multifamily Apartment Buildings. Green, resilient capital repairs of partially damaged multifamily buildings in selected municipalities:\nResults examples:\nFive cities, Bucha, Izyum, Makariv, Mykolaiv, and Zaporizhzhia were selected for support through a transparent and competitive process. Within these cities, 60 clusters, collectively comprising over 200 multifamily buildings, were identified for capital repairs using an innovative, datadriven methodology designed to enhance transparency, accountability, and impact.\n\nRELINC \nThe objective of RELINC is to provide the means for mitigating the immediate impact that disrupted transport networks have on Ukraine's population and economy.\nComponent 1. Lifeline Road Connections\nResults examples:\n - Installation of several modular bridges, reflecting tangible advances in restoring damaged road links.\n  -Preparation of bidding documentation for four additional modular bridges, with tenders scheduled for launch in the first quarter of 2026.\nComponent 2.
