The total number of students paid under GESS2 until now is approximately one million girls. This is the second phase of the Girls Education South Sudan (GESS) program with the Foreign Commonwealth and Development Office (FCDO) as the Lead Donor and agreement partner. The program is also supported by Global Affairs Canada (GAC), the United State Agency for International Development (USAID) and the EU Delegation. The aim of GESS2 is to contribute to transforming life changes through education for South Sudanese children (particularly but not exclusively girls). The program provides a range of interventions - direct financial support to girls in form of cash transfers to support retention and completion; provision of capitation grants for flexible use by schools to support infrastructure, learning materials and access for children with disabilities; initiatives designed to improve the quality of education; research; support to girls through mentoring and learning groups; and large scale behavioral change interventions specific to the importance of girls' education. GESS2 has also included support to strengthen Public Financial Management in the Ministry of General Education and Instruction and the Ministry of Finance and Planning. Regular listeners continue to demonstrate higher levels\nof knowledge about education and positive attitudes towards the education of\ngirls and children with disabilities compared to non-listeners.\n\nA successful distribution of cash transfers\n\nThe program has been successful in distributing CTs. The cumulative (first and\nsecond phase) of CT payments issued are 2,489,507. This is a few percent over\nthe target that was set. In the second phase alone, 1,226,788 unique girls have\nreceived a GESS2 CT payment since the inception of the project's second\nphase. This represents 110% of the year 5 target.\nDuring the 2023 CT cycle, a total of 439,224 girls in 5,182 schools were\nvalidated in 2023 and eligible to receive the payment. Out of these, 427,534 girls\nin 5,153 schools were paid. Of these, 47,700 girls were candidates who received\nSouth Sudanese Pounds (SSP) 32,000, while 379,834 were noncandidates\nand received SSP 25,600.\n\nWell planned activities and organisation\n\nIn addition, it should be noted that the consortium has been well organized and\nhas planned its activities in a timely manner. This is showcased by the fact that\nfunds have been consumed evenly. Each quarterly report provides information\nand updates on key performance indicators. In addition, it provides two stories of\nchange illustrating the program's impact in practice. The annual report has\ninfographics that provide easy access to relevant information regarding\nachievements.\n\nAssessment of achieved results in relation to the objectives\n\nEffective deliverance of cash transfers but causal linkages to school enrolment are unexplored\n\nThere is no doubt that the program has been effective in delivering cash\ntransfers (CT) to female students. Although there has been a system in place in\ndelivering the CT, there is little follow-up on knowing for what purpose the CTs\nhave been used.\nDuring the second program phase between May 2019 to December 2023 around\n1.2 million unique girls from primary 5 to senior 4 (ie students that are 11\u002F12\nyears to 17\u002F18 years of age) have received funds. It is, however, unclear of how\nmuch of these funds actually went to cover school costs. For example, the\nindividual that was portrayed in the story of change for the reporting period April\nto June 2024 had reportedly given the cash to her mother so that she could\ndevelop her business which in turn would enable her eventually to pay the\nschool fees one year later. Similar stories were echoed in the evaluation Some\ngirls give the CT to their parents to pay for food or to pay into the School\nDevelopment Fund, which is a fund for school fees paid by parents. The amount\nto be paid varies from school to school. p. 17. A teacher cited in the evaluation\nwas reported saying: Girls are happy and the parents are happy too. We tell the\ngirls not to give the money to their parents, but perhaps they give them money\nfor food. They are suffering. Or they give money to a little brother or sister. We\ndon't know. (p. 117)\nOne can assume that the importance of the support was not only its monetary\nvalue, but also the sense of importance of attending school and motivation that\nthe grant helped to foster. As one teacher in connection to the examination\n2022\u002F2023 at a secondary school in Nauru said Girls are performing better than\nthe boys because of their harder working and commitments. The motivation is\nbecause of their needs being met. (p. 107).\n\nThe general assumption is that CT greatly helped improving girls attendance at\nschools. This assumption is echoed in the different narrative reports and\nevaluation. Although this might be the case, the casual linkage between CT and\nschool attendance is circumstantial and an anecdotal level and not validated in\nthe reporting. In addition, it would have been interesting to learn more on the\nsocial consequences of the CT and if and in that case how it influenced relations\nbetween social groups. Furthermore, the reason for exclusively choosing girls\ncan also be questioned, as boys also live in poverty. This method may\ninadvertently deepen the gender divide. Applying a do no harm perspective\nwould have enhanced the reporting.\n\nCash transfer not adjusted for inflation\n\nAs previously stated the program has been able to distribute CTs to 1.2\nmillion girls during the second program phase. This is an impressive number\nthat requires sophisticated program management. However, the value of\nthese CTs was not adjusted for inflation. It has been stated in the reporting that\nat the end of the program period, the value of the CT had decreased\nconsiderable. At the end, it was reported that it was barely enough to cover the\ncost for a school bag.\nIt raises questions as to why the financial management of the grants did not\nallow for an inflation adjusted CT. From a financial perspective, this represents a\nconsiderable loss in real value of the grant. As a consequence, the program\nbecame less efficient. In addition, it becomes more difficult to argue that the CT\naccounted for the enrolment of girls. Can really the sum equivalent of a\nschoolbag explain girls enrolment in school?
