The  municipalities will be encouraged to use Open Data and Document Management System (DMS) and to demonstrate their commitment to transparency, while using the DMS to show greater accountability.\nThe contribution is expected to provide substantial support and focus on the power and voice of poor people and marginalized groups and to contribute to strengthening of human rights.\nMoreover, the project focus on municipal authorities like waste management, land use, building permits and licenses, public procurement, and public property use, make environment and climate change an important area of focus and a value that will be prioritized with this project.\n Gender equality will be mainstreamed in recognition of the disproportionate impact of corruption on women and girls tied to gender-based forms of corruption. Detta bekräftas av det fleråriga arbetsprogram som lades fram i oktober 2024. Det lyfts också fram inom ramen för EU-kommissionens tillväxtplan för Västra Balkan. Sverige stödjer arbetet mot korruption i Nordmakedonien genom olika program som bidrar till EU-närmande, grävande journalistik och förbättrad offentlig styrning på central nivå. Med det föreslagna stödet skulle Sverige även bidra till att stärka arbetet på kommunal nivå, där korruption ofta påverkar vanliga medborgare och i synnerhet redan utsatta grupper som etniska minoriteter, ungdomar och kvinnor.\nNDI är en internationell expertorganisation och etablerad partner till Sida. NDI bedöms ha kunskap om regionen samt god kapacitet och tillgång till global expertis. En utvärdering visar på tidigare framgångar i ett program om att stärka kvinnors politiska deltagande i Nordmakedonien. This is confirmed through the Reform Agenda  and Multiannual  Work Programme submitted by North Macedonia under the Reform and Growth Facility for the Western Balkans on 23 October 2024. \n\nSweden provides support to combating corruption at central level with direct support to the Cabinet of the Deputy Prime Minister for Good Governance through the Support to EU integration project , as well as through provided support to investigative journalism  and Support to more transparent and accountable governance. With this contribution Sweden will extend and strengthen the support at municipal level where corruption is directly affecting the citizens of the country, especially the marginalized groups, ethnic minorities, youth and women, that are disproportionately harmed by the diversion of public funds and assets for private or political gain.\n\nJoining forces with other donors is the approach that is used to multiply the  project impact in a sensitive area of reform. The 2025 EU progress report for North Macedonia indicates no progress in corruption prevention or prosecution of high level cases, noting that corruption remains widespread across institutions. Local governments are pointed out as part of this system, often facing challenges such as non-transparent procurement, political influence over hiring, and weak internal audit structures. \n\nDuring the reporting period, effective cooperation was established with key authorities, including the Deputy Prime Minister for Good Governance, the Minister of Local Self-Government, the Minister of Justice, the State Audit Office, the State Commission for the Prevention of Corruption, and six pilot municipalities: Bitola, Bogovinje, Gazi Baba, Kumanovo, Strumica, and Shtip.\n\nThe Operational Report for the period 1 November 2024  30 June 2025 outlines the progress achieved during the initial phase of implementation.\n\nKey results include:\n\n- Launch of key assessments: The Assessment of Anti-Corruption Legal Frameworks, the Corruption Proofing of Legislation (CPL), and the Baseline Assessment of Public Finance Management Practices were initiated. All three assessments are currently underway and are expected to produce concrete recommendations in the next reporting period.\n\n- Strengthening local integrity systems: The six participating municipalities made significant progress by adopting a range of internal procedures aimed at enhancing transparency, accountability, and responsible governance. Four municipalities introduced conflict-of-interest prevention procedures; four adopted internal whistle blower protection mechanisms; one regulated domestic and international business trips; one adopted rules on gifts and hospitality; and one established an internal Risk Register.\n\n- Improved internal governance practices: Additional procedures were introduced by all six pilot municipalities  to regulate participation in training and the use of representation funds, contributing to clearer internal rules and more responsible management of public resources.\n\n- Enhanced transparency and access to information: All six municipalities developed and adopted two key internal procedures one governing free access to public information and another aimed at strengthening proactive transparency on municipal websites. These efforts align with the national Transparency Strategy (20232026) and promote more open, responsive, and citizen-oriented local governance. Publicly available procedures from Bitola, Gazi Baba, Kumanovo, and Stip can be accessed through their municipal websites.\n\n- Stakeholder Mapping Analysis:  The Integrity Driven Communities project (IDC) conducted a stakeholder mapping exercise that identified active civil society organizations in each of the six pilot municipalities. These organizations will take part in upcoming collective action initiatives supporting municipalities in strengthening their integrity systems, particularly in procurement and licensing\u002Fpermitting.\n\n- Engagement with the private sector: Cooperation was established with 19 companies from the Municipality of Shtip, resulting in findings and recommendations aimed at addressing public procurement challenges and promoting business integrity through collective action.\n\n- Youth engagement through the Game Jam: The Empowering the Next Generation of Game Developers Game Jam engaged young creators from multiple municipalities in a month-long skills development initiative. By combining game design with civic themes, the activity demonstrated the potential of interactive media to promote democratic values. Participants developed functional game prototypes and deepened their understanding of anti-corruption, transparency, and ethical decision-making. The final showcase highlighted their ability to translate complex governance topics into meaningful game play experiences.\n\n- Corruption Risk Assessment launched: A Corruption Risk Assessment was initiated and will provide tailored inputs for each of the six beneficiary municipalities.\n\nSida assesses that  overall, the project is achieving satisfactory results in compliance to the approved work plan and budget and agreed project document.
