RWI combines multi-disciplinary human rights research with education, support, and outreach to contribute to a wider understanding of, and respect for, human rights and international humanitarian law.\nThe Institute’s work revolves around four thematic areas within human rights: ‘access to justice’, ‘non-discrimination, and inclusion’, ‘human rights and the environment’ as well as ‘business and human rights’.\nCurrently, RWI has offices in Lund, Harare, Jakarta, Nairobi, Phnom Penh, Stockholm, and Yerevan. Since the early 1990s, RWI has cooperated with a wide range of institutions and organisations in Africa, Asia, Europe, Latin America, and the Middle East, to further human rights around the world. Cooperation is characterised by mutual trust, long-term commitment, and achievement of common objectives.\nachievements of sustainable nature towards results at outcome level in relation to enhanced access to justice in Africa. Interventions were considered coherent and well-aligned with regional and sub-regional human rights initiatives and standards.\n\nInformed by the recommendations of the evaluation, the results, lessons learned and experiences of the 2017-2024 programme, the proposed 2024-2027 Programme provides for continued regional engagement in Africa on access to justice but in a more focused, and integrated manner. This proposal also builds on consultations and discussions with key stakeholders, including current partners and the Swedish International Development Cooperation Agency (Sida).\n\nRegarding the capacity of RWI to effectively achieve its objectives, the Embassy can confidently state that the organization possesses sufficient technical expertise, mechanisms, and systems. Regionally, this is partly due to the inadequate enforcement of human rights rulings. The low level of implementation of decisions is in turn caused by a number of factors, key among them being the lack of sufficient monitoring and follow-up actions of human rights decisions from regional bodies in Africa. This lack regarding monitoring and follow up actions itself arises from several factors such as the lack of sufficient financial, human and technical capacity within regional bodies and structural challenges for monitoring and follow-up within the African human rights system.\n\nAnother cause is the low level of cooperation and coordination amongst regional and sub- regional human rights bodies as well as insufficient capacity and coordination amongst and between regional actors (networks of CSOs, lawyers associations, NHRIs and academia) pushing for the implementation of human rights decisions of regional bodies in Africa; and the inadequate collaboration between regional bodies, regional actors and relevant national state actors with the responsibility for implementation of decisions at a national level.\n\nThe lack of proper follow-up contributes to states non-compliance with human rights decisions of regional bodies and undermined trust and faith in the relevance and effectiveness of regional bodies, and, ultimately, challenges in communities  particularly marginalised and vulnerable groups  accessing justice and enjoying their human rights, which effectively hinders development.\n\nIn line with this and building on efforts the previous regional programmes and other similar efforts in the continent, these are accordingly the key challenges and underlying causes that the proposed Programme will seek to address. This programme will therefore overall aim, and focus on efforts, to increase implementation of decisions, judgments, provisional measures, and recommendations from regional and sub-regional bodies in
